"Talented individuals are the lifeblood of the nation" - this idea, distilled from centuries ago, remains just as valuable today. In the context of increasingly fierce competition for high-quality human resources, identifying, attracting, valuing, and developing talent is not only a strategic requirement for national development but also a crucial challenge for Hanoi on its journey to building a cultured, civilized, and modern capital city.

In the past, the image of "talented individuals" was often associated with highly educated people who achieved academic success and contributed to the nation's well-being. Today, the concept of "talented individuals" has broadened and is placed within a more modern frame of reference in the new era of development. These are individuals with innovative and creative thinking, mastery of science and technology, social responsibility, a desire to contribute, and the ability to create value for the community. In all fields, such as science, technology, education , culture, and art, an increasing number of talented young people are emerging, contributing to affirming the country's position, creativity, and competitiveness in the era of integration.

As the national political and administrative center, and also a major center for education, training, science, and technology, Hanoi has many favorable conditions to attract, nurture, and develop talented individuals.

Over the years, the city has continuously improved its mechanisms and policies to create a favorable environment for talented individuals to contribute. In particular, the issuance of Resolution No. 92/2026/NQ-HĐND dated January 27, 2026, by the Hanoi People's Council, which promulgates regulations on mechanisms and policies to attract and utilize talented individuals in Hanoi, demonstrates the capital's strong determination to create competitive, transparent, and attractive conditions to attract high-quality human resources.

Participating in the program live at Studio S1 were two guests: Professor, Doctor, People's Teacher Nguyen Quang Ngoc, Vice President of the Vietnam Historical Science Association, and Director, People's Artist Le Hong Chuong.
