
Senior Lieutenant General Hoang Xuan Chien, member of the Party Central Committee, member of the Central Military Commission, Deputy Minister of National Defense, Head of the Inter-sectoral Working Group, Head of the Ministry of National Defense's Steering Committee on participation in United Nations peacekeeping operations, presented the President's decision to Major Le Vinh Hoang (Company Commander, Brigade 229, Engineering Corps), to take up the post of Military Observer Officer at the UNMISS Mission, Republic of South Sudan.
Congratulating Major Le Vinh Hoang on his preparation to depart for his mission, Senior Lieutenant General Hoang Xuan Chien also acknowledged and praised the Vietnam Peacekeeping Department and related units for doing a good job of preparing, training and creating human resources for this important mission.

Senior Lieutenant General Hoang Xuan Chien emphasized that last September, Vietnam celebrated the 80th anniversary of the August Revolution and the National Day of the Socialist Republic of Vietnam with many proud events. In that atmosphere, two echelons of Level 2 Field Hospital No. 7 and Engineering Team No. 4 set off to carry out the United Nations Peacekeeping mission, thereby expanding the quantity and quality of Vietnam's Peacekeeping Force, raising it to more than 1,300 officers and professional soldiers deployed by the Ministry of National Defense in both individual and unit forms.
Deputy Minister of National Defense Hoang Xuan Chien hopes that in the coming time, many outstanding individuals and units will continue to be deployed to participate in United Nations peacekeeping activities, especially in high-ranking positions at the United Nations Mission and Headquarters, in order to enhance the position and image of Vietnam in the eyes of international friends.

Major Le Vinh Hoang is requested to thoroughly grasp and strictly implement the Party's policies and guidelines, the State's laws, military discipline, and regulations of the United Nations and the host country's laws, ensuring absolute safety throughout his term of office.
Senior Lieutenant General Hoang Xuan Chien noted that UN peacekeeping officers are the representative image of the Vietnam People's Army participating in international missions, so they must inherit and promote the tradition of the heroic Vietnam People's Army, always maintain standard manners, words and actions, demonstrate a sense of responsibility, proactively learn and cooperate with international colleagues, confidently demonstrate their mettle and professional capacity, thereby spreading the good qualities of our Army, of Uncle Ho's soldiers, the image of the country and people of Vietnam so that the people, the government of the host country, colleagues and international friends trust and respect.

Deputy Minister Hoang Xuan Chien requested Major Le Vinh Hoang to actively prepare thoroughly in terms of health and spirit, do a good job of family rear work to feel secure in carrying out his mission far from the Fatherland; uphold the spirit of self-reliance, self-strengthening, overcoming all difficulties, being proactive and creative; closely coordinate with comrades in the Working Group and our forces at the Mission, regularly share and exchange experiences and information; support and help each other to successfully complete the mission.
Immediately after being deployed to the Mission, Major Le Vinh Hoang needs to quickly grasp the local situation, get to work immediately, and perform well the assigned duties and tasks. Proactively grasp the local situation and activities of the Mission to promptly inform the country, as a basis for the Vietnam Peacekeeping Department to report, advise, and propose to the Head of the Ministry of National Defense on security and political trends at the Missions, as well as strategic orientations for the deployment of United Nations forces in the coming time.

In addition, Senior Lieutenant General Hoang Xuan Chien noted that the Vietnam Peacekeeping Department has done a good job of creating resources and effectively maintaining the forces that are being deployed on a rotational basis and replaced annually; and has researched and advised the Head of the Ministry of National Defense on expanding the scale and force of Vietnam according to the policy of the Central Military Commission on preparing and deploying new types of the Ministry of National Defense to participate in United Nations peacekeeping operations.
In his acceptance speech, Major Le Vinh Hoang said he was ready to embark on his mission with great enthusiasm and determination. He affirmed that he would maintain internal and international solidarity, determined to complete the mission excellently; strictly abide by the laws of the State and the host country, military discipline, and regulations of the United Nations.

Along with that, regularly research and evaluate the situation to proactively ensure security, safety and promptly handle situations when performing tasks, ensuring absolute safety for people and equipment; strengthen communication work, actively participate in humanitarian activities, contributing to spreading the image of the country and people of Vietnam as friendly, humane, peace-loving and the noble qualities of "Uncle Ho's soldiers" to international friends and colleagues.
