
The Ho Chi Minh City Ring Road 3 construction project is approximately 76.3 km long, with a total investment of 75,378 billion VND. The project is managed by the People's Committees of Ho Chi Minh City, Dong Nai, Binh Duong (now Ho Chi Minh City), and Long An (now Tay Ninh) with 4 construction and installation component projects (components 1, 3, 5, 7) and 4 site clearance component projects (2, 4, 6, 8).
Mr. Nguyen Quang Giang, Deputy Director of the Vietnam Road Administration ( Ministry of Construction ) said that up to now, the implemented output of component projects 1, 3, 5 has reached about 52 - 65% of the contract value, while component project 7 has reached 78% of the contract value. The progress of component project 7 basically meets the requirements; the remaining component projects 1, 3 are about 2% behind, and component project 5 is about 9% behind the contract value.
According to the plan, by December 19, the project will have opened to technical traffic and 66.3/70.1 km of the route (not including 6.2 km of the completed component project implemented by the Ministry of Construction). Specifically, the project will open to technical traffic 29.2 km of the expressway, including: 14.7 km of overpass in the old Thu Duc city; 5 km in Dong Nai province; 3.1 km in the former Binh Duong area; 6.4 km in Tay Ninh province. In addition, the project will also open to technical traffic about 37 km, mostly in the former Cu Chi, Hoc Mon, Binh Chanh districts (Ho Chi Minh City).

According to Mr. Le Ngoc Hung, Deputy Director of the Ho Chi Minh City Traffic Construction Investment Project Management Board, the investors have chaired and organized the signing of a 100-day and night peak competition agreement to accelerate the project's progress; requiring contractors and consultants to concentrate resources, organize "3 shifts, 4 crews" construction, work at night, and urgently complete the progress milestones set for the component projects. Currently, the units are focusing on the sections of the route that are scheduled to be completed and technically opened to traffic on December 19.
Mr. Le Ngoc Hung added that the project's progress has not yet met the set target. The main reason is that the weather in the Southern region this year is very unfavorable for construction (heavy rain) and the sudden scarcity of construction stone materials. However, the progress of the component projects is still closely following the required schedule.
A representative of the Dong Nai Province Construction Investment Project Management Board said that Dong Nai still has a number of electricity poles that have not been relocated, but this will not affect the technical traffic opening on December 19. The contractors have now paved more than 3 km of the 5 km main route; from now until December 19, the entire 5 km of the main route will be paved.
Concluding the working session, Deputy Prime Minister Mai Van Chinh emphasized that the Belt Road 3 project is a national key project, of strategic significance to the Southern Key Economic Zone. This project is part of the plan to complete the target of 3,000 km of highway by 2025. Inspection Team No. 7 inspected the project 3 times and recognized the efforts of the localities to help the project have positive changes.
Based on the results achieved as well as difficulties and obstacles, the Deputy Prime Minister requested the People's Committees of Ho Chi Minh City and Dong Nai Province to direct relevant units to speed up the relocation of the remaining 7 high-voltage power lines, to complete before December 15. Dong Nai should promptly resolve and hand over the remaining land for project construction. Regarding materials, the People's Committees of localities directed relevant agencies to support and urge investors and contractors to proactively work with mine owners to ensure the progress of sand and stone materials, so as not to affect the project's progress.
Along with that, Deputy Prime Minister Mai Van Chinh requested the People's Committees of Ho Chi Minh City, Tay Ninh and Dong Nai provinces to direct investors and contractors to concentrate machinery and equipment to speed up construction and research solutions to closely follow the progress. In case the progress is not met due to objective reasons, the localities must report to the Prime Minister.
On the same morning, Deputy Prime Minister Mai Van Chinh and Inspection Team No. 7 inspected the construction site of the Ring Road 3 project in Dong Nai province and Ho Chi Minh City.
