The Tam Trinh road construction project, spanning over 3.5km, was approved by the Hanoi People's Committee in 2012, commenced in 2016, and is expected to be completed within three years. The project will expand Tam Trinh road to 40m wide with six lanes. The project's starting point connects to Minh Khai road, part of Ring Road 2 (nearly 44km long) and Ring Road 3 (65km long).
In 2012, the project had a total investment of 2,066 billion VND, which was adjusted to 3,354 billion VND in 2019. However, after 12 years, the project remains unfinished.
The Tam Trinh road project has been delayed for many years, causing difficulties for residents in their daily commute.
Regarding the progress of the Tam Trinh road construction project, the People's Committee of Hoang Mai District stated that they are aiming to basically complete land clearance by the end of September 2024, focus on construction, and strive to basically complete the Tam Trinh road expansion project by the end of 2025.
The People's Committee of Hoang Mai District also requested the District Land Development Center to coordinate with the local authorities to complete the land clearance work for the project before October 1, 2024.
To date, land clearance work in Mai Dong ward has been basically completed, especially the Mai Dong market area which has been handed over. In Yen So ward, the project route runs through the ward for a length of 1.3km with a total land acquisition area of 43,000m2, affecting 1,300 cases, of which 800 households are involved in agricultural land, and the remainder are residential land.
To date, land clearance has been completed in the West Tam Trinh area, while in the East Tam Trinh area, involving 201 households, 146 households have yet to be cleared. The Ward People's Committee has conducted persuasion and education efforts, and currently, 40 households have not yet agreed to the compensation plan.
The People's Committee of Hoang Mai District affirmed that although many difficulties and obstacles still need to be resolved, the District People's Committee is determined to basically complete the land clearance work by the end of September 2024, focus on construction, and strive to basically complete the Tam Trinh road expansion project by the end of 2025.
Therefore, according to Hoang Mai district, local authorities are making efforts to implement solutions for the land acquisition issues. This includes focusing on raising awareness and persuading residents within the project area to hand over their land. In addition, since the 2023 Land Law has come into effect, a Council for determining initial land registration must be established. This Council will determine the land use purpose of each household, the duration of land use, and many other factors.
