This research project is part of the National Social Sciences and Humanities Program for the period up to 2030, chaired by Assoc. Prof. Dr. Pham Tat Thang, Deputy Director of the Regional Political Academy II.
In the context of the current period of reform, international economic integration, perfecting the socialist political and social system, building a rule of law state, and expanding and promoting the people's right to self-governance, correctly understanding the position and role of the Party in leadership and governance, and subsequently innovating the content and methods of the Party's leadership and governance in this new context, becomes even more important.
In this context, clarifying the scientific arguments for perfecting the Party's leadership and governance system to create momentum for rapid and sustainable national development in the new conditions, and proposing directions and solutions to consolidate and enhance the Party's leadership and governance capacity, is an urgent requirement. This not only helps the Party and the State perfect the theoretical and practical basis of the Party's leadership and governance system in the new context, but also helps realize the overall goal of national development set by the 13th National Congress: "To enhance the Party's leadership capacity, governance capacity, and fighting strength; to build a clean, strong, and comprehensive Party and political system; to consolidate and strengthen the people's trust in the Party, the State, and the socialist regime; to awaken the aspiration for a prosperous and happy country, and to promote the will and strength of national unity combined with the strength of the times."
Based on this, the task aims to analyze, clarify, and deepen the theoretical and practical foundations of perfecting the Party's leadership and governance system; assess and identify bottlenecks and inadequacies in the Party's leadership and governance system; and propose new viewpoints and solutions for building and perfecting the Party's leadership and governance system, meeting the requirements of building a socialist rule of law state in Vietnam, contributing to creating momentum for rapid and sustainable national development in the new context.
This research focuses on clarifying the concept, content, and evaluation criteria of the Party-led and governing institution; analyzing the experiences and institutional models of several ruling parties around the world to draw universal values and lessons for reference. Simultaneously, the research assesses the current state of the Party-led and governing institution in Vietnam before and during the Doi Moi (Renovation) period, particularly since the 11th Party Congress when the concept of "ruling party" was officially recognized in documents, thereby highlighting achievements, limitations, and challenges in the practical implementation of leadership and governance.
Another important focus of the research is analyzing the new context and forecasting the factors impacting the process of perfecting the Party's leadership and governance, including the requirements for building a socialist rule of law state, developing a socialist-oriented market economy, and international integration. Based on this, the research team proposes viewpoints and solutions for perfecting the institution, ensuring that the Party's leadership maintains its political role while enhancing the effectiveness and efficiency of state management and the people's right to self-governance.
The research topic is expected to provide valuable scientific and practical arguments for the work of Party building and rectification, contributing to the improvement of the political system, unlocking resources, and creating momentum for rapid and sustainable national development in the new period.
