
The police in Ho Vuong commune are implementing professional measures to monitor the local situation and prevent conflicts from arising early on.
Resolving conflicts promptly
At the end of 2025, the Ho Vuong Commune Police promptly prevented a land dispute between two households in Hamlet 7 from escalating into a full-blown conflict. Upon discovering the argument between Mr. Vu Van B. and Mr. Hoang Van T., the commune police recognized that without early intervention, the conflict could escalate into illegal activities, impacting local security and order. To resolve the issue at its root, Major Le Viet Cuong, the local police officer, coordinated with the head of Hamlet 7 and the local mediation team to investigate the details, developments, and determine the cause of the conflict.
Persistently implementing the motto "Transforming major conflicts into minor ones, and minor ones into no conflicts at all," Major Le Viet Cuong, along with the head of Hamlet 7 and the mediation team, met with and listened to the concerns of the two families. During the process, the local police officer proactively combined reasoned analysis with the dissemination of current legal regulations. Detailed explanations of citizens' rights and obligations in social relationships, and penalties for violations, helped both sides calm down and clearly understand the boundary between civil disputes and illegal acts. After their understanding was clarified, Mr. B.'s family and Mr. T.'s family voluntarily signed a commitment to maintain harmony and prevent future conflicts. The successful resolution of the incident from its initial stages not only protected the peace of Hamlet 7 but also affirmed the effectiveness of the local community engagement and close cooperation that the Ho Vuong Commune Police are implementing.
During a concentrated effort to review and resolve conflicts in the area, at the end of April 2026, the commune police discovered and promptly intervened in a land dispute between Ms. Pham Thi D. and her son, Mr. Hoang Van M., in Hamlet 7. Recognizing the potential for the incident to become a security hotspot, the commune police proactively met with both parties to understand the nature of the problem. During the meeting, the commune police officers patiently explained the relevant laws and local code of conduct. Their approachable demeanor and insightful analysis helped the mother and son calm down and understand their civic responsibilities. As a result, Ms. D. voluntarily signed a commitment to end the quarrel, maintain family harmony, and strictly abide by the policies and laws of the State and the regulations of the local area.
Investigations by the local police revealed that conflicts among the local population are mostly immediate, stemming from land disputes, neighborly conflicts, and family disagreements. Thanks to the timely intervention of the authorities and the police force, these incidents are resolved early and remotely. This effectively prevents conflicts from escalating into acts of intentional injury, protecting the health and lives of the people.
Proactive identification
Adhering closely to Plan No. 225/KH-CAT-PC06 dated April 24, 2026, of the Provincial Police on "Intensive review and resolution of conflicts throughout the province" and Resolution No. 08-NQ/ĐU dated January 28, 2026, of the Standing Committee of the Ho Vuong Commune Party Committee on "Leading the implementation of conflict resolution among the people," the commune police have implemented comprehensive solutions to maintain security and order at the grassroots level. Notably, the unit proactively advised the Commune Security and Order Steering Committee to issue a plan "Strengthening the work of gathering information, disseminating information, mobilizing support, and promptly and effectively resolving conflicts among the people in Ho Vuong commune." At the same time, they advised the local government to consolidate mediation teams and self-governing security and order teams. These are the "eyes and ears" of the police force in detecting and resolving incidents arising right from the residential area, preventing them from escalating into complex conflicts that lead to crime.
Furthermore, the commune police continue to intensify the dissemination of directives, resolutions, and conclusions from the Central and provincial authorities regarding crime prevention and law enforcement. Avoiding conventional approaches, the unit skillfully integrates legal knowledge with lessons on traditional ethics and community spirit, ensuring that the dissemination deeply penetrates every family and every citizen. This significant shift in people's awareness is crucial for eliminating the risks of crime stemming from internal conflicts among the population.
More importantly, playing a core role in maintaining security and order at the grassroots level, the commune police focus on effectively gathering information, reviewing, analyzing, and assessing the nature of each existing conflict in the area. Based on the analyzed data, the unit coordinates with departments, agencies, mass organizations, and grassroots mediation groups to resolve conflicts definitively according to the principle of "clear responsibilities, clear issues, and clear timelines." At the same time, they persistently aim to resolve conflicts from large to small, and from small to no longer any conflicts. Furthermore, the local police force is entrusted with the responsibility of receiving and thoroughly handling conflicts from their inception, following the principle of being present at the scene immediately, promptly preventing illegal acts, and absolutely preventing the resolution of conflicts through violence, thus avoiding the emergence of "hot spots" of security and order. In addition, the commune police also focus on comprehensively transforming key areas with complex security and order issues and organizing comprehensive patrols to immediately suppress acts of violence. Proactively launch intensive campaigns to attack and suppress crime in the area to create a "pincer" that both deters violations and eradicates the root causes of incidents arising from conflicts among the people.
Maintaining security and order and creating a peaceful living environment in Ho Vuong commune is not solely the responsibility of the police force, but requires the joint efforts of the entire political system and the unanimous support of all levels of local people. When each citizen upholds the spirit of respect for the law and each community and family voluntarily shows restraint, conflicts will be resolved early and proactively. This contributes to building a peaceful, happy, and sustainably developing Ho Vuong.
