On the Cambodian side, there were: Consul General of the Kingdom of Cambodia in Ho Chi Minh City Chan Sorykan; Permanent Vice President of the Cambodian Chamber of Commerce Net Oc Nha Lap Kang.
Opening up new cooperation opportunities, long-term investment journey
In her opening speech at the forum, Vice Chairwoman of the National Assembly Nguyen Thi Thanh stated that Vietnam and Cambodia are two close neighboring countries with a traditional friendship, special solidarity and comprehensive cooperation, which has been cultivated by generations of leaders and people of the two countries with blood, trust and steadfast affection; it is a priceless asset, a source of lasting strength and a solid foundation for a trustworthy and long-term cooperative relationship between the two brotherly nations.
The Vice Chairman of the National Assembly said that in recent years, the cooperative relationship between Vietnam and Cambodia has continued to be consolidated, strongly developed and deepened in many fields, in which economics, trade and investment have become one of the important pillars, bringing practical efficiency, bilateral benefits, and actively contributing to the stability and development of the region.
In particular, the talks between General Secretary To Lam and President of the Cambodian People's Party Hun Sen in Hanoi on September 1, 2025 clearly oriented the new phase of cooperation. Implementing the common understanding reached between the leaders of the two Parties, the two Governments signed the Agreement on promoting bilateral trade for the period 2025-2026. On October 3, 2025, the Vietnamese Government issued an Implementation Plan, aiming to create maximum convenience for businesses of the two countries, with incentives on tax, customs, logistics, e-commerce and market promotion.
In terms of investment, Cambodia is one of the key and earliest locations in Vietnam's foreign investment strategy. Up to now, Vietnam has more than 200 investment projects in Cambodia, accounting for about 12% of total foreign direct investment, contributing to promoting growth, creating jobs and developing the country's economy and society.
However, the Vice Chairman of the National Assembly also said that in reality, the scale of investment cooperation between the two countries is still modest compared to the huge potential that is opening up, especially in the fields of green economy, renewable energy, high-tech agriculture, tourism and trade.
“This is a favorable opportunity to jointly tap resources, unlock potentials, create new breakthroughs, expand cooperation, contribute to elevating the Vietnam-Cambodia economic relationship, and realize the strategic vision of the leaders of the two Parties and two States,” the Vice Chairman of the National Assembly emphasized.
In that spirit, the Vice Chairman of the National Assembly suggested that the business communities of the two countries continue to promote the spirit of proactiveness, creativity and mutually beneficial cooperation; increase exchanges and learn about each other in a more comprehensive and substantive manner, expand investment and trade connections, technology transfer, and jointly exploit more effectively the great cooperation potential between Vietnam and Cambodia.
The Vice President of the National Assembly also stated that he always respects the opinions, recommendations and initiatives from the business communities of the two countries, who are directly creating the values of substantive cooperation. Each sharing and proposal is a valuable source of information to help the two Associations as well as the relevant agencies of the two countries continue to improve policies, remove difficulties and expand cooperation and investment opportunities for the common interests of the two peoples.
In particular, Vietnam has consistently advocated creating favorable conditions for Cambodian enterprises to invest and do business effectively in Vietnam; hoping that the Royal Government of Cambodia will continue to accompany, support and create a favorable environment for Vietnamese enterprises to expand cooperation, investment and trade in Cambodia, together towards the goal of sustainable development and common prosperity of the two countries and peoples.
“Hopefully, today's meeting will open up new opportunities for cooperation; each handshake will start a long-term, stable and trustworthy investment journey, not only for the businesses present at the Forum, but also spread the spirit of cooperation, sharing and companionship to the entire business community of the two countries. From today's connections, many new cooperative relationships will be formed, many creative ideas will be inspired, contributing to the common development of the two economies, further fostering the solidarity between the two peoples of Vietnam and Cambodia”, the Vice Chairman of the National Assembly expressed.
In the spirit of solidarity and common aspirations, the eternally loyal and steadfast brotherhood between the two peoples of Vietnam and Cambodia, the Vice President of the National Assembly once again emphasized that “Connection today - Prosperity tomorrow” is not only the slogan of the Forum, but also a strategic message, reflecting the spirit of solidarity and common aspirations of the two peoples of Vietnam and Cambodia.
“Today's solidarity” is the convergence of trust, brotherhood and will to overcome difficulties, the continuation of the special friendship and solidarity forged by sweat, blood and steadfast love of generations of people of the two countries.
“Future prosperity” is the destination of sincere and mutually beneficial cooperation, the aspiration for a peaceful, stable and sustainable future, so that today's achievements become the foundation for future happiness.
Connecting businesses, opening up cooperation
Speaking at the forum, Vietnamese Ambassador to Cambodia Nguyen Minh Vu said that the traditional friendship and comprehensive cooperation between Vietnam and Cambodia are being increasingly consolidated and developed. Economic, trade and investment cooperation plays a very important role, and has been identified by the two countries' senior leaders as a key area of cooperation from now until 2030, hoping that the two countries' trade turnover will not only soon reach 20 billion USD, but also much more.
“The success of Vietnam-Cambodia economic cooperation has a great contribution from the business communities of the two countries - dynamic and creative “economic ambassadors”, said the Vietnamese Ambassador to Cambodia.
Accordingly, Vietnamese enterprises have made systematic, long-term investments, complied with local laws, created tens of thousands of jobs for Cambodian people and contributed to the budget and local economic development. Cambodian enterprises are also increasingly proactive in cooperating, connecting supply chains and participating more deeply in the Vietnamese market.
As a major city in Vietnam, Vice Chairman of the Ho Chi Minh City People's Committee Nguyen Manh Cuong said that Ho Chi Minh City is committed to continuing to accompany Cambodian partners, further strengthening the traditional solidarity and friendship, deepening and diversifying economic, investment and trade cooperation between Vietnam and Cambodia; actively contributing to the goal of sustainable development and common prosperity of the region.
The Vietnam - Cambodia Business Forum in Ho Chi Minh City in 2025 is a space for frank and open dialogue between leaders of the two Friendship Associations, state management agencies and business communities of the two countries, aiming to enhance understanding, expand investment cooperation, trade and sustainable development in potential areas such as: high-tech agriculture, clean energy, border trade, tourism, logistics, education, training, finance and digital transformation.
The forum also affirmed the role of businesses and entrepreneurs who are directly fostering the cooperative, friendly and developing relationship between the two nations.
At the forum, delegates reported and comprehensively assessed the investment, trade and economic cooperation situation between Vietnam and Cambodia in 2024 and the first months of 2025; discussed in depth the policy mechanism, investment environment, import-export activities, tourism and bilateral human resource training, towards comprehensive cooperation by signing a Memorandum of Understanding on cooperation.
Delegates also made many recommendations and suggestions to the Governments and ministries and sectors of the two countries, aiming to remove difficulties, improve policies, promote sustainable investment and trade cooperation; contributing to deepening the special friendship and solidarity between Vietnam and Cambodia in the integration period.
At the forum, a Memorandum of Understanding (MOU) signing ceremony took place between Vissan Company (Vietnam) and Degrand Group (Cambodia) - vivid evidence that the business cooperation relationship between the two countries is entering a new, more effective and substantial stage of development.
Closing the forum, Vice President of the Central Committee of the Vietnam - Cambodia Friendship Association Le Hong Liem shared that the event is one of the practical and meaningful activities, contributing to concretizing the policy of "economic integration associated with people-to-people diplomacy", while expanding the network of Vietnamese - Cambodian enterprises, creating conditions for the parties to seek partners, link production, promote two-way investment and trade.
