TP - Yesterday, more than 1.1 million candidates nationwide finished the 2025 high school graduation exam. Post-exam issues are of particular concern, such as how to grade the exam in the context of administrative boundary mergers, and which combination has an advantage in university admissions.

Worried about "emotional changes" when grading exams

A special feature of this year is that the national high school graduation exam organization has 63 councils, but when marking the exam, the number of councils will be reduced due to the merger of administrative boundaries from July 1. Concerns about the situation of "unbundling and laxity" in the exam marking process are very likely to occur. Some experts are even worried about the "tense" situation of the heads of theeducation sector in some localities during this transition period.

Responding to Tien Phong reporter, Deputy Minister Pham Ngoc Thuong said that the exam marking time took place in the context of connecting 3-level and 2-level local authorities. The high-level exam marking managers have made adjustments. The Ministry of Education and Training has in hand a list of leaders of the Department of Education and Training who have been transferred to other jobs. But the people who are implementing the work have not changed.

Deputy Prime Minister Le Thanh Long inspected the situation in some localities and received commitments to follow the regulations and procedures despite changes in administrative boundaries and work positions. The Ministry of Education and Training continues to direct, guide and strengthen inspection, examination and supervision to ensure good implementation of the stages of marking exams, comparing test score data, announcing exam results, reviewing exam papers, considering recognition of high school graduation for candidates and university admission.

The Ministry of Education and Training and localities have coordinated smoothly to promptly detect any problems in the exam marking process. In particular, the Ministry has sent a confidential document to localities guiding exam marking in the current transitional context.

One of the concerns of reporters is that the score distribution of the high school graduation exam subjects this year is likely to have a significant difference. In particular, according to teachers' forecasts, the score distribution of the three subjects of Math, Literature, and English (group D01) is lower than the other subjects.

Meanwhile, when considering university admission, the admission combinations are equal and have the same standard score at each school. On the other hand, many schools have converted the IELTS certificate into a component of the admission combination and have an advantage over candidates who take the English subject score in this graduation exam. There is concern that unfairness towards candidates who apply for admission using the D01 combination may occur.

Associate Professor Dr. Nguyen Anh Dung, Deputy Director of the Department of Higher Education, Ministry of Education and Training, affirmed that this year the Ministry has regulations on equivalent conversion of admission scores. However, in the context of differences in the difficulty of the exam subjects, leading to different exam score ranges, has the Ministry of Education and Training considered an equivalent conversion plan between exam subjects to ensure fairness for candidates using different combinations?

Mr. Dung said that university admissions must follow regulations, including the conversion of IELTS scores. The Ministry will continue to coordinate with training institutions to implement this conversion to ensure fairness for candidates.

The Ministry of Education and Training is expected to announce the exam results at 8:00 a.m. on July 16. The Ministry will ensure information technology infrastructure and is ready to support candidates in changing their university and college admission application wishes after the exam scores are available...

No leak, no exam

On the final day of the 2025 high school graduation exam, the Ministry of Education and Training issued an official dispatch to strengthen control over the use of high technology to cheat in the exam. The official dispatch stated: “There are still some candidates violating exam regulations, notably cases of using high-tech devices and artificial intelligence applications for cheating purposes.”

On the evening of June 26, the Ministry of Education and Training also sent a document to the press confirming that there was no such thing as leaked exam questions as reported on social media in the Math subject. Speaking to the press at a press conference, Major General Tran Dinh Chung, Deputy Director of Department A03, Ministry of Public Security, said that immediately after receiving information from the Ministry of Education and Training about the suspected leak of the Math exam questions, the Ministry of Public Security conducted an investigation and verification.

Up to this point, the Ministry of Public Security has confirmed that there are 3 subjects using artificial intelligence applications at 2 examination councils to take photos of part of the exam questions to send out.

The first case involved transferring part of the exam questions to an AI site to solve the questions. The second case in Lam Dong involved installing cameras on their shoulders and transferring the questions to someone else to solve them. The candidates admitted their wrongdoings. However, Major General Tran Dinh Chung affirmed that this did not cause the questions to leak out during the exam because the group of subjects was small and the scope was narrow. The Ministry of Public Security is currently continuing to consolidate the case file and handle it according to the law.

The Ministry of Education and Training said that according to reports from localities, the exam supervision at all exam sites went according to plan. During the entire exam, 41 candidates violated exam regulations and were suspended from the exam for using documents and bringing phones into the exam room; no staff members were recorded violating exam regulations.

According to Professor Huynh Van Chuong, the exam was conducted seriously and in accordance with regulations, and no officials were found to have violated exam regulations. Up to this point, there have been no recorded cases of negative phenomena or organized cheating nationwide.

Regarding the exam, Mr. Chuong said that the exam was designed to assess competency and integrate a lot of related knowledge. The exam is part of the general education program and has good differentiation. With a large number of candidates and a large-scale exam, the security of the exam during transportation and storage has been well done.
