The Governor of the State Bank of Vietnam has signed and issued Circular No. 34/2025/TT-NHNN guiding some provisions of Government Decree No. 24/2012/ND-CP dated April 3, 2012 on the management of gold trading activities, as amended and supplemented by Decree No. 232/2025/ND-CP.
The Circular, comprising 9 chapters and 33 articles, was issued to provide guidance on the issuance, amendment, supplementation, and revocation of Certificates and Licenses for the production of gold jewelry and handicrafts, the trading of gold bars, the production of gold bars, and the export and import of gold; the granting of gold export and import quotas; the connection and provision of information by enterprises and credit institutions engaged in gold trading; and the reporting regime as stipulated in Government Decree No. 24/2012/ND-CP on the management of gold trading activities, as amended and supplemented by Decree No. 232/2025/ND-CP.
This Circular takes effect from October 10, 2025. Licenses issued before the effective date of this Circular will remain valid until their expiration.
The deadline for businesses and credit institutions to begin connecting their information to the State Bank of Vietnam, as stipulated in Chapter VI of this Circular, is no later than March 31, 2026.
Businesses and credit institutions licensed to trade in gold bars must begin providing information to the State Bank of Vietnam regarding the listed price no later than December 31, 2025.
The establishment, adjustment, and allocation of export and import quotas for gold bars, gold bars, and raw gold, as well as the deadlines for submitting applications for such quotas in 2025, will be based on the actual situation and will not be governed by the provisions of Clause 3, Article 20 of this Circular.
