To learn about the implementation of digital transformation in the locality, a reporter from the Communist Party of Vietnam Electronic Newspaper had an interview with Mr. Nguyen Hong Linh, Permanent Vice Chairman of the People's Committee of Ha Tinh province, on this issue.
Reporter (PV): Could you please tell us about the specific results of implementing the digital transformation task in the province in recent times?
Comrade Nguyen Hong Linh: Report of the Provincial Digital Transformation Steering Committee, the tasks according to Plan No. 18/KH-BCĐ dated April 18, 2022 of the Digital Transformation Steering Committee and Plan No. 54/KH-UBND dated March 9, 2022 of the Provincial People's Committee have basically been coordinated and implemented. By the end of 2022, 19/34 tasks have been completed, 12 tasks have been and are continuing to be implemented until the end of the year, and 3 tasks have not been implemented. About 98% of residential areas have 4G mobile coverage, fiber optic cable to 100% of communes; some residential areas have poor or no 4G mobile Internet quality. It is expected that by 2023, 100% of "low" signal areas will be eliminated. The mobile subscription rate will reach 94.3 subscribers/100 people; Fixed broadband internet reached about 12.8 subscribers/100 people. In 2022, 87 new BTS transceiver stations were developed. The provincial data integration center is being upgraded and equipped with additional equipment to meet the increasing demand of state agencies. Regarding digital transformation in the operations of state agencies, 100% of documents sent and received between provincial and district agencies, 95% between commune-level agencies and provincial and district agencies (except for confidential documents) are done via the network environment. 100% of agencies provide full-service online public services, synchronously applying digital signatures. Implementing the digital economy and digital society, the Provincial Tax Department has coordinated with sectors, localities and enterprises in the province to organize the implementation of electronic invoices; the Provincial People's Committee has directed the promotion of non-cash payments in schools, educational institutions, hospitals and medical facilities; 100% of districts, cities and towns have issued plans to deploy community digital transformation teams in the area... Regarding smart cities, the Provincial Intelligent Monitoring and Operation System (IOC) has been deployed, including 7 database subsystems.
Currently, the Provincial Digital Transformation Steering Committee focuses on key tasks such as: continuing to implement the plan on developing digital government and ensuring network information security; deploying the Ha Tinh Provincial e-Government Architecture version 2.0; effectively deploying the application of the provincial-level integrated and shared platform, connecting with the national integrated and shared platform; promoting digital transformation activities of enterprises, etc.
Based on the Digital Transformation Plan for 2023 with the goal of effectively implementing Resolution No. 05-NQ/TU dated October 22, 2021 of the 19th Provincial Party Committee on "Focusing on leading and directing digital transformation in Ha Tinh province for the period 2021 - 2025, with a vision to 2030" and the Project "Digital transformation in Ha Tinh province for the period 2021 - 2025", the province is also gradually building and developing digital government across the province, promoting administrative reform, and at the same time creating favorable conditions for the development of the digital economy and digital society.
In the coming time, members of the Steering Committee, units and localities will focus on drastically implementing digital transformation and assign specific tasks to each agency and unit to effectively implement digital transformation in the coming time.
PV: How do the leaders of Ha Tinh province evaluate the initial results of digital transformation in Ha Tinh and what policies does the province have to accelerate the digital transformation process, contributing to the socio-economic development of the locality?
Comrade Nguyen Hong Linh: The Provincial Party Executive Committee issued Resolution No. 05-NQ/TU dated October 22, 2021 on focusing on leadership and direction of digital transformation in Ha Tinh province for the period 2021 - 2025, with a vision to 2030; The Provincial People's Committee issued Decision No. 424/QD-UBND dated February 18, 2022 on approving the Project "Digital transformation in Ha Tinh province for the period 2021 - 2025" to create a premise for the digital transformation process in the province.
After more than 1 year of implementing Resolution 05 and Decision 424, Ha Tinh province has achieved some remarkable results, specifically:
The Provincial People's Committee and the Provincial Digital Transformation Steering Committee issued many documents directing digital transformation.
Technical infrastructure and platform systems are ensured; fiber optic cables, 2G, 3G, 4G mobile transmission and reception stations are developed; provincial data integration and sharing platform (LGSP) is operated.
The system of specialized databases is maintained and guaranteed to serve the state management work of sectors and localities.
100% of departments, branches, sectors, district and commune People's Committees have electronic portals/pages. Online operations and management are maintained synchronously. Specialized software systems are regularly deployed.
The electronic one-stop system and the Public Service Portal are deployed synchronously and connected with the National Public Service Portal.
The Ha Tinh Province Intelligent Monitoring and Operation System (IOC) has been deployed. The task outline of the pilot project of the smart urban model for the period 2022 - 2025, with a vision to 2030, has been developed at the People's Committee of Ha Tinh City and the People's Committee of Ky Anh Town.
The digital transformation festival in the province was organized with many meaningful activities. The community digital transformation team in the province was deployed down to the village/residential group level.
PV: Dear comrade, with the above results, what specific policies will the province have next to accelerate the digital transformation process, contributing to the socio-economic development of the locality?
Comrade Nguyen Hong Linh: Based on the results achieved recently, while continuing to resolutely implement the digital transformation task, the Provincial Party Committee, People's Council and People's Committee of Ha Tinh province determined to continue to organize the implementation of Resolution No. 05-NQ/TU dated October 22, 2021 of the Provincial Party Executive Committee; Decision No. 424/QD-UBND dated February 18, 2022 of the Provincial People's Committee and the province's Digital Transformation Plans.
In parallel, continue to implement the Project on developing applications of population data, identification and electronic authentication to serve national digital transformation in the period 2022 - 2025, with a vision to 2030.
At the same time, promote the construction and completion of the province's database system: Effectively operate the LGSP system, connect and integrate databases of sectors and localities into the system; deploy the province's shared Data Portal and Data Warehouse...
In addition, research and develop a number of policies on digital transformation such as: Policies for Community Digital Transformation Teams, policies for hiring digital transformation experts, policies to encourage people and businesses to use and exploit online public services;... review and complete strategies and plans to promote digital transformation, develop digital economy, digital society, and ensure network information security.
In addition, build a pilot project for a smart urban model in Ha Tinh city and Ky Anh town, gradually develop smart urban platforms, services and district-level smart monitoring and control centers.
