To support digital transformation businesses, the province has built a digital ecosystem by improving telecommunications and information technology infrastructure and reforming administrative procedures in the digital environment. Specifically, 100% of eligible online public services are deployed digitally, helping businesses save time and costs in handling administrative procedures. Investment in 5G infrastructure and IoT systems in industrial parks has been prioritized, laying the foundation for the application of automation, big data, and smart manufacturing.
In particular, the Management Board of Ninh Binh Province's Economic Zones and Industrial Parks and Viettel Ninh Binh have signed a digital transformation cooperation agreement to create a synchronized digital infrastructure, provide high-speed telecommunications services, and deploy modern technology platforms to support businesses in optimizing operational processes, enhancing competitiveness, and ensuring security in the digital business environment.
Departments, sectors, and localities are focusing on supporting businesses in equipping themselves with digital skills, accessing e-commerce, applying artificial intelligence, and digital service platforms… In particular, the Industry and Trade sector has implemented many programs such as: “Upgrading the Ninh Binh Provincial E-commerce Exchange Platform”; “Building and developing an online brand for some products of Ninh Binh province”; “Training and developing e-commerce human resources in Ninh Binh province”… The Agriculture and Environment sector has implemented programs supporting the digitalization of farming areas; smart farming and product traceability…
The government's support has provided impetus for the business community to innovate its production and business models towards modernization.
According to a report from the Department of Industry and Trade, to date, nearly 3,000 businesses in the province have accessed and participated in the digital transformation support program; 2,777 businesses are using digital platforms in management, operation, and business; 2,960 businesses are using .vn domain names; 100% of businesses are using electronic invoices; and 98.5% of businesses are paying taxes electronically…
Most businesses have proactively adopted software for production management, accounting, human resources, e-commerce, and intelligent operating platforms.
In particular, most businesses in the trade and tourism sectors have perfected their digital ecosystems for shopping and dining services, providing convenience and safety for tourists.
At Thung Nham Eco-tourism Area, digital technology has been implemented in almost every aspect of the visitor's exploration journey, including synchronized management software, QR code ticket scanning, boat trip management, a 24/7 automated AI chatbot system, AI cameras for visitor recognition and counting, AI receptionists that communicate and introduce information to tourists in multiple languages, and a VR360 smart digital tourism map system...
The application of digital technology has created new value for management and enhanced the visitor experience. In addition, businesses in the industrial and agricultural sectors have gradually digitized their business management, trade promotion, and online sales, contributing to optimizing production, expanding markets, improving competitiveness, and quickly understanding customer needs.
Towards building a modern digital business community.
Despite achieving many positive results, the digital transformation process in businesses still faces numerous challenges. The majority of businesses in the area are small and medium-sized enterprises with limited financial capacity; the IT workforce does not yet meet the requirements, and there is still a lingering apprehension about investment resources and data security.
In light of this reality, the province is continuing to promote programs to support digital transformation in businesses in a practical manner, tailored to the needs of each sector. Specifically, the Provincial People's Committee's Plan No. 139/KH-UBND dated April 28, 2026, implementing Decision No. 433/QĐ-TTg of the Prime Minister on the Digital Transformation Scheme for Small and Medium-Sized Enterprises in the province for the period 2026-2030, sets the goal of supporting businesses in applying digital platforms in management, operation, production, business, and e-commerce; promoting innovation in operating models, enhancing competitiveness, and improving participation in digital value chains.
Accordingly, the province will publicly and discreetly share specialized data sources to serve the analysis, forecasting, and optimization of production and business operations. It will provide digital transformation roadmap consulting; digital skills training for managers and workers; and establish a network of experts to advise and support businesses in digital transformation. Simultaneously, it will support the application of new technologies; develop smart factory models, smart management, and digital-based business models.
Previously, Plan No. 152/KH-UBND, dated December 5, 2025, of the Provincial People's Committee on supporting businesses to participate in developing new digital applications and services through public-private partnerships affirmed that the province will prioritize the development of digital platforms serving smart urban management, smart tourism, e-commerce, digital payments, logistics, and other digital services. At the same time, it encourages businesses to participate in building new digital applications, promoting the formation of an innovation ecosystem linked to the development of the local digital economy. These specific programs and plans are important directions for mobilizing social resources to participate in developing digital infrastructure and services in the province.
Ms. Phung Thi Diep Khanh, representative of Khanh Phong Trading Joint Stock Company, An Xa Industrial Cluster, Thanh Nam Ward, said: "As a small business, we face many difficulties in the digitalization process, from human resources to the cost of maintaining the management system... Therefore, I have high expectations for the provincial People's Committee's plans to support digital transformation for small and medium-sized enterprises. We hope to receive support for digitalization from simple things such as consulting on the digital transformation roadmap; enterprise data management solutions; using sales management software or promoting products on digital platforms, applying AI for customer care... in the most systematic way."
Mr. Nguyen Thanh Binh, Chairman of the Ninh Binh Province Creative Entrepreneurship Club, said: "In the club's 2026 plan, we aim to support young businesses and people in all communes and wards in applying digital technology in management, production, and product promotion. This will contribute to enhancing the competitiveness of businesses and spreading digital skills to people in the digital age. Therefore, the recently issued digital transformation support programs of the province have given us more motivation to implement our plan faster and more strongly, meeting the actual needs of young businesses."
With the support of the government and appropriate mechanisms, businesses will confidently embrace digital transformation, making a significant contribution to realizing the goal of the digital economy contributing 30-35% of the province's GRDP by 2030.
