
According to the draft revised master plan for Hoi An City until 2035, with a vision to 2050, which is currently being prepared for comments from central ministries and agencies, Hoi An has decided to zone III, encompassing the entire area of Thanh Ha ward and Cam Ha commune, as a new urban and rural development zone.
This area covers a total of over 1,319 hectares and will function as a mixed-use urban center with medium building density and height. Simultaneously, it will serve as a new urban area to alleviate pressure on the existing historical city center and create a new focal point for the dynamic and modern city of Hoi An in the future.
According to the leaders of the Hoi An City People's Committee, this area is called a new urban and rural development zone because it will be planned as a community tourism development area linked to agricultural activities.
This area also includes existing rural residential areas and new rural settlements with low building density and height; while still preserving the village structure and maintaining close ties with the surrounding agricultural space.
The above plan is considered reasonable because the Thanh Ha ward and Cam Ha commune areas have many significant cultural and agricultural highlights associated with the local population, especially the Thanh Ha pottery village and the Tra Que vegetable village.

This area will also include a multi-functional cultural park complex covering approximately 105.6 hectares, serving as a new focal point for Hoi An City; acting as a buffer zone connecting the old town and the new town, linking the urban area and the river.
In Thanh Ha ward, there will also be a planned industrial and research-service and urban complex (hospital, sports center) to the west of 28/3 Street.
In addition, Hoi An will also plan a distinctive "agricultural village" area connected to the Co Co River in the north of the city to create and preserve garden-style living spaces; plan an agricultural park associated with the "agricultural village" space and develop community tourism .
Mr. Nguyen Van Son, Chairman of the People's Committee of Hoi An City, said: "Although Thanh Ha ward has been identified as the main new urban development area of Hoi An in the coming period, the city will only limit the maximum building height in Thanh Ha ward to 9 floors. We hope that the competent authorities will support this plan because other areas in Hoi An currently only have a maximum height of 7 floors."
"The Thanh Ha area, bordering Dien Ban, has a height limit of 9 stories, which is appropriate to be compatible with heritage cities like Hoi An; it also contributes to more efficient use of land resources, leaving some vacant space for parks and green areas."
The consortium of consultants for the Hoi An City planning project further advises against pushing Hoi An's population target too high in the planning document in order to meet the urban classification criteria.
Because if the population target is raised too high compared to the calculations, it will inevitably lead to population concentration in this area, and then the 9-story height limit in the planning will not be sufficient for Thanh Ha and Cam Ha areas, leading to the risk of disrupting the existing urban structure of Hoi An.
