Hai Phong aims to become a special urban area by 2030.

According to the planning for the period 2021-2030, Hai Phong will develop a multi-polar model with 5 type II urban areas and 20 type III urban areas, aiming for the standards of a special urban area.

According to the revised City Planning for the period 2021-2030, with a vision to 2050, Hai Phong City is expected to meet the criteria of a special urban area by 2030. The city is oriented towards developing a multi-polar - multi-center model, closely linked to economic corridors and a multi-level network of urban centers to create a foundation for breakthroughs in scale.

The entire urban area is managed uniformly across 114 commune-level administrative units, including 67 communes, 45 wards, and 2 special zones. This distribution ensures synchronous connectivity between the inner city, suburbs, and new growth poles. According to forecasts, the city's urbanization rate will reach approximately 65-70% by 2030 and continue to increase to 80-85% by 2050, reflecting a strong shift towards a modern urban space.

The structure of 5 type II cities serves as the nucleus for development.

In its infrastructure upgrade strategy, Hai Phong maintains its role as a centrally-administered Class I city and will strive towards achieving special urban standards. The city's overall urban system is organized around five Class II cities that serve as regional development nuclei, including:

  • Eastern Urban Center: A port and integrated service city, serving as the administrative, political , and economic center of the entire city.
  • Western Urban Center: Oriented towards becoming a commercial and service hub, serving as a connecting point between Hai Phong and Hanoi via Ring Road 5 and expressways.
  • Thuy Nguyen: A gateway city in the North, connected to the new administrative center north of the Cam River.
  • Chi Linh: A national-level center for cultural, religious, and ecological tourism.
  • Kinh Mon: Center for materials, energy, and supporting industries.

Notably, the division of the space into two halves, East and West, helps create a balance of development. While the East focuses on finance and high-quality services, the West prioritizes regional education, healthcare, and science and technology with a large-scale system of universities and hospitals.

Expand the network of 20 satellite cities of type III.

Alongside the main hubs, the plan identifies 20 Type III urban areas that will receive comprehensive upgrades to form a widespread satellite network. This group of urban areas includes: Truong Son, An Lao, Nui Doi, Tien Lang, Vinh Bao, Cat Hai, Cat Ba, Ke Sat, Cam Giang, Lai Cach, Gia Loc, Nam Sach, Phu Thai, Tu Ky, Ninh Giang, Thanh Ha, Thanh Mien, Thanh Quang, Hung Dao, and Doan Tung.

Upgrading these urban areas is seen as a strategic step to strengthen infrastructure capacity in district towns and suburban areas. This not only helps reduce pressure on the central area but also creates a ripple effect of balanced development, improving the quality of life throughout the city.

Overall, Hai Phong's path to becoming a special urban area is closely linked to the modernization of inter-regional transportation infrastructure and the optimization of riverside and coastal economic corridors. This is an important prerequisite for the port city to assert its position as a growth center in the northern region.
