The new situation with many new challenges requires the aviation security force to be built to be truly clean, strong, disciplined, elite, modern, with sufficient knowledge and capacity in organizing prevention, responding quickly, and promptly handling security and order situations.

On the morning of October 10, in Hanoi, the Theoretical Council of the Ministry of Public Security held a scientific workshop "Ensuring aviation security to meet requirements and tasks in the new situation".

Senior Lieutenant General, Dr. Le Quoc Hung, member of the Party Central Committee, Deputy Minister of Public Security, Permanent Vice Chairman of the Theoretical Council of the Ministry of Public Security chaired the Workshop.

The workshop also had the participation of more than 200 delegates and guests who were leaders of the Public Security units under the Ministry of Public Security, generals, officers, experts, and scientists inside and outside the People's Public Security force.

Speaking at the opening of the workshop, Lieutenant General Pham Dang Khoa, Director of the Immigration Department (Ministry of Public Security), said: Right from the time of receiving the task of State management and ensuring aviation security from the Ministry of Transport to the Ministry of Public Security for management and implementation, the Ministry of Public Security has directed the development of a Project and legal documents as a legal corridor for receiving and organizing the implementation of aviation security activities.

At the same time, the Ministry of Public Security also assigned the Immigration Department to be the focal point to receive tasks and receive staff from the Ministry of Transport who are performing aviation security tasks. The Ministry of Public Security has established an Aviation Security Center under the Immigration Department.

Lieutenant General Pham Dang Khoa emphasized: In the process of building and developing the Vietnamese civil aviation industry, although not directly managing the aviation security force, the People's Public Security force, with its core role in protecting national security, has always closely coordinated with the Ministry of Transport, relevant ministries, branches and local authorities with airports and seaports to deploy measures to ensure security, order, prevent crimes and violations of the law in this field.

However, in the face of the new situation, with many new challenges arising, it is required that the aviation security force be built to be truly clean, strong, disciplined, elite, modern, with sufficient knowledge and capacity in organizing prevention, responding quickly, and promptly handling security and order situations.

Besides, there are still many shortcomings and limitations related to the organization, arrangement of forces, standardization of standards for officers performing aviation security tasks; training and fostering of officers, development of science and technology applications that need to be clarified, especially in terms of theory.

Based on the proposal of the Department of Science, Strategy and History of the Public Security (V04), the Theoretical Council of the Ministry of Public Security set out the task of theoretical research on "Ensuring aviation security to meet the requirements of the task in the new situation". In particular, the People's Security College I was assigned to be the permanent unit to serve the Ministry in conducting surveys and organizing research, presenting papers to organize seminars; and assigned functional units, Public Security of units and localities to coordinate implementation.

The Organizing Committee received 64 elaborate articles with high scientific content, edited and printed in the Conference proceedings.

At the workshop, 18 opinions of leaders, experts and scientists directly discussed in the hall, contributing to clarifying basic issues on theory and practice of aviation security assurance in the current situation such as: comprehensive assessment of both theory and practice of aviation security assurance; establishing scientific arguments to supplement and develop theories on aviation security assurance; raising awareness and capacity of the People's Public Security force on aviation security assurance;

Provide recommendations and propose solutions to the Central Party Committee of the Public Security and the leaders of the Ministry of Public Security to consider and plan additional viewpoints, policies, and measures for leadership and direction of state management and aviation security; build an aviation security force that best meets the requirements and tasks in the new situation; and forecast issues affecting aviation security in the coming time.

In his closing remarks at the workshop, Deputy Minister of Public Security Le Quoc Hung pointed out 7 issues that need continued attention in ensuring aviation security. In particular, it is necessary to affirm: Aviation security is a part of national security, ensuring aviation security is an important task of ensuring national security, within a comprehensive and interconnected security posture, not only domestically but also internationally, requiring the decisive and synchronous participation of the entire political system, in which the People's Public Security force plays a core role.

In addition, the People's Public Security force needs to continue to improve its organizational structure, functions, tasks, leadership, direction, management, and operation mechanisms, and supplement or develop new legal documents, regulations, working procedures, and coordination regulations in ensuring aviation security within the overall national security system, in accordance with international regulations, treaties, and aviation security standards of the International Civil Aviation Organization; at the same time, clearly define the rights and responsibilities of specialized forces and citizen organizations in ensuring aviation security and sanctions for violations.

The police force needs to focus on training, fostering, and ensuring high-quality human resources to meet the requirements and tasks of ensuring aviation security in the new situation; continue to research and forecast strategies on emerging factors and issues that impact the performance of functions and tasks of ensuring security and order of the aviation security force; modernize the aviation security force, and create valuable scientific products.

In addition, the forces coordinate, synchronously and smoothly deploy public security measures in aviation security control, build a continuous posture in ensuring aviation security; develop and practice plans to handle complex aviation security situations at all levels; proactively prevent and improve the capacity to respond to threats, terrorist situations, cyber attacks, activities that disrupt public order, and illegal interference in aviation activities, contributing to protecting national security and protecting the Fatherland in all situations; expand international cooperation in ensuring aviation security to build a proactive, flexible, and effectively operating security system, eliminating security threats from high-tech crimes and international terrorism...
