This is an important step towards comprehensively modernizing tax management for business households, towards establishing an equal business environment.
According to the Ministry of Finance , the goal of the Project is to continue modernizing tax management for business households, eliminating lump-sum tax, and establishing an equal business environment between business households and enterprises. The Project also aims to promote administrative procedure reform, digital transformation, reduce compliance costs, focus on supporting taxpayers and creating favorable conditions for the private economic sector to develop comprehensively.
The Ministry of Finance's project aims that by January 1, 2026, 100% of business households will self-declare and pay taxes, completely ending the lump-sum tax mechanism that has existed for many years. The legal system related to tax management for business households will be amended and supplemented synchronously and on schedule.
The Ministry of Finance also requires a reduction of at least 30% of the time and cost of tax administrative procedures. The Law on Tax Administration will be amended to abolish lump-sum tax, and adjust personal income tax and VAT policies towards rationalizing the threshold of non-taxable revenue and calculating tax based on income (revenue minus expenses) for business households with adequate accounting books.
At the same time, the Ministry of Finance will review and amend laws and circulars on fees, charges, accounting, and support for small and medium-sized enterprises; research and develop a Law on Individual Business and separate management for e-commerce business households, in order to promote the development of the private economy according to Resolution 68 of the Politburo .
The Ministry of Finance aims for 100% of business households to have access to information and receive support from tax authorities during the transition to the declaration method and when converting to an enterprise; 100% of households subject to applying electronic invoices generated from cash registers according to Decree 70/ND-CP must register and use them; 100% of business households carry out tax procedures electronically in a convenient and easy manner.
