- On May 28th, Comrade Dinh Huu Hoc, Member of the Standing Committee of the Provincial Party Committee and Permanent Vice Chairman of the Provincial People's Committee, inspected the site and urged the investor and construction units of the Huu Nghi-Chi Lang border gate expressway to proceed. Accompanying him were leaders from the Department of Construction, the Provincial Investment and Construction Project Management Board, the project enterprise, and the construction contractors.

Comrade Dinh Huu Hoc, Member of the Standing Committee of the Provincial Party Committee and Permanent Vice Chairman of the Provincial People's Committee, inspected the progress of the project at Km 23 of package EC02.

According to the report, as of the end of May 2026, the contractors had completed the construction of the entire Huu Nghi - Chi Lang border gate expressway. Specifically, the section under packages EC02 and EC03 has been completed and opened for technical traffic from Km 18 (IC03 intersection with National Highway 4B towards Quang Ninh province) to Km 45, connecting with the Bac Giang - Lang Son expressway, a distance of 27 km, in accordance with the directives of the Central Government and Lang Son province on the occasion of the 136th anniversary of President Ho Chi Minh's birth (May 19, 1890 - May 19, 2026).

In the EC02 and EC03 bidding packages, contractors have basically completed the traffic safety system, installed guardrails, painted road markings, etc.

At package EC01, covering the section from Ky Lua ward to Huu Nghi border gate in Dong Dang commune, contractors are focusing on constructing the crushed stone base layer and completing bridge and drainage culvert sections before paving the road surface with asphalt concrete. For package EC04 (the branch line from the National Highway 1 overpass in Tam Lung village, Dong Dang commune to Tan Thanh and Coc Nam border gates, connecting to the Dong Dang - Tra Linh expressway), contractors are focusing on widening the road base and paving the asphalt concrete layer connecting to the Dong Dang - Tra Linh expressway at Tan Thanh border gate, in accordance with the approved investment policy adjustment. In addition, contractors have been simultaneously constructing access roads and pedestrian crossings along the expressway to serve local residents and support production development.

The contractor is currently constructing the roadbed at Km 45 of package EC03.

Regarding land clearance, the communes, wards, and the Provincial Land Development Center are currently accelerating the resolution of remaining land clearance issues, particularly for households that have not yet handed over all affected land in Dong Dang commune, as well as clearing land for access roads and local crossings. According to the investor's plan, the project is expected to be completed in September 2026, three months ahead of the schedule stipulated in the signed contract.

The project's components, from the IC03 intersection with National Highway 4B to Km 45 (Nhan Ly commune), have been basically completed and are open for technical traffic.

Concluding the inspection, the Standing Vice Chairman of the Provincial People's Committee highly appreciated the efforts of the investor, project enterprise, and contractors in overcoming difficulties to accelerate the project's progress. In particular, he commended the investor and contractors of packages EC02 and EC03 for completing the road surface and traffic safety system, meeting the technical requirements for opening the 27 km section from the IC03 interchange to the Bac Giang - Lang Son expressway, just in time for the 136th anniversary of President Ho Chi Minh's birth (May 19, 1890 - May 19, 2026).

Regarding future tasks, the Standing Vice Chairman of the Provincial People's Committee requested the project enterprise to continue mobilizing maximum machinery, equipment, and materials to accelerate the construction progress of the project components and promptly repair the embankment slopes damaged by natural disasters. At the same time, the project enterprise should urgently complete the documentation to carry out the inspection and acceptance process for the 27 km section that has been technically opened to traffic, so that the section can be put into operation soon to serve the people and businesses, and to maximize the investment efficiency of the project.

Regarding the land clearance work for access roads and cross roads serving traffic and production for people along the route, and addressing some remaining obstacles, the comrade requested the People's Committees of communes and wards and the Provincial Land Fund Development Center to expedite the approval of plans, payment, and handover of cleared land to contractors in June 2026, so that construction units can simultaneously implement construction to serve production and people's lives along the route.
