Mr. Sao and Mrs. Vang's family is one of the households affected by the land clearance to implement the local hydropower project.
After completing the site clearance, the remaining land area of Mr. Sao's family was measured and the records were adjusted according to the actual situation. The Commune People's Committee organized the handover of the land use right certificate, house ownership right and other assets attached to the land to his family. This is the first household in Chieng Ken commune to be granted a land use right certificate after one month of implementing the two-level local government model.
In Chieng Ken commune, site clearance is being carried out for 5 projects, including the project approved for investment by Lao Cai Provincial People's Committee in 2016. The site clearance process has encountered many difficulties and obstacles.
When implementing the 2-level local government model, the commune government identified site clearance for 5 projects as a particularly important task along with other key tasks. On July 10, the Chieng Ken Commune Party Committee launched a peak emulation campaign to carry out a 45-day and night campaign to complete the statistics, counting, recovery, and site clearance for the project to renovate and upgrade Provincial Road 151B, Chieng Ken - Nam Tha section (from km 23 to km 47).
Implementing the emulation campaign launched by the Commune Party Committee, up to now, the Commune People's Committee has handed over 9.6/24 km to the investor and construction unit. If including the 3 km completed, more than half of Provincial Road 151B in Chieng Ken Commune has been handed over with "clean" land.
During the compensation and site clearance process, the commune government has directed its affiliated units to carry out the adjustment and issue land use right certificates to people according to regulations. Mr. Dinh Dac Tri, Chairman of the People's Committee of Chieng Ken commune affirmed: "No later than August 15, 2025, the commune will hand over the entire route to the investor and construction unit."
