(Haiphong.gov.vn) - The City People's Committee has just issued Plan 31/KH-UBND on implementing the Project "Developing applications of population data, identification and electronic authentication to serve the National Digital Transformation period 2022 - 2025, vision to 2030" in Hai Phong city in 2024.

Accordingly, the Plan will strengthen the leadership and direction of the implementation of Project 06/CP with high political determination, throughout from the city level to the grassroots level; actively and proactively deploy and carry out local tasks in 2024 to ensure practicality and efficiency, contributing to the early completion of the task of building national databases, effectively implementing Project 06/CP with the spirit of 2024 being "Completing institutions, infrastructure, digitizing data, improving the quality of human resources to promote the implementation of Project 06/CP to effectively serve people and businesses". The Plan identifies the implementation of Project 06/CP as a key task, which must be carried out regularly and continuously at all levels, sectors and localities on the basis of mobilizing the active participation of the entire population and the strength of the entire political system.

The implementation must have a focus and key points; easy to do first, difficult to do later, from low to high, from small to large, from simple to complex, ensuring the motto that data must be "correct, sufficient, clean, alive", ensuring information security and safety. Improve the efficiency and quality of providing and using online public services, creating the most favorable conditions for people and businesses to participate in the implementation. Promote utilities serving the development of digital citizens, strengthen research on the application of population data, chip-embedded citizen identification cards, electronic identification and authentication to serve socio -economic development. The implementation process must be carried out in a methodical, correct, substantive, effective manner, avoiding overlap, scattered investment, waste, especially avoiding formality; ensuring the goal of developing applications of population data, electronic identification and authentication, in accordance with practical requirements, specific characteristics, and local characteristics.

The plan requires departments, branches, sectors and district and commune-level People's Committees to closely follow the direction and guidance of the Central Government, the city and the Ministry, the governing departments and sectors to promptly advise and organize implementation to ensure timely and effective implementation according to the set roadmap and tasks. Focus on and promote communication work, raise awareness of the purpose, meaning and benefits of Project 06/CP to all classes of people, inspire and motivate people to participate in the digital transformation process; mobilize youth union members, cadres and civil servants to be propagandists in mobilizing and guiding people and organizations to participate in implementing administrative procedures (TTHC), public services connected and shared with the National Population Database. Focus on synchronizing measures and solutions to promote the implementation of 43 pilot models according to Coordination Plan No. 62/KHPH-TCDA06/CPTW- BCDDA06/CPHP.

Along with that, it is necessary to strictly implement the reception and processing of online records, not to let the situation of handling records be slow or late; speed up the implementation of digital signature on mobile devices; research and organize the implementation of administrative procedures regardless of administrative boundaries. Research solutions and initiatives to propagate and support people and businesses to perform online public services, increasing the rate of online public services in the area. Speed ​​up the digitization of records and results of handling administrative procedures in Decree No. 45/2020/ND-CP dated April 8, 2020 and Decree 107/2021/ND-CP dated December 6, 2021, linking digitization with the performance of tasks of officials and civil servants in the process of handling administrative procedures; do not require people and businesses to provide documents and results of handling administrative procedures that have been digitized in accordance with regulations. Direct, manage and evaluate the quality of service for people and businesses based on data and real time according to Decision No. 766/QD-TTg dated June 23, 2022 of the Prime Minister, ensuring publicity, transparency, personalization of responsibility, promoting the role of the leader, strengthening discipline and administrative discipline. At the same time, promote the provision of utilities and services for people on the VNeID application such as banking, shopping, payment, education, healthcare, Social Insurance, Driver's License...; maintain security and safety of the City's Administrative Procedure Settlement System to serve the authentication of citizen information through the National Population Database in accordance with regulations; continue to review and arrange funding, human resources, facilities and infrastructure to ensure the implementation of assigned tasks.
