Over the past period, the Party committees, government, Fatherland Front, and political and social organizations from the district to the communes and towns in Hai Lang district have focused on effectively implementing the Regulations on Democracy at the grassroots level according to the motto "The people know, the people discuss, the people do, the people inspect, the people supervise, and the people benefit." As a result, this has contributed to the effective implementation of the New Rural Development program in the district.
In the construction of new rural areas, rural people play a particularly important role because they are the ones who directly implement and directly benefit from it. Effective implementation of grassroots democracy will contribute to promoting the people's role as masters in the process of building new rural areas.

Therefore, over the years, the Party Committee and the government of Hai Hung commune have seriously implemented grassroots democracy, ensuring democracy, openness, and transparency. Many contents and regulations on the policies and regimes of the Party and the State have been discussed and widely publicized by the government through public meetings.
The regulations stipulate that citizens are allowed to discuss and decide directly on matters such as: mobilizing public contributions for infrastructure development; public welfare projects funded by both state and public contributions; and regulations and criteria for building advanced and model new rural areas.
Thanks to transparency from the very beginning of implementation and the solicitation of public input on each specific content and project, most construction projects in general, and rural development projects in particular, in the commune have received the approval and support of the people.
While visiting the newly completed inter-village road in Hai Hung commune, we could feel the significant changes in the environmental landscape and the increased convenience for residents in the commune.
This road passes through four hamlets of Hai Hung commune, with a total length of over 5 km. Previously, this road was narrow, severely degraded, and greatly affected the travel and production of the people, failing to meet the transportation criteria in the construction of new rural areas.
With over 7 billion VND allocated from higher authorities, the commune's Party committee, government, and village management board have repeatedly held meetings with residents in each area to discuss and gather opinions on the plan to upgrade and expand this road.
Through numerous public and democratic consultations with residents, along with effective and reasonable communication and persuasion efforts, all 83 households affected along this road have voluntarily donated land and cleared the area themselves without requiring compensation.
To date, a well-maintained and clean inter-village road has been completed and put into use, much to the delight of the people and local authorities.
Mr. Nguyen Tri Thu, residing in Lam Thuy village, Hai Hung commune, said: "Right from the early days of launching the model new rural development program in Lam Thuy village, the Hai Hung commune government has repeatedly organized meetings with the people to gather their opinions."
"Regarding the construction of this road, the commune and village publicly disclosed the funding sources and construction plans clearly, and sought input from the people. Initially, some affected households had concerns, but after numerous meetings with residents and persuasive efforts by various associations and organizations, 100% of the affected households agreed and supported the project. As a result, the road construction proceeded smoothly and on schedule..."
"Thanks to the effective implementation of grassroots democracy regulations, over the past two years, especially during the period when Lam Thuy village was building a model new rural area, our village has achieved many important results such as: building nearly 5 km of rural roads, constructing cultural facilities, and model gardens in the village."
"In particular, the project to build model new rural villages has been approved and has received high consensus from the people," added Mr. Vo Cong Trong, Head of Lam Thuy village, Hai Hung commune.
In Hai Chanh commune, to implement grassroots democracy, the commune Party Committee directed the Vietnam Fatherland Front of the commune and political and social organizations to develop programs and plans, organize study conferences, and promote activities to disseminate grassroots democracy to residential areas.
In particular, promoting the role of community investment oversight boards in monitoring local infrastructure construction projects contributes to strengthening public trust in investment capital management and construction quality.
Specifically, the people's inspection committee and the community investment monitoring committee have overseen 121 construction investment projects in the locality, funded by contributions from the people, state capital and joint public investment, and some projects entirely funded by the state. Through this monitoring, many opinions from the people have been received by the authorities, and recommendations have been made to the investors and construction units to promptly address any issues.
Mr. Le Gia Ve, residing in Tay Chanh village, Hai Chanh commune, said: “In recent years, many construction projects have been invested in the locality, including the village cultural center. This project was completed and put into use at the end of 2022.”
The villagers are very excited about the construction of this facility, which provides a place for gatherings and celebrations during holidays and festivals. Regarding the quality of the construction, we find it very good; since its completion, there have been no major malfunctions, only a few minor issues that we have raised and addressed.”
Along with creating conditions for the people to discuss and decide on important issues in the process of building new rural areas, the Party committees and local authorities in Hai Lang district pay special attention to directing and promptly resolving people's concerns and questions at the grassroots level, preventing complaints from escalating to higher levels.
At the same time, the Party committees and steering committees for implementing grassroots democracy in communes and towns have closely monitored and supervised the capital mobilized from the people, ensuring that each project is invested in accordance with the established policies and achieves practical results. In addition, through various means, the Party committees and steering committees have organized the dissemination of conclusions, ordinances, and decrees from higher levels regarding the implementation of grassroots democracy.
Information requiring public disclosure is disseminated through various forms, such as: through meetings with constituents by People's Council representatives, sessions of the People's Council at commune and town levels, and meetings of villages and hamlets, and political and social organizations; public posting at the headquarters of the People's Committee at commune and town levels; posting at cultural centers in villages and hamlets; and public disclosure through the district's broadcasting system and website.
In reality, the emphasis on applying democratic regulations in building new rural areas in Hai Lang district has had a very positive impact on the leadership and guidance of the Party committees and government. In particular, the effective implementation of democratic regulations has created high consensus among the people in contributing to and participating in building new rural areas in the locality.
Through this, the proactive and positive role of the people has been promoted, creating consensus and mobilizing the combined strength to carry out the task of building new rural areas.
Deputy Permanent Secretary of the Hai Lang District Party Committee, Hoang Thi Phuong Nam, added: “Thanks to the effective implementation of grassroots democracy in promoting the people's right to self-governance according to the motto 'The people know, the people discuss, the people do, the people inspect, the people supervise, and the people benefit,' to date, Hai Lang district has 15 out of 15 communes achieving the New Rural Area standard, 3 out of 3 communes achieving the advanced New Rural Area standard, and Dien Sanh town achieving the civilized urban area standard. The district has basically achieved 9 out of 9 New Rural Area criteria, including 3 criteria that are close to meeting the standard, and the district is decisively directing efforts to complete them.”
To ensure that the implementation of grassroots democracy becomes a driving force and a goal, and a crucial factor in the process of building and developing the new rural district in the coming years, the Standing Committee of the Hai Lang District Party Committee continues to promote the dissemination, understanding, and concretization of Directive No. 30-CT/TW and other documents of the Party and State on building and implementing grassroots democracy in all types of organizations; thereby contributing to raising the awareness and responsibility of all levels, sectors, officials, Party members, and the people in building and implementing grassroots democracy.
Enhance the role and responsibility of Party committees in leadership and guidance, and the coordination and implementation by the government, the Fatherland Front, and political and social organizations at all levels, sectors, localities, and units.
Cadres and Party members, especially those in leadership positions, must set an example and be the core in implementing democratic practices in their agencies, units, and localities. They must leverage the internal strengths of each commune, town, agency, and organization to effectively publicize and democratize programs, plans, and projects, especially those involving contributions from the people.
In particular, the Standing Committee of the Hai Lang District Party Committee will focus on leading, directing, and effectively implementing grassroots democracy in all types of organizations, linking it with socio-economic development, ensuring national defense and security, building a clean and strong Party and political system, promoting the people's right to self-governance, and creating consensus among all strata of the people with the motto "The people know, the people discuss, the people do, the people inspect, the people supervise, and the people benefit"; contributing to achieving the goal of becoming a New Rural District and successfully implementing the Resolution of the 16th Congress of the Hai Lang District Party Committee, term 2020-2025.
