Ho Chi Minh City: Will issue a handbook guiding the exemption of construction permits for individual houses

On October 10, the Office of the Ho Chi Minh City People's Committee issued Notice No. 448/TB-VP on the conclusion of Vice Chairman of the City People's Committee Bui Xuan Cuong on construction licensing work in the area.

Accordingly, Vice Chairman of the City People's Committee Bui Xuan Cuong concluded, assigning the Department of Construction to preside over and coordinate with relevant agencies to coordinate with the People's Committees of wards, communes, Con Dao special zone and relevant units to urgently implement the contents according to the direction of the City People's Committee and the Prime Minister in Official Dispatch No. 78/CD-TTg dated May 29, 2025 on focusing on reducing and simplifying administrative procedures in the construction sector.

Coordinate with the Department of Justice to urgently advise and propose to the City People's Committee to issue a decision on decentralization and authorization to issue construction permits (GPXD) for construction and the scale and duration of existence of works granted with a limited-term GPXD in the city according to the direction in Official Dispatch 1869/VP-Dt dated July 30, 2025. Complete this content before October 31, 2025.

In addition, the study proposes to simplify construction permit procedures, exempt individual housing construction permits (NORL) in the city, based on the city's characteristics to advise and propose to the City People's Committee for implementation in the coming time. This is to create favorable conditions for people when carrying out housing construction procedures (support and guide the People's Committees of wards, communes, and special zones not to accept paper documents, only receive and process construction permit applications in the electronic environment, connect the network system with the Department of Construction to serve the process of inspection and supervision of construction permit issuance in the area).

The Department of Construction is responsible for issuing a guidebook on the components of the dossier and the process of receiving and handling NORL construction permits for the People's Committees of wards, communes, and special zones to implement uniformly in the city. At the same time, it is disseminated on mass media channels so that people know and can easily implement it.

Coordinate with the People's Committees of wards, communes, special zones and relevant units to review and synthesize difficulties, obstacles and shortcomings in the work of granting construction permits to people, organizations and businesses in the city, and propose solutions to remove them.

Urgently implement the direction of the City People's Committee regarding the arrangement and deployment of forces to strengthen the management of construction and urban order in the city. At the same time, assign the Department of Construction to preside over the organization of a conference on construction and urban order management in the city in December 2025.
