Streamline the healthcare system and operate efficiently

The Standing Secretariat proposed focusing on streamlining the healthcare system to operate efficiently, effectively and efficiently in accordance with the two-level local government model.

On October 10, at the Party Central Committee Headquarters, Politburo member and Standing member of the Secretariat Tran Cam Tu chaired a meeting with the Party Committee of the Ministry of Health and representatives of relevant agencies on the implementation of Resolution No. 72-NQ/TW dated September 9, 2025 of the Politburo "On a number of breakthrough solutions to strengthen the protection, care and improvement of people's health" (referred to as Resolution 72).

At the meeting, Party Secretary and Minister of Health Dao Hong Lan reported that the Party Committee of the Ministry of Health proactively and urgently advised, organized dissemination and implementation as soon as Resolution 72 was issued.

The Ministry of Health has submitted to the Government for promulgation Resolution No. 282/NQ-CP dated September 16, 2025 on the Government's Action Program to implement Resolution No. 72-NQ/TW, which closely follows 6 groups of tasks and solutions to address existing problems, limitations, bottlenecks, and key points, create breakthroughs in awareness, improve the capacity of the health system, develop human resources, and ensure resources for the work of protecting, caring for, and improving people's health. Attached to the Action Program is a List of implementation tasks; which identifies specific tasks, leading and coordinating units, results, products, and completion deadlines.

On that basis, the Government has assigned specific tasks to ministries, branches, agencies and units to develop action plans, organize implementation, inspection, supervision and evaluation to achieve the goals of Resolution No. 72-NQ/TW, ensuring 6 clarity: "clear people, clear work, clear time, clear responsibility, clear products, clear authority".

The Ministry of Health advised and submitted to the Government for promulgation Directive No. 25/CT-TTg dated September 15, 2025 on promoting the development of Vietnamese traditional medicine in the new period; is urgently building the National Target Program on health care, population and development for the period 2026-2035, along with circulars guiding the functions, tasks and organizational structure of commune-level health stations. This is considered an important foundation to strengthen grassroots health care and improve the effectiveness of primary health care for people.

At the meeting, delegates discussed and focused on the progress of the implementation of Resolution 72, especially the concretization and implementation of the core contents that have been identified and some remaining issues in the implementation.

Appreciating the proactive and responsible spirit of the Party Committee of the Ministry of Health, comrade Tran Cam Tu requested the Party Committee of the Ministry to continue to concretize and effectively organize the implementation of the Action Program to implement the Resolution. Specifically, continue to perfect the institution, arrange the health system to be streamlined, effective and efficient, ensure the transfer of a number of central hospitals to local areas on schedule, without interrupting health services.

Focus on restructuring the internal organization of the Ministry and public service units to be lean and efficient, ensuring no disruption of public services, to be completed before December 31. Build commune health stations according to the model of public service units, with adequate facilities, ensuring the function of initial medical examination and treatment.

Comrade Tran Cam Tu also requested to publicize the plan for periodic health check-ups for all people, ensuring that people know clearly the time, location, and form of benefits. Implement salary and allowance adjustments of about 10%, linked to the arrangement of organizational apparatus and job positions; solutions to reduce direct medical costs from people, moving towards free hospital fees for all people in the spirit of the Resolution of the Politburo.
