Hai Phong focuses all its efforts on completing 3 core goals

At the conference, the Hai Phong City Party Executive Committee listened to reports and gave opinions on the following contents: Reviewing the implementation of tasks in the past 9 months, key tasks in the last 3 months of 2025; evaluating the activities of the 2-level government model; reporting on the progress and results of implementing urgent and key tasks that need focused leadership and direction.

Through discussion, the Executive Committee of the Hai Phong City Party Committee unanimously assessed that in the first 9 months of 2025, in the context of many very new tasks, large, complicated and unprecedented workload, Party committees at all levels have focused on leading and directing the work of Party building, political system, mobilizing people, implementing the dual goal of both implementing the 2-level local government apparatus into effective operation, and performing the tasks of economic development, ensuring social security, national defense-security and foreign affairs in a synchronous manner, achieving positive results.

Comrade Le Tien Chau, member of the Party Central Committee, Secretary of the City Party Committee, Head of the National Assembly Delegation of Hai Phong city spoke at the conference.

According to Hai Phong City Party Secretary Le Tien Chau, it can be affirmed that the city has strongly overcome the most difficult challenges, continuing to affirm its role as an economic locomotive in the north.

Notably, the 1st Hai Phong City Party Congress, term 2025-2030, along with Party Congresses at all levels, were successfully organized, becoming a historical milestone in the city's development process after the merger.

The economy continues to maintain high growth momentum, GRDP increased by 11.59%, ranking second in the country; budget revenue increased by over 30.6% over the same period in 2024; attracting domestic investment is a bright spot, 11.9 times higher than the same period last year, reaching a record high.

The two-level local government model has been put into stable and effective operation, affirming that the Central Government's policy is correct and consistent with development practices. Urgent and key tasks have been implemented with basic progress guaranteed and clear changes.

Hai Phong City Party Secretary Le Tien Chau emphasized: The greatest success Hai Phong has achieved lies not only in numbers or reports, but in the spirit of solidarity, will and dedication of the entire Party Committee and political system of the city; covering and throughout is the spirit of dedication and contribution for the common development of the city and the people.

With the spirit of innovation and high responsibility, at this Conference, the City Party Executive Committee properly implemented the spirit of the Secretary of the City Party Committee - chairing the Conference: Not talking much about achievements, focusing on analyzing, pointing out the causes and proposing solutions to overcome difficulties and obstacles, determined to lead the successful completion of the set goals and tasks in the last months of the year, creating a premise for the successful implementation of the resolution of the City Party Congress for the term 2025-2030 right from the first days and months.

On that basis, the Executive Committee of the Hai Phong City Party Committee has agreed that from now until the end of 2025, the city will focus all its efforts on completing 3 core goals: Urgently implementing the Resolution of the City Party Congress and the Resolution of the Party Congresses at all levels into life with specific results and products; achieving the target of GRDP economic growth of 12.35%, disbursing 100% of public investment capital in 2026; continuing to lead the improvement of the quality and efficiency of the operations of the 2-level local government, so that the commune level is not only the "administrative level", handling administrative records and procedures, but must be the level of "creating local development", creating a favorable environment for people and businesses.

At the conference, the Hai Phong City Party Committee Executive Committee listened to Hai Phong City Party Committee Secretary Le Tien Chau quickly announce the results of the 13th Central Conference; discussed and unanimously approved the issuance of the Resolution of the City Party Committee Executive Committee on building Hai Phong into a drug-free city and the Resolution of the City Party Committee Executive Committee on establishing a new generation free trade zone in Hai Phong.
