Minimize the number of vacant resettlement houses and land plots.

The Chairman of the People's Committee of Ho Chi Minh City has directed departments and localities to review the resettlement housing fund in the city, and to develop plans for its effective use, thereby minimizing the number of vacant units.

Specifically, the People's Committees of wards, communes, and special zones are instructed to urgently review, update, and fully report on the current status of resettlement housing and land funds within their jurisdiction, including housing and land funds allocated to projects but not yet used; and housing and land funds under their management but not yet allocated to projects.

Simultaneously, compile a complete list of resettlement needs and the availability of resettlement housing and land funds to serve local projects, and submit it to the Department of Construction before June 5, 2026.

The Department of Construction is tasked with leading and coordinating with relevant departments and units to comprehensively review and assess the resettlement housing and land fund in the city. Based on this, it will research and advise the Ho Chi Minh City People's Committee on a unified plan for managing, allocating, and coordinating the resettlement housing and land fund, in accordance with the actual needs of each locality and the requirements for implementing public investment projects and key projects.

The advisory process must ensure the principle of efficient management and exploitation of public assets. Priority should be given to flexibly coordinating resettlement housing and land funds among localities to minimize the situation where surplus housing and land funds are not used effectively or remain vacant for extended periods, while some localities lack resettlement housing and land funds to serve compensation and land clearance for key and urgent projects.

The allocation and coordination of resettlement housing and land funds must ensure transparency, proper purpose, and compliance with regulations. This will contribute to improving the efficiency of state management, effective use of resources, and avoiding waste of public assets in the city. A report and proposal should be submitted to the Ho Chi Minh City People's Committee for consideration before June 15, 2026.

The above solutions aim to improve the effectiveness and efficiency of managing, exploiting, and utilizing resettlement housing and land funds in a focused, synchronized manner, in line with actual needs.
