- From immediate support through unemployment insurance policies to promoting job counseling, job placement, and vocational training support, the province's functional departments have been implementing many practical solutions to accompany workers in overcoming the difficult period after job loss, helping them find new jobs and stabilize their lives.
In the context of a volatile labor market, many workers face job loss and reduced income. At this time, unemployment insurance policies, job counseling and placement services, and vocational training support for unemployed workers have truly become a "lifeline" for workers seeking new employment opportunities and stabilizing their lives.
"The immediate support"
After many years working as a factory worker at AAC Technologies Vietnam Co., Ltd. ( Bac Ninh province), in early 2026, Ms. Ngoc decided to quit her job to dedicate time to caring for her 9-month-old child. Leaving her familiar job and monthly income behind, while the burden of living expenses fell heavily on her shoulders, added to her stress.

Ms. Ngoc shared: "Currently, I prioritize taking care of my young children. Later, if I find a job near home, I want to work locally for the convenience of my family. While I can't return to the labor market, the unemployment insurance benefit of 3.4 million VND/month for 8 months helps my family cover some of our living expenses."
Ngoc is not alone; for many unemployed workers, unemployment insurance benefits not only help cover a portion of their income during difficult times but also give them more time to stabilize their lives and proactively search for suitable jobs instead of hastily choosing temporary, unstable employment.
To ensure that workers receive the full benefits of unemployment insurance, the Provincial Employment Service Center has implemented the correct procedures and timelines for receiving and processing applications for unemployment benefits; at the same time, it has strengthened administrative procedure reforms to facilitate workers in the process of preparing, supplementing, and receiving benefits.
Mr. Bui Ngoc Tuyen, Deputy Director of the Provincial Employment Service Center, said: The Center has assigned staff to guide workers in completing their applications and answering questions related to unemployment insurance benefits; it receives and processes applications in accordance with regulations, ensuring the rights of workers. In addition, the center has also promoted the application of information technology, receiving applications electronically through the National Public Service Portal to reduce travel time and facilitate workers when carrying out procedures to receive unemployment insurance benefits.
According to aggregated data from the Provincial Employment Service Center, in 2025, the unit received 3,664 applications for unemployment insurance benefits and issued decisions granting benefits to 3,672 cases with a total payout of over 61.7 billion VND. From the beginning of 2026 to the present, the center has received an additional 311 applications and issued decisions granting unemployment benefits to 436 people (including applications carried over from the previous year) with a total amount of nearly 8.9 billion VND. These figures show that the unemployment insurance policy has become an important "support system," contributing to helping workers alleviate difficulties during periods of job loss and income shortage.
Opening opportunities to return to the labor market.
Receiving unemployment benefits is only a temporary solution to help workers overcome the difficult period after losing their jobs. To help unemployed workers return to the labor market as soon as possible, relevant agencies in the province have intensified their efforts in counseling and job placement through various forms such as: organizing job fairs, providing direct and online counseling, connecting workers with recruiting businesses, and providing recruitment information through online job exchanges… This helps workers have more opportunities to access the labor market and find jobs that match their abilities and needs.

For workers receiving unemployment benefits, the Provincial Employment Service Center places special emphasis on job counseling and placement services to help them return to the labor market as soon as possible. From the beginning of 2026 to the present, the center has provided job counseling and labor policy information to over 13,400 people, including many who came to complete procedures for receiving unemployment benefits and register for new jobs. 686 workers have registered for job searching, an increase of over 92% compared to the same period last year.
To expand employment opportunities for unemployed workers, the center organized 43 job fairs and employment events in communes and wards throughout the province; connecting 441 people with employers for direct interviews. Through job counseling and placement activities, 283 individuals found suitable jobs.
Ms. Chu Thi Bich Hao, Vice Chairman of the People's Committee of Hoi Hoan commune, said: To help workers in general, and unemployed workers in particular, return to the labor market as soon as possible, the People's Committee of the commune has strengthened the dissemination of policies on labor, employment, and unemployment insurance; coordinated the organization of job fairs and employment events, and invited businesses to recruit directly so that workers have the opportunity to access job information. At the same time, the commune has also coordinated the implementation of key crop cultivation models in the area, integrating the implementation of national target programs for poverty reduction to create jobs and increase income for people right in the locality. To date, the percentage of trained workers in the commune has reached over 60%, and the percentage of workers with stable jobs has reached over 96%, contributing to improving people's lives and reducing the unemployment rate.
In reality, after leaving their jobs, many workers no longer choose to continue working far from home but tend to seek stable jobs locally to conveniently care for their families and reduce life pressures. However, the journey back to the labor market remains difficult for many, especially older workers, those who have worked for many years in one field, or those lacking the skills to meet current recruitment needs. Therefore, job counseling and placement services should not only connect workers with employers but also consider the age, skills, and circumstances of each worker to guide them towards suitable employment, helping them to stabilize their lives as soon as possible.
Mr. Bui Ngoc Tuyen, Deputy Director of the Provincial Employment Service Center, added: Most unemployed workers who come to the center are worried about losing their income, especially those over 35 or those who have worked in the same field for many years. Therefore, in addition to counseling and job placement, center staff must also understand the needs, skills, and circumstances of each individual to guide them towards suitable jobs. For younger workers, job changes are usually easier; while older workers with fewer skills will face more difficulties in accessing the labor market.
In addition, the center also advises and encourages unemployed workers to participate in vocational training to improve their skills and meet the recruitment needs of businesses. Currently, workers participating in unemployment insurance receive support of up to 4.5 million VND for vocational training courses under 3 months or 1.5 million VND/month for courses from 3 to 6 months.
Through counseling and job placement services, many unemployed workers have had the opportunity to connect with businesses that match their circumstances and needs. Ms. Nong Thi Son, from Mai Thanh Hamlet, Dong Kinh Ward, is one such case. Ms. Son shared: "Previously, I worked at a company in Bac Ninh province. However, from February 2026, due to a family illness requiring care, I quit my job and returned to my hometown, becoming unemployed. Through counseling from the Provincial Employment Service Center, I was introduced to an interview and was hired by Green Life Packaging Co., Ltd. right in my ward. The new job is stable, close to home, providing me with an income to cover living expenses and conveniently care for my family. The job suits my current circumstances, giving me more peace of mind and the potential for long-term employment."
It is clear that providing support to unemployed workers not only ensures social security but also contributes to maintaining a stable workforce for socio -economic development in the province. The timely support from relevant agencies is providing further motivation for workers to overcome difficulties, proactively adapt, and gradually build a more stable life.
