In his opening speech at the Festival, Prime Minister Pham Minh Chinh affirmed that culture is the red thread connecting people to people, connecting countries to each other, connecting the world to each other. It can be said that culture has no borders. Therefore, the First World Cultural Festival in Hanoi is also a connection between the Vietnamese people and the peoples of the world.

The Prime Minister said that President Ho Chi Minh once identified culture as the guiding light for the nation; the Party identified culture as the spiritual foundation of society, both a goal and an endogenous strength. Vietnam is concretizing cultural guidelines, connecting people to people, connecting economies to each other; deploying cultural industries, entertainment industries, thereby contributing to the internationalization of culture; at the same time, "nationalizing" the world's civilization in Vietnam, contributing to the people's enjoyment of domestic culture and world civilization.
Prime Minister Pham Minh Chinh hopes that ministries, branches, localities and especially countries having relations with Vietnam, countries having embassies in Hanoi, and consulates general in some cities will continue to respond to the annual World Cultural Festival in Hanoi; continue to make culture an endogenous strength, a connecting strength, a strength of international solidarity, a strength of sharing after the natural disasters.

The Prime Minister thanked Mrs. Ngo Phuong Ly for her good idea of organizing the World Cultural Festival in Hanoi; and thanked the ministries, branches and embassies for contributing to the world cultural festival in the capital city of Hanoi.
With the theme "Colors of Vietnam - Rhythm of the World", the art program at the Opening Ceremony is told through 3 chapters, like a journey connecting traditional heritage to modernity and international integration. Chapter 1 "Heritage Melody" with folk melodies and national music, traditional colors that make up the origin and unique cultural quality of Vietnam. Chapter 2 "Modern Colors" depicts a youthful, creative, integrated Vietnam, where new colors blend with the rhythm of modern life. Chapter 3 "Rhythm of the World" reflects a Vietnam that opens its arms to welcome friends from all over the world, together creating a global symphony, connecting hearts through music and art.
Also in the program, the audience enjoyed performances of Hue Royal Court Music, Central Highlands gongs, amateur music, Co Doi Thuong Ngan, Thi Mau, Chiec Khan Pieu... along with Kalor Phamuon performances by the Lao Embassy Art Troupe, Cherry Blossom dance by the Japanese Embassy Art Troupe; Flying Eagle dance by the Mongolian Embassy Art Troupe, Cello performance by artist Dinh Hoai Xuan and the Romanian Embassy, Aaj Rang Hae performance by the Pakistan Embassy Art Troupe, Devi performance by the Indian Embassy Art Troupe...
