The road to An Phu is not far anymore.

Located on the border of Hoa Binh and Ha Nam provinces, An Phu commune has 13 villages with a total population of over 10,000 people, of which ethnic minorities account for 57%, mainly the Muong ethnic group. Many years ago, transportation for the ethnic people here was very difficult due to the remote location and the predominantly unpaved road system.

Since its incorporation into the capital city, especially in the last 5 years, thanks to significant investment from Hanoi , the transportation infrastructure in An Phu commune has been upgraded and improved. A series of roads built with funding from Plan No. 253/KH-UBND of the Hanoi People's Committee have been completed and put into use.

These include the main road leading to the Thanh Ha village conversion area; the main road leading to the Nam Hung village conversion area; the rural road section from Dong Chiem village to the inter-communal road; the main road from the An Phu Commune People's Committee to National Highway 21A…

“The transportation system has been upgraded and is becoming increasingly synchronized, making travel and trade easier for the people, nearly 60% of whom are ethnic minorities. The economic lives of the people have also improved…” - shared Ms. Nguyen Thi Hue, a respected figure in An Phu commune.

According to Bui Van Chuyen, Chairman of the People's Committee of An Phu commune, in implementing Plan No. 253/KH-UBND of the Hanoi People's Committee, from 2021 to the present, approximately 250 billion VND has been provided by the Hanoi People's Committee to support the locality in implementing 16 socio-economic infrastructure development projects, especially in the field's transportation and irrigation systems.

“Previously, in accordance with Plan No. 138/KH-UBND of the Hanoi People's Committee, An Phu commune also received support for the investment and construction of 6 socio-economic infrastructure development projects, with a total budget of 56 billion VND. To date, all projects are proving effective in serving the people…” - Mr. Bui Van Chuyen added.

Changes in socio-economic conditions

Infrastructure investment has created favorable conditions for promoting socio-economic development in An Phu commune. During the period 2019-2024, the average annual economic growth rate of this locality reached approximately 6%.

The ethnic minority communities have actively shifted the structure of their crops and livestock. They have promoted new economic models such as lotus cultivation combined with aquaculture. As a result, the average per capita income in An Phu commune has now reached approximately 56 million VND/year; the poverty rate is decreasing, currently at 0.8%. An Phu commune also achieved the new rural standard in 2021.

According to Deputy Chairman of My Duc District People's Committee Dang Van Canh, the development results of An Phu commune over the past five years (2019-2024) are thanks to the significant investment of resources from Hanoi. Based on the city's resources, the locality has directed investment implementation with a focus on key areas, prioritizing projects that benefit the people and serve socio-economic development. The projects have been implemented on schedule and with quality.

Currently, the People's Committee of My Duc District is directing An Phu Commune to maintain good management, operation, maintenance, and repair of infrastructure projects to ensure post-investment effectiveness. At the same time, they are continuing to research and review the situation to submit to the Hanoi People's Committee for consideration and additional investment resources to comprehensively upgrade socio-economic infrastructure.

According to Mr. Dang Van Canh, along with continuing to mobilize resources to upgrade infrastructure, in the coming years, My Duc district will focus on effectively exploiting the potential and advantages of the ethnic minority areas to promote economic development. The focus will be on ecotourism, combined with aquaculture and the cultivation of lotus flowers and medicinal plants, aiming to increase income and reduce poverty quickly and sustainably for ethnic minorities.

This affirms the correct policy and great concern of Hanoi City for ethnic minority areas in general…” - Head of the Hanoi City Ethnic Affairs Committee Nguyen Nguyen Quan .
