In a report to Thanh Nien Newspaper, a student from the Central College of Pedagogy in Nha Trang stated that for many months they have not received the living allowance for pedagogical students as stipulated in Decree 116.
This student stated that since 2021, students in teacher training programs who have made commitments as per regulations have begun receiving a monthly living allowance of 3.63 million VND as stipulated by the state. At Nha Trang Central Teacher Training College, students receive this allowance every three months, and this process ran from 2021 to the end of 2022.
"By 2023, the payment of living expenses to students no longer followed the same cycle. Even after the end of the 2022-2023 school year and preparing for the new 2023-2024 school year, the support has not yet resumed. Meanwhile, other schools have already paid students before the summer break," this student said.
Based on this experience, the student reflected: "Not all students are fortunate enough to have parents who can support their education without needing financial assistance from the government."
Following the above report, a reporter from Thanh Nien Newspaper contacted the Central College of Pedagogy in Nha Trang. Mr. Nguyen Trung Trieu, the Principal of the Central College of Pedagogy in Nha Trang, stated that the school has 387 students in the 2021 intake (Class 26) and 293 students in the 2022 intake (Class 27). Of these, students in the 2021 intake received their living allowance until the end of November 2022, with a remaining balance from December 2022 to the present (a total of 6 months). For the 2022 intake, students received the allowance until the end of February 2023, with a remaining balance from March to the present (a total of 4 months).
Mr. Trieu stated that the school had informed all students of all courses about the delay in disbursing living allowances since February of this year. This announcement was made during monthly student affairs briefings, class meetings with homeroom teachers, and through direct responses on social media when students had questions.
"The reason for the delay in paying living expenses is that the school received funding late. The school has reported this and submitted a request to the Ministry of Education and Training to allocate funds in accordance with Decree 116," explained the Principal of Nha Trang Central College of Pedagogy.

Meanwhile, Government Decree 116, which stipulates the policy of supporting tuition and living expenses for teacher training students, is effective for the 2021 enrollment cohort. Accordingly, teacher training students who commit to working in the education sector will also receive support for tuition and living expenses. In addition to tuition support at the rate charged by the training institution, students will also receive 3.63 million VND per month from the state to cover living expenses during their studies. The duration of this support is calculated based on the actual number of months of study at the institution, but not exceeding 10 months per academic year.
This Decree applies to university and college-level teacher training students in full-time and full-time transfer programs, and to students pursuing a second degree in full-time university and college-level teacher training programs who have achieved excellent academic results in their first degree. Funding for tuition and living expenses for teacher training students is allocated in the annual state budget for education and training at the local, ministerial, and sectoral levels according to current regulations. Teacher training institutions are responsible for paying the living expense support to teacher training students through their bank accounts.
