Deputy Prime Minister Le Thanh Long, Chairman of the Vietnam National Committee on Ageing, signed Decision No. 143/QD-UBQGNCT dated October 8, 2025 promulgating the Regulations on the operation of this Committee.
The Regulations regulate the operations of the Vietnam National Committee on Ageing (National Committee), including the responsibilities and powers of the National Committee members, the working regime and working relations of the National Committee.
Working mode
The National Committee operates under a regime that emphasizes the personal responsibility of the head, through regular and extraordinary meetings chaired by the Chairman of the National Committee or the Vice Chairman of the National Committee when authorized.
Members of the National Committee work part-time.
If a member of the National Committee goes on a business trip or studies for 6 months or more or there is a change in personnel, the governing body is responsible for reporting to the Chairman of the National Committee and appointing a replacement in writing (through the Ministry of Health , the Standing Body of the National Committee).
Responsibilities and powers of the Chairman of the National Committee
The Chairman of the National Committee leads and directs the activities of the National Committee; assigns specific tasks to each member of the National Committee.
Chair and conclude meetings of the National Committee to effectively implement the Law on the Elderly, policies on the elderly and programs, projects and plans under the National Plan and Strategy on the Elderly in each period; decide on issues within the scope of functions, tasks and powers of the National Committee.
Responsibility of the focal unit assisting the Standing Agency of the National Committee
The Ministry of Health is the standing agency of the National Committee.
The Minister of Health assigned the Department of Social Protection as the focal unit (in coordination with the Office of the Vietnam Association of the Elderly) to assist the National Committee as assigned by the Chairman and Vice Chairman of the National Committee.

The focal unit is responsible for assisting the standing agency of the National Committee and performing the following tasks: propagating and disseminating policies and laws on the elderly; training, improving capacity, expertise, and skills in protecting, caring for, and promoting the role of the elderly for officials working on the elderly; organizing interdisciplinary inspection teams to inspect the implementation of regulations, policies, and laws on the elderly.
Strengthening the personnel and tasks of the National Committee on the Elderly
On October 7, 2025, the Prime Minister issued Decision No. 2219/QD-TTg on the consolidation of the National Committee on Ageing in Vietnam.
Accordingly, the Chairman of the National Committee is Deputy Prime Minister Le Thanh Long; the two Vice Chairmen of the National Committee are Ms. Dao Hong Lan, Minister of Health and Mr. Nguyen Thanh Binh, Chairman of the Vietnam Association of the Elderly.
The National Committee is responsible for researching and proposing to the Prime Minister directions and solutions to solve important, inter-sectoral issues in implementing the work of protecting, caring for and promoting the role of the elderly.
At the same time, assist the Prime Minister in directing, operating, and coordinating between ministries, ministerial-level agencies, government agencies, departments, branches, and localities in developing and implementing work for the elderly, the National Strategy on the Elderly, programs, projects, and tasks in the field of the elderly; assist the Prime Minister in directing ministries, ministerial-level agencies, and government agencies in implementing the work of protecting, caring for, and promoting the role of the elderly./.
