The effectiveness of the "Determined to Win" emulation movement.

Dien Bien is a key area in ensuring national defense and security, and building a strong and comprehensive border region. Clearly defining its political tasks, the emulation movement for decisive victory in the 2019-2024 period has achieved many important results, creating a significant transformation in political awareness and the implementation of training and combat readiness tasks of the units. The Provincial Party Committee and the Provincial Military Command have focused on building a strong provincial armed force in terms of politics, ideology, ethics, organization, and personnel, considering this an important criterion in implementing the emulation movement for decisive victory. Party committees and commanders at all levels have done a good job of political and ideological education, enhancing the political fortitude, moral character, and lifestyle of officers and soldiers. Over the past five years, the provincial armed forces have completed 100% of the content and programs of political education and legal education for all target groups. Officers and soldiers of the provincial armed forces have always upheld a high sense of responsibility in effectively implementing the campaign "Promoting traditions, contributing talents, and living up to the name of Uncle Ho's soldiers." Towards the Emulation and Victory Congress and the 75th anniversary of the provincial armed forces' tradition, agencies and units have undertaken 25 projects and tasks to celebrate the congress and actively participated in the peak emulation campaign from June 10th to July 10th with the theme "Unity, creativity, and emulation to achieve 2 bests and 1 project."

To ensure the effectiveness of the "Determined to Win" emulation movement, Party committees and commanders at all levels within the provincial armed forces have intensified propaganda and education , building motivation for emulation among officers and soldiers. Units have concretized each emulation target into action programs linked to political tasks and the realities of their respective units and localities. In particular, since 2023, the "Following in the Footsteps of the Dien Bien Phu Soldiers - Striving for Three Best Achievements" emulation movement has been widely launched throughout the provincial armed forces, aiming to achieve accomplishments in commemoration of the 70th anniversary of the Dien Bien Phu Victory. Each unit, based on its political tasks and local realities, has concretized the "Determined to Win" emulation movement into an action program with specific targets.

Implementing the "Determined to Win" emulation movement, the armed forces of Dien Bien district have comprehensively deployed many innovations and creative initiatives, linking them with patriotic emulation movements and local and unit campaigns. As a border area, units within the district's armed forces have advised on the development and consolidation of models such as "Border and Boundary Marker Self-Management Teams," and "Drug-Free Border Communes"; establishing neighborhood fire prevention and control teams, and security and order task forces... The activities of these models and self-management teams are linked to the unit's tasks and local realities; attracting the participation of the people in patrolling, controlling, and protecting the border and boundary markers. Border guard posts have proactively advised and effectively carried out the tasks of building and protecting the border, maintaining political security and social order, and participating in building a strong and comprehensive border area. The district's armed forces are at the forefront, undeterred by difficulties, and ready to assist the people in relocating themselves and their property, and in overcoming the consequences of natural disasters such as floods and heavy rains.

In Tuan Giao district, the "Determined to Win" emulation movement has been enthusiastically implemented by the armed forces units, focusing on effectively carrying out three breakthroughs: building a regular and disciplined force, adhering to laws and regulations; improving the quality of training; and enhancing the exemplary capacity of the cadre. Through the "Determined to Win" emulation movement, over the past five years, the armed forces of Tuan Giao district have completed their training plans with 100% of participants meeting the requirements, with no serious disciplinary violations, contributing to building a "model and exemplary" armed force in the district.

The emulation movement for decisive victory has been a driving force for officers and soldiers of the armed forces in Nậm Pồ district to effectively carry out training, maintain combat readiness, and strive to successfully complete their tasks. Officers and soldiers of the units have actively responded to the emulation movements "Overcoming the sun and rain, enthusiastically practicing," and "One hour of enthusiasm is better than a day of perfunctory training"... The content has been innovated, and training, practice, and exercises are closely aligned with reality; officers and soldiers compete to improve models and training aids. As a result, the armed forces units of the district have completed 100% of their training plans, with over 80% achieving good or excellent results. In conducting the Nậm Pồ district's 2024 regional defense exercise, with the operation of mechanisms, live exercises, and three training phases, the district's armed forces have performed well in advisory work, operational mechanism exercises, ensuring secrecy, safety, scientific accuracy, and adherence to principles. The Nậm Pồ district's regional defense exercise was evaluated as excellent by the Provincial Regional Defense Exercise Steering Committee, having successfully completed the exercise program and ensured absolute safety.

Each unit and locality that effectively implements the "Determined to Win" emulation movement serves as a driving force for successfully completing political tasks, and continues to uphold and promote the qualities of Uncle Ho's soldiers in the new era. The "Determined to Win" Emulation Congress is an opportunity to evaluate the achievements, identify solutions to overcome limitations, and live up to the tradition of the Dien Bien armed forces: "Loyalty - Self-reliance - Unity - Creativity - Determination to Win".
