A strategic step forward in Vietnam's journey to digital autonomy

NDAChain is one of the core technology platforms aiming to make blockchain the foundation for Vietnam's data economy and digital trust by 2030.

On October 8, the Ministry of Science and Technology issued Decision No. 3090/QD-BKHCN, approving the National Digital Architecture Framework, an important guiding document to build a unified, synchronous and secure digital infrastructure system for the entire political system, state agencies, economic sectors and localities.

The architectural framework sets out a vision for 2035, aiming for an open, connected and shared national data space, effectively serving digital government, digital economy and digital society, while ensuring digital sovereignty and national data security.

According to the framework structure, the national blockchain platform is classified as a national shared digital infrastructure, along with data, identification and cybersecurity infrastructures.

Blockchain plays a role in authenticating, retrieving and certifying unified data across the system, becoming a key technical infrastructure to help ensure transparency, safety and connectivity of national data.

In this role, blockchain is gradually becoming the strategic infrastructure of Vietnam's digital architecture, similar to the role of the Internet in the previous era.

In Vietnam, the Ministry of Public Security presides over the coordination with the National Data Center (NDC) and the National Data Association (NDA) to develop the NDAChain platform. This is a Make in Vietnam platform with a system designed in a three-layer architecture. Accordingly, layer 1 is the Core Blockchain - preserving and authenticating data; Layer 2: Specialized blockchain and service platforms such as NDADID, the national data platform; Layer 3: Civil and public service applications such as NDATrace, NDAKey.

By September 2025, NDAChain had been running a stable test with 12 validator nodes at the National Data Center and partners, achieving a processing speed of more than 1,200 transactions/second. The system has recorded more than 5 million validated transactions, an average of about 30,000 transactions per day, demonstrating its ability to operate on a national scale.

The system has also announced an open integrated API/SDK set, helping ministries, branches, localities and businesses easily connect and deploy data authentication applications on a unified infrastructure.

According to Mr. Huy Nguyen - Head of the Technology Department of the National Data Association, blockchain is moving from transaction technology to the core infrastructure of the data economy. "With NDAChain, Vietnam not only masters core technology but also creates a unified authentication layer for national data, making all digital transactions, from public administration to commerce, transparent and verifiable," he said.

More than just technology, NDAChain is considered the trusted foundation of Vietnam's data economy, where all data, transactions and digital assets are authenticated and guaranteed in a unified manner. The digital identification - authentication - traceability - certification (DID/VC/VP) mechanisms deployed on this platform will become the basis for transparent public services and trustworthy commerce.

From NDATrace in traceability of goods, NDAKey in digital identification, to industry data systems such as education, healthcare, agriculture or logistics, all are integrated through NDAChain, forming a "one-time authentication - multi-use" mechanism, the core for digital government, digital society and digital economy.

In the coming period, NDAChain will expand the validator node network to technology corporations, regional data centers, and provinces and cities, forming a multi-regional validation network with low latency, high fault tolerance, ready to integrate with industry and field platforms. Other localities will connect via API/SDK to regional node clusters, helping to optimize costs while still ensuring data security and sovereignty.

The inclusion of the national blockchain platform in the National Digital Architecture Framework affirms the strategic infrastructure role of blockchain in Vietnam's digital architecture, while also demonstrating the core technology mastery capacity of the domestic engineering team.

Together with the National Data Center (NDC), NDAChain is contributing to forming the core infrastructure for the digital transformation era in Vietnam, where data is standardized, transactions are authenticated and trust is guaranteed.
