VietNamNet•28/06/2024 On the morning of June 28th, in Hanoi, the Department of Grassroots Information ( Ministry of Information and Communications ) held an online conference to disseminate and implement Government Decree No. 49/2024/ND-CP dated May 10, 2024, regulating grassroots information activities. The conference took place with over 6,000 connection points and more than 27,000 delegates in attendance.

The Unique Role of Grassroots Information : Grassroots information is a communication system that directly reaches the people, providing essential information that closely matches the needs of people in each village, hamlet, residential area, commune, ward, and town; it is an effective means of information serving the leadership and management work of local Party committees and authorities. Speaking at the conference, Deputy Minister of Information and Communications Nguyen Thanh Lam said that the Minister of Information and Communications has directed that institutional and policy reforms are necessary so that grassroots information can develop in line with modern trends, affirming its unique position and role in the country's communication system. Decree No. 49/2024 has opened up a new space for the development of grassroots information activities, shifting from traditional information forms to the use of modern, multimedia, and multi-platform information forms. This is the first time that grassroots information has a legal document at the decree level, regulating all activities in the field. In particular, Decree No. 49/2024/ND-CP has transformed grassroots information activities from primarily one-way information to interaction with the people, receiving feedback and providing responses from competent agencies, organizations, and individuals to the people's feedback.

According to Deputy Minister Nguyen Thanh Lam, the existence and development of the grassroots information system is a unique characteristic of Vietnam compared to other countries in the region. The role of the grassroots information system in reaching the people will become increasingly important. The Deputy Minister hopes that the grassroots information system will undergo digital transformation, apply more technology, receive feedback from the people and send information to competent authorities for resolution, then return the results, ensuring two-way interaction between the people and the government. Digital transformation of grassroots information work: In the strong trend of digital transformation in journalism, multimedia and multi-platform communication, grassroots information is gradually changing, applying technology in innovating its operating methods. For example, Binh Phuoc province, thanks to investment, has achieved 100% of its communes and wards with ICT-based radio stations in a short period, along with a provincial-level information source system for management. This is the only province that has both an information source system and 100% connectivity to all communes, wards, and towns, ” said Director Nguyen Van Tao. Currently, 19 provinces have information source systems, and 17 provinces are in the process of implementing them. The Department of Grassroots Information proposed accelerating the connection of provinces with the central source system. Localities that have not yet implemented this need to urgently develop plans and submit them to competent authorities for issuance, in order to invest in or outsource the services. For areas facing difficulties, the Ministry of Information and Communications will provide support solutions. Regarding the digital transformation of professional training, more than 30 provinces and cities have used digital platforms to train grassroots information workers at the district and commune levels, including Vinh Phuc, Quang Ninh, Nghe An, Thua Thien Hue, Da Nang, Quang Nam, Quang Ngai, etc. Nationwide, there are currently 3,792 Zalo OA accounts in communes, wards, and towns (reaching 36%). This is a tool and means for localities to communicate at the grassroots level, alongside traditional channels such as radio stations and grassroots communicators.
