The investment project to build Tam Trinh Street, more than 3.5km long, was approved by the Hanoi People's Committee in 2012, started in 2016, and is expected to be completed after 3 years. The project will widen Tam Trinh Street to 40m with 6 lanes. The project's starting point connects with Minh Khai Street, part of Ring Road 2 (nearly 44km long) and Ring Road 3 (65km long).
In 2012, the project had a total investment of 2,066 billion VND, and in 2019 it was adjusted to 3,354 billion VND. However, after 12 years, the project is still unfinished.
Tam Trinh Street has been flooded for many years, making it difficult for people to travel.
Regarding the implementation status of the Tam Trinh road construction project, the People's Committee of Hoang Mai district said that it is aiming to basically complete site clearance work by the end of September 2024, focusing on construction and striving to basically complete the Tam Trinh road expansion project by the end of 2025.
The People's Committee of Hoang Mai district also requested the District Land Fund Development Center to coordinate with the locality to complete site clearance for the project before October 1, 2024.
Up to now, the site clearance work in Mai Dong ward has been basically completed, especially the Mai Dong market area has been handed over. As for Yen So ward, the length of the project route running through the ward is 1.3km with a total recovered area of 43,000m2, related to 1,300 cases, of which 800 households are related to agricultural land, the rest is residential land.
Up to now, the West Tam Trinh area has completed land clearance, while the East Tam Trinh area involves 201 households, with 146 households not yet cleared. The Ward People's Committee has mobilized and propagated, but up to now, there are still 40 households that have not agreed with the compensation plan.
Hoang Mai District People's Committee affirmed that although there are still many difficulties and problems that need to be resolved, the District People's Committee is determined to basically complete site clearance work by the end of September 2024, focus on construction and strive to basically complete the Tam Trinh road expansion project by the end of 2025.
Therefore, according to Hoang Mai district, the local government is making efforts to implement solutions for the locations with land clearance problems. In particular, focusing on propaganda and mobilizing people in the project to hand over the land to the project. In addition, because the 2023 Land Law has come into effect, a Council must be established to determine the first land registration. The Council will determine the land use purpose of households, the land use period and many other factors.
