TPO - Hai Phong City is studying adjustments to its urban planning, shifting from a "central urban area - coastal corridor" structure to a "multi-center - multi-corridor - multi-value chain" model, integrating post-merger development spaces, and creating conditions for the formation of a new super-growth pole in the Red River Delta region.

The Council for Appraisal of the Adjusted Planning of Hai Phong City, for the period 2021-2030, with a vision to 2050, recently met to discuss the direction for adjusting the city's planning.

This adjustment to the Hai Phong city planning is considered a new development blueprint, different from previous technical updates, based on the administrative boundaries after the merger, the governance model, and the new strategic role of Hai Phong in the nation.

The core innovation of this Hai Phong city planning is the redesign based on a multi-polar, multi-center, multi-corridor dynamic city model. It is expected that the city will shift from a simple "central urban area - coastal corridor" structure to a "multi-center - multi-corridor - multi-value chain" model.

Delegates in the Appraisal Council for the adjustment of the Hai Phong City planning, period 2021-2030, with a vision to 2050, delivered their remarks.

The adjustments aim to synchronize Resolution 45 of the Politburo and the Resolution of the First Congress of the Hai Phong City Party Committee (2025-2030 term). The plan integrates new requirements on green economy, science and technology, and innovation in accordance with the Central Committee's Resolutions for the 2024-2025 period.

A unique aspect of this revised planning is its ability to integrate development spaces after consolidation, creating conditions for the formation of a new growth superpole in the Red River Delta region.

Hai Phong City aims to build an inter-provincial value chain that closely connects: seaports - logistics - processing industries - high technology and high-tech agriculture . This is an inter-regional approach that the old planning did not have the conditions to implement.

Hai Phong City will adjust its planning, shifting from a simple "central urban area - coastal corridor" structure to a "multi-center - multi-corridor - multi-value chain" model.

Experts and members of the Hai Phong City Planning Adjustment Review Council contributed many insightful opinions on the objectives, legal principles, and methods for assessing Hai Phong's outstanding potential to finalize the plan.

Mr. Le Anh Quan, Vice Chairman of the People's Committee of Hai Phong City, emphasized the importance of finalizing the planning to maximize the advantages of the expanded urban economic space after the merger.

The Vice Chairman of the People's Committee of Hai Phong City requested the Department of Finance to coordinate with relevant departments and consulting units to seriously consider the opinions of the delegates. The revisions and additions should closely adhere to reality so that the plan truly becomes a guiding tool to help Hai Phong develop strongly and make a positive contribution to the overall breakthrough of the country in the new period.
