Revealing the time when Vietnamese people can use satellite network

Vietnamese people can use satellite network by the end of this year.

By 2025, strive to deploy at least 50% of the number of 4G stations.

This is the information stated by Deputy Minister of Science and Technology (MOST) Pham Duc Long at the conference to review the work of the first 6 months of the year and deploy tasks for the last 6 months of 2025 of the MOST.

Accordingly, it is expected that by the end of 2025, there will be 68,457 5G stations, equivalent to 57.5% of 4G stations, covering 90% of the population and moving towards 99% of the population by 2030.

According to Deputy Minister Long, licenses and controlled pilot implementation of telecommunications services using low-orbit satellites (LEO) for businesses will be granted immediately after the businesses complete investment procedures and establish legal entities in Vietnam.

The goal is for the business to be licensed to be able to officially launch the service in the fourth quarter of 2025.

One of the highlights in the first 6 months of the year is that the Ministry of Science and Technology has advised the Politburo to issue 4 key Resolutions: Resolution 57 on breakthrough development of science and technology, innovation and digital transformation; Resolution 59 on international integration; Resolution 66 on innovation in law-making; Resolution 68 on private economic development.

Notably, at the 9th Session of the 15th National Assembly, the Ministry of Science and Technology submitted and simultaneously approved 5 important draft laws: Law on Science, Technology and Innovation; Law on Digital Technology Industry; Law on amending and supplementing a number of articles of the Law on Technical Standards and Regulations; Law on amending and supplementing a number of articles of the Law on Product and Goods Quality; Law on Atomic Energy (amended).

The Ministry of Science and Technology became the unit with the largest number of laws passed at the session.

In the first 6 months of the year, the 4 strategic pillars of science and technology have achieved many outstanding results.

Typically in the field of science, international publications increased by nearly 9%, especially in key areas: engineering, computer science, mathematics, medicine, social sciences; 42 national science and technology programs are being implemented, connecting research - production, practical application...

Regarding technology, more than 1,000 licenses in the field of atomic energy; many radiation - isotope applications deployed in medicine, agriculture, industry; the number of international standards accepted by Vietnam increased by 25%; the issuance of codes and barcodes increased by nearly 9%...

In terms of innovation, Vietnam ranked 44/133 in GII 2024, up 2 places compared to last year, continuing to lead the group of middle-income countries; The Ministry of Science and Technology also launched the Vietnam Technology Exchange; the whole country has 24 technology exchanges in operation...

Regarding digital transformation, the digital economy accounts for 18.72% of GDP, up 10% over the same period; of which the core digital economy reaches 8.63%.

Mastering the international submarine cable route

Another key task is to support Vietnamese enterprises in implementing the construction of the first international submarine optical cable owned by Vietnam, connecting directly to Singapore, ensuring the signing of an agreement with a partner in early 2026.

The Ministry of Science and Technology directs the implementation of investment, sharing and exploitation of research and testing centers, and national key laboratories (NTTĐQG), focusing on strategic technologies to ensure avoiding duplication and waste of resources.

Develop the Project "Research and develop a system of research and testing centers, national PTNTĐ, focusing on strategic technology and support policy mechanisms, encouraging individuals and organizations to implement", to be completed in August.

The objective of the Project is to form a national PTNTĐ system (a fundamental infrastructure to master strategic technology), develop a modern research and testing network, connect institutes - schools - enterprises and optimize investment resources.

This system plays a key role in promoting strategic products, forming innovation clusters, improving testing and measurement capacity and training high-quality human resources.

The Ministry of Science and Technology emphasized the goal of shifting the focus from data digitization to data economy, specifically:

Research and submit for promulgation the National Data Economy Framework, promote the development of primary and secondary data markets to serve the digital economy and digital society, to be completed before August 31.

Coordinate with the Ministry of Finance to standardize statistical index systems and digital economic analysis, to be completed before July 31.

Deploy the Project on digital transformation of small and medium enterprises, business households, and cooperatives, complete the platform for assessing the level of digital transformation of enterprises and the ecosystem of platforms supporting digital transformation of enterprises, to be completed before October 31.

Coordinate with the People's Committee of Da Nang city to develop and implement the pilot project on low-level economic development, to be completed before December 31.

“Institution building is a key step, leading in nature, creating a foundation for the development of science and technology, innovation and national digital transformation.

In the context of the relatively fragmented institutional framework for science and technology, innovation and digital transformation among sectors and fields, between the central and local levels, the Ministry of Science and Technology needs to be the unit that plays the role of overall designer, as a general institutional architect, reviewing and updating outdated content, and supplementing missing pieces to connect into a complete, comprehensive ecosystem," Deputy Minister Long emphasized.
