On January 2, the People's Council of Bac Giang province held its 23rd session (special session) to decide on a number of issues related to personnel work under the authority of the Provincial People's Council. Attending the meeting were comrade Nguyen Van Gau - Member of the Party Central Committee, Secretary of the Provincial Party Committee. Comrades: Lam Thi Huong Thanh - Permanent Vice Chairman of the Provincial People's Council, Nghiem Xuan Huong - Vice Chairman of the Provincial People's Council chaired the meeting.
Also attending the meeting were comrade Nguyen Thi Huong - Standing Deputy Secretary of the Provincial Party Committee, Head of the Provincial Party Committee's Inspection Committee; Nguyen Viet Oanh - Deputy Secretary of the Provincial Party Committee, Head of the Provincial Party Committee's Propaganda Department; Mai Son - Acting Chairman of the Provincial People's Committee; comrades of the Standing Committee of the Provincial Party Committee, Deputy Head of the Provincial National Assembly Delegation; members of the Provincial People's Committee; representatives of leaders of departments, branches and sectors.
At the meeting, the Provincial People's Council listened to the Proposal of the Standing Committee of the Provincial People's Council introducing Comrade Nguyen Thi Huong - Standing Deputy Secretary of the Provincial Party Committee to be elected as Chairman of the Provincial People's Council, term XIX, 2021-2026. The delegates of the Provincial People's Council conducted a vote, the result was that Comrade Nguyen Thi Huong - Standing Deputy Secretary of the Provincial Party Committee was elected as Chairman of the Provincial People's Council, term XIX, 2021-2026 with 100% (69/69) of delegates attending the meeting in favor.
Next, the Provincial People's Council conducted the election process for the position of Chairman of the Provincial People's Committee for the 19th term, 2021-2026. As a result, comrade Nguyen Viet Oanh - Deputy Secretary of the Provincial Party Committee was elected as Chairman of the Provincial People's Committee for the 19th term, 2021-2026.
Speaking at the meeting, Secretary of the Provincial Party Committee Nguyen Van Gau congratulated comrade Nguyen Thi Huong on being elected as Chairman of the Provincial People's Council and comrade Nguyen Viet Oanh on being elected as Chairman of the Provincial People's Committee for the 2021-2026 term. He emphasized that each vote for the two comrades at the meeting not only showed the trust of the Party Committee and the delegates of the Provincial People's Council but also contained the trust and expectations of voters and nearly 2 million people of Bac Giang for the new Chairman of the Provincial People's Council and the new Chairman of the Provincial People's Committee.
The Provincial Party Executive Committee requests that comrades continue to cultivate a steadfast and firm political stance, be absolutely loyal to Marxism-Leninism, Ho Chi Minh Thought and the Party's renewal policy. Promote the responsibility of setting an example; thoroughly grasp and strictly implement the Party's Charter, principles, resolutions, directives, and the State's policies and laws. Actively fight against signs of degradation in political ideology, ethics, lifestyle, and signs of "self-evolution" and "self-transformation" within the Party; fight against corruption, waste and negativity.
Carefully study the provisions of the law, working regulations, clearly define the individual authority according to the Law and the collective authority; promptly develop a personal work plan to effectively direct and operate work right from the first days and months of taking office. Together with the Party Committee, the leaders of the Provincial People's Council, the leaders of the Provincial People's Committee, unite, strengthen discipline, order, innovate, be dynamic and creative to effectively perform assigned tasks; best serve the people and businesses; wholeheartedly for the highest goal of the common development of the Provincial Party Committee; for the prosperity, happiness and peace of the People.
The Provincial Party Secretary requested the Provincial People's Council and the Provincial People's Committee to focus on seriously implementing Resolution No. 381-NQ/TU dated December 6, 2024 of the Provincial Party Committee; ensuring the province's economic growth rate reaches 13.6%, budget revenue reaches over 18,000 billion VND. Arrange the organization of the political system to be streamlined, strong, efficient, effective and efficient; focus on detecting and removing bottlenecks that hinder development. Review and overcome projects that are behind schedule and at risk of causing waste. Promote digital transformation, develop digital economy and green economy. Continue to improve the quality of administrative reform, improve the investment and business environment. Persist in the goal of industrial development towards building a "sustainable industrial ecosystem"; prioritize attracting electronics, processing and manufacturing industries with high added value and environmentally friendly.
Focus on promoting the agricultural sector structure towards concentrated, large-scale commodity production, high-tech application, production, processing, and consumption according to the chain. Increase the attraction of large-scale service and trade development projects. Effectively mobilize resources to develop newly established urban areas after administrative unit arrangement. Take care of developing socio-cultural and social security fields.
Ensure national defense, security, foreign affairs; improve the material and spiritual life of the people. In the immediate future, focus on making careful preparations so that all people can celebrate a joyful and peaceful Lunar New Year; pay special attention to and take care of Tet for families with meritorious services, people with meritorious services, people in difficult circumstances; poor households, ethnic minorities, workers and laborers in industrial zones and clusters, and officers and soldiers of the armed forces on duty. Promote propaganda about the achievements of the country and the province, create an exciting atmosphere; multiply the belief and aspiration for prosperous and happy development.
Speaking at the new assignment, Comrade Nguyen Viet Oanh - Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee emphasized that with the responsibility assigned to him as the head of the Provincial People's Committee, he will inherit and promote the achievements and learn valuable experiences from the previous leaders. Constantly cultivate, train, strive in all aspects; bring all abilities, intelligence, enthusiasm, join hands, and be united with the Party Executive Committee and members of the Provincial People's Committee to promote the tradition of solidarity, strictly comply with the leadership of the Central Committee and the Provincial Party Committee. Correctly and fully perform the assigned duties, tasks and powers. Be proactive and creative in directing and operating, determined to well implement all tasks.
Focus on streamlining the apparatus of State administrative agencies to ensure completion on schedule. Direct the maximum use of the remaining time of the term to strive to achieve the highest goals and targets set by the Resolution of the 19th Provincial Party Congress. Proactively research and propose new orientations and solutions that are close to reality to prepare for the new term, the new development stage, to develop Bac Giang province into a modern industrial province by 2030 and become a growth pole, an important nucleus of the Northern Midlands and Mountains, accompanying the whole country into a new era - the era of national development.
In her closing speech, Comrade Nguyen Thi Huong - Standing Deputy Secretary of the Provincial Party Committee, Chairwoman of the Provincial People's Council affirmed that 2025 is a year of special importance, a year of acceleration and breakthrough to reach the finish line and complete the socio-economic development tasks of the entire term. She requested the Provincial People's Committee, all levels and sectors to focus on directing and resolving difficulties and problems in each field right from the first days of the new year. Seriously and effectively implement the Resolution of the Government and the Resolution of the Provincial People's Council on socio-economic development in 2025. Improve the leadership and management capacity of the government, the responsibility to set an example of the leaders and each cadre and party member in performing their tasks, creating a new momentum to lead and successfully organize the Party Congresses at all levels for the 2025 - 2030 term in the Provincial Party Committee.
The Committees, Delegation Groups and delegates of the Provincial People's Council continue to promote the sense of responsibility, regularly maintain contact, listen to the legitimate thoughts and aspirations of voters, promptly make recommendations to amend and supplement mechanisms and policies to suit the reality.
