Tay Ninh: Supporting industry - the driving force for industrial restructuring

Tay Ninh province identifies supporting industry as not only an auxiliary industry, but also the main driving force to restructure local industry towards increasing added value, localizing production and connecting to the global supply chain.

Supporting industry is "new growth engine"

According to the report of Tay Ninh Provincial People's Committee, in the first 9 months of 2025, with an increase in the industrial production index (IIP) of 13.44% over the same period, the province's industry continued to maintain a sustainable growth momentum, affirming its position as a pillar in the economic structure. In the industrial sectors, processing and manufacturing is the main growth sector, increasing by 13.83%, accounting for the largest proportion in the whole industry. Product groups with high growth rates include processed foods, garments, electronic components, plastic products, and construction materials. Many enterprises have expanded production lines and increased capacity to meet export orders. Production activities in industrial parks and clusters in the area have remained stable, with output increasing quite well. A number of large enterprises in the fields of electronics, garments, wood processing and plastics have boldly invested in technological innovation, thereby improving productivity, product quality and competitiveness.

Tay Ninh province has determined that supporting industry is not only an auxiliary industry, but also the main driving force to restructure local industry towards increasing added value, localizing production and connecting to the global supply chain. This is especially important in the context of the new province converging all the necessary factors: large-scale industrial zones and clusters, completed infrastructure, abundant industrial land fund, and strategic location bordering Ho Chi Minh City, Cambodia and the Southeast region.

According to the new Tay Ninh province planning for the period 2021 - 2030, with a vision to 2050, there will be 59 industrial parks and 82 industrial clusters. With the industrial land area and favorable geographical location, the province is ready to attract large industrial enterprises to form a multi-industry, high-tech supporting industrial network capable of supplying components, semi-finished products, and accessories for many fields.

In addition, in the current period, when foreign direct investment (FDI) enterprises are tending to "shift" production from crowded areas such as Ho Chi Minh City to places with large areas, abundant labor and more competitive costs, Tay Ninh is a potential destination. To take advantage of this opportunity, Tay Ninh must have a capable supporting industrial system - this is the reason why the province identifies this sector as a "new growth driver".

Policy implementation in 3 levels

To develop the supporting industry substantially and in depth, according to Vice Chairman of the Provincial People's Committee Nguyen Minh Lam, Tay Ninh implements policies in 3 levels: regional vision; local policies and accompanying businesses.

Firstly, in terms of regional vision; the merger has helped Tay Ninh own a large industrial space stretching from Moc Bai border gate to key industrial zones and clusters such as Duc Hoa, Ben Luc, Can Duoc, Can Giuoc (old)... This allows the formation of specialized supporting industrial corridors. Currently, Tay Ninh is planning at least 2 industrial parks specializing in supporting industry, which integrate research and development centers, standard factory systems, warehouses, and especially high-skilled technical training centers. In particular, the province is negotiating with Japanese, Korean and European partners to build industrial parks according to ESG (Environment - Society - Governance) standards, creating conditions for domestic and foreign supporting industry enterprises to invest long-term and sustainably.

Second , regarding local policies, the province is reviewing, adjusting and issuing specific incentive policies for enterprises investing in supporting industries such as supporting costs for investment in machinery and equipment; technology application and transfer; corporate income tax incentives; exemption and reduction of land rent according to Government regulations on supporting industry development; priority access to clean land funds, simplified administrative procedures, and a "one-stop shop" mechanism.

Third , accompanying businesses; the province focuses on connecting businesses, organizing training programs on quality management and technical standards. Supporting access to preferential capital, especially green credit packages. Organizing trade promotion conferences to connect domestic businesses and large FDI investors operating in the area. Supporting businesses to participate in specialized international fairs to expand markets,

In the coming time, to promote supporting industry to become a spearhead economic sector, the Provincial People's Committee said that the province will focus on building and completing a synchronous and modern system to meet the diverse needs of supporting industry enterprises. Not only the regional transportation system, border gate system, seaport, but also high-tech infrastructure, smart industrial parks.

Tay Ninh also focuses on building a transparent, convenient, flexible investment environment with competitive incentive policies. Upgrading the infrastructure of industrial parks and clusters and planning new ones according to modern standards, developing green - clean - sustainable industry. Prioritizing attracting semiconductor and clean energy industries and inviting international corporations with brands to form sustainable supply chains, modern services, and environmentally friendly production.

In addition, the province also focuses on developing high-quality human resources, closely linked with businesses and the vocational training system; this ensures the supply of skilled technical and managerial labor, meeting the needs of developing supporting industries in the direction of modernization, automation and digital transformation.
