On the morning of December 27th, Chairman of the Provincial People's Committee Vo Trong Hai and leaders of the Ha Tinh Provincial Tax Department chaired a conference to summarize tax work in 2023 and implement tasks and solutions for 2024. In 2023, the Ha Tinh Provincial Tax Department was assigned a budget revenue target of 6,519 billion VND by the Ministry of Finance ; the Provincial People's Council assigned a budget revenue target of 8,000 billion VND. Despite the challenging global and domestic economic conditions, the Ha Tinh Provincial Tax Department, with high determination and effort, successfully completed its assigned tasks.
The estimated domestic revenue for the whole year of 2023 is 9,000 billion VND (2,300 billion VND from land use fees; 6,700 billion VND from taxes and fees), reaching 138% of the Ministry's assigned target, 113% of the Provincial People's Council's assigned target, and increasing by 3% compared to 2022. Domestic revenue excluding land use fees and lottery revenue reached 6,700 billion VND, reaching 136% of the Ministry's assigned target, 108% of the Provincial People's Council's assigned target, and increasing by 19% compared to 2022.
By tax category, 12 out of 15 revenue items exceeded the provincial target and showed significant revenue growth compared to the same period last year. By geographical area, 14 out of 17 districts, towns, cities, and tax offices exceeded the provincial target.
The Ha Tinh Provincial Tax Department has focused on disseminating new policies and laws, reforming administrative procedures; strengthening inspection and auditing to combat tax evasion; strictly controlling value-added tax refunds; enhancing the management of electronic invoices, including those generated from cash registers; and accelerating the recovery of outstanding tax debts.
Chairman of the Ky Anh Town People's Committee, Nguyen Hoai Son, requested the province to continue doing a good job in attracting investment and to be decisive in handling outstanding issues of projects in order to increase revenue.
Implementing policies to support people and businesses facing difficulties due to the COVID-19 pandemic to recover and develop production and business, in 2023, the Ha Tinh Tax Department reduced approximately 590 billion VND in environmental protection tax in the petroleum sector according to Resolution No. 30/2022/UBTVQH15; extended the tax payment deadline with an amount of 337.9 billion VND according to Decree No. 12/2023/ND-CP; reduced value-added tax by approximately 443 billion VND according to Decree No. 44/2023/ND-CP; reduced land and water surface lease fees according to Decision No. 01/2023/QD-TTg with an amount of 14.4 billion VND; and reduced registration fees by 57.3 billion VND according to Government Decree 41/2023/ND-CP. Debt restructuring of VND 86.36 billion and tax debt write-off of VND 47.69 billion were carried out in accordance with Resolution No. 94/2019/QH14.
In 2024, the Ha Tinh Provincial Tax Department was assigned a budget revenue target of 8,100 billion VND by the Provincial People's Council. The Ha Tinh Provincial Tax Department will focus on implementing comprehensive solutions and launching emulation movements throughout the entire sector to excellently fulfill the assigned budget revenue collection task.
At the conference, delegates focused on analyzing several difficulties and obstacles in directing, managing, and coordinating the implementation of budget revenue collection tasks in 2023 and proposed solutions to strengthen budget revenue collection in 2024. Some delegates suggested that the province continue to do a good job of attracting investment and be decisive in handling outstanding issues of projects to increase revenue; that the tax sector guide localities in implementing procedures for short-term land leases to serve socio-economic development goals; and that the construction progress of projects be accelerated to increase budget revenue from the beginning of the year...

Building on the achievements of 2024, Party committees, governments at all levels, and all sectors are required to identify tax work as a crucial political task and to decisively implement solutions. From the beginning of the year, the tax sector must promptly allocate and assign quarterly budget estimates so that localities can strive to meet their targets.
Simultaneously, the Provincial Tax Department needs to strengthen the dissemination of tax laws; enhance and improve the efficiency of revenue management, ensuring the principle of "collecting correctly, fully, and promptly"; focus on nurturing revenue sources; promote administrative reform; apply information technology to tax management; implement comprehensive and effective solutions to combat tax evasion and tax avoidance, and recover outstanding tax debts; strengthen discipline and order, and uphold the sense of responsibility of tax officials in performing their duties.
Together with the tax sector, departments, agencies, and localities must share and cooperate with businesses and taxpayers to create sustainable revenue sources; strengthen coordination between all levels and sectors to effectively manage revenue sources and combat budget revenue losses.
