Nguyen Huu Tai, a Dien Bien Phu veteran, has been a Party member for 80 years, served in the military for 47 years, and is a Party member of the Ba Dinh Ward Party Committee.
The city has achieved many accomplishments that its people are enjoying.

As a veteran of the pre-revolutionary period, I am deeply honored and moved to be invited by the City Party Committee to attend this momentous political event for the first time - the 18th City Party Congress, for the 2025-2030 term.
I have observed that over the past 95 years, our Party has achieved extremely glorious and brilliant successes, helping our nation to develop and gain a high position on the international stage. This achievement has been significantly contributed to by the Hanoi City Party Committee, especially during the two great wars of resistance and the current cause of national construction and defense.
Living in Ba Dinh ward (formerly Dien Bien ward), I am proud to be a citizen of the capital city. I clearly feel that Hanoi is becoming increasingly civilized, clean, and beautiful, earning the trust and support of people nationwide and the international community. The city aims to achieve a highly developed economy within the next 20 years.
Over the past period, the city's Party Committee has achieved many accomplishments that the people are now enjoying, and that is also a great joy in my life of struggle.
Even more encouraging is the inheritance and development by the current generation of Party members. I believe that the generations of Party members and the leadership team of the Hanoi City Party Committee will maximize their skills, intellect, and creativity. This is a solid foundation for leading our capital city towards a civilized, cultured, modern, and highly cultured nation. That is my greatest wish, as a citizen who has dedicated my life to Hanoi.
Comrade Pham Quang Hien, a Party member with 40 years of Party membership, residing in Kim Lien ward:
A breakthrough is needed in administrative procedure reform.
I served in combat in the Central Highlands and Central Vietnam, and after retiring, I returned to live in my hometown. As a resident of the capital city, I am always interested in the socio-economic development of the city.

Through monitoring the mass media, I have noticed that during the 2020-2025 term, the city has achieved many accomplishments in all fields. The City Party Committee has put forward many solutions and breakthroughs to develop the capital in the new period, including issues related to people's lives that are of great concern to the people.
I am particularly interested in breakthroughs in administrative procedure reform in the capital city in the coming period. Although the city has recently implemented many administrative procedure reforms to better serve the people, we hope that this area will be reformed even more strongly, with administrative procedures becoming more transparent and simpler to facilitate citizens and businesses.
The implementation of the two-tiered local government model in Hanoi has been well-received and appreciated by the people. Commune-level governments are becoming increasingly efficient and well-organized, with the accelerated application of digital transformation, bringing the government closer to the people.
However, this also presents a challenge for elderly party members like us who are unfamiliar with digital transformation applications and the use of smartphones. We hope that all levels of government will pay more attention to the elderly when handling administrative procedures in the digital environment.
Veteran Lam Van Bang, Director of the Museum of Revolutionary Soldiers Imprisoned by the Enemy (Phu Xuyen commune):
The city is paying attention to the transportation and urban development sector.

As a disabled veteran (category 1/4), and a former prisoner who was captured and imprisoned in Phu Quoc prison, before retiring I worked at Road Management Company 236, so I am particularly interested in the city's transportation and urban development issues.
During the past term, the Hanoi City Party Committee achieved many accomplishments in this important field, thereby contributing to promoting the socio-economic development of the capital city.
I believe the biggest shortcoming in Hanoi's urban transportation development today is the issue of land availability. If we want to develop and thrive, in urban and transportation planning, we must accept personal sacrifices and disadvantages; at the same time, the city needs to invest more heavily in this area. Smooth traffic flow will contribute to the socio-economic development of the capital.
