In the central area, the ward also aims to develop the urban area to meet the criteria of a high-quality type 1 urban area, adapting to green growth, associated with the preservation and harmonious promotion of the world natural heritage Ha Long Bay and historical relics in the area. For neighboring areas, the ward will focus on completing the model new rural area, developing eco-tourism areas, resort tourism, agricultural and forestry tourism. At the same time, research and develop wind power projects to exploit the potential and advantages of terrain and natural conditions in Hoanh Bo Ward after the merger.
In order to achieve the goal of increasing the proportion of trade, services and tourism in the local economic structure, the ward will create the most favorable environment and conditions for economic sectors in the area to develop trade and services in a modern and professional direction; form culinary service areas to attract tourists in new urban areas according to the planning, linking tourism development with sightseeing and experience activities ; promote the consumption of local agricultural products . In particular, the ward will continue to strengthen the management and promote the effectiveness of cultural and spiritual relic sites such as : Van Phong Pagoda, Troi Temple, Thanh Van Pagoda, Yen My Pagoda, King Le Thai To Temple , Vu Phi Ho Temple... At the same time , exploit the model of agricultural eco-tourism, community discovery and experience , Organize the Guava Festival in 2025 and maintain it annually.

New residential areas are organized according to the spatial morphology and landscape characteristics of the area. Forming key spaces and highlight clusters of works in functional areas, along external traffic routes to organize attractive and lively spaces for the planning area. Forming walking streets in functional areas to create attractive activity spaces for residents and tourists. The green space network, combined with the arrangement of public spaces, community facilities, green parks, squares, associated with the Troi River, is mainly exploited for public services and regional tourism services.
For agricultural, forestry and fishery production , the ward will create conditions for the development of large-scale concentrated production models, expand and improve the efficiency of fruit growing areas and flower growing areas in the area, combined with tourism development and sightseeing experiences; develop family farm and ranch models; continue to support households in developing some of the commune's strengths such as guava, dragon fruit, sugarcane... The ward will strive to have at least 2 key products participating in the OCOP program during its term, mobilizing people to switch from growing acacia to growing trees with high economic value.
Notably, in order to strive to achieve the criteria of a type 1 urban area by 2030, the ward will prioritize resources, intelligence, prepare human resources, focus on implementing digital transformation tasks, developing science and technology synchronously and smoothly, meeting the requirements of international integration. At the same time, complete plans for preservation, renovation, restoration, and construction of historical and cultural relics in the area associated with the orientation of sustainable tourism development; implement village and neighborhood conventions, contributing to protecting, preserving, and promoting traditional cultural values, customs, and practices; maintain festivals. By 2030, the rate of cultural areas will reach 97%; cultural families will reach 95%; the rate of sports families will reach 40% or more; the rate of population regularly practicing sports will reach over 47%.
The ward also focuses on implementing solutions to improve people's lives. In particular, ensuring that social protection beneficiaries are cared for, fully and promptly benefit from social assistance policies according to regulations and support from socialized resources; continuing to maintain a ward with no poor or near-poor households according to new criteria, expanding the coverage of the social security system to informal workers, thereby promoting sustainable development on the shores of Ha Long Bay heritage.
