The project involves constructing Bailey bridge trusses as a backup, which can be installed on the To Lich, Kim Nguu, Lu, Set, and Nhue rivers, among others, to connect traffic between the two sides of the rivers and to provide a contingency plan for promptly addressing bridge damage caused by natural disasters or weak bridges during operation. This aims to minimize traffic congestion, ensure safety, and facilitate convenient connections in the event of bridge failures or when traffic management needs arise within the city.
The Hanoi People's Committee has assigned the Department of Construction as the investor, with an estimated budget of nearly 15 billion VND, to be implemented over two years, 2025-2026.

The investor is fully responsible before the law and the People's Committee of the City for the accuracy and legality of the information and data presented in the investment proposal report for the Project submitted for appraisal and approval.
The Department of Construction shall take the lead and coordinate with relevant units to urgently complete the project dossier and submit it to the competent authority for investment decision in accordance with regulations; inspect, review, update, supplement, and incorporate the opinions of the city's departments and agencies regarding the investment policy appraisal before submitting the project for approval; and use investment capital economically and efficiently.
Bailey bridges are a type of mobile steel bridge that has been widely used in various fields. The most important characteristics of this type of bridge are its ability to achieve multiple spans, high load-bearing capacity, lightweight components, practicality, ease of disassembly, and rapid completion using simple tools and manpower.
