Policy credit helps poor households secure stable housing.

The housing support credit program for poor households is a deeply humane social welfare policy of the Party and State, contributing to helping many poor and disadvantaged households gradually realize their dream of "settling down and making a living". Through preferential capital from the Social Policy Bank, thousands of households in the province have had the opportunity to build new houses or repair existing ones, stabilize their lives, confidently develop their economy, and rise out of poverty sustainably.

Over the years, the Provincial Branch of the Social Policy Bank has actively and effectively implemented the loan program to support poor households with housing, in accordance with the Government 's policy and the regulations of the superior bank. Annually, based on the central government's allocated capital targets, the Social Policy Bank proactively advises the Board of Directors at the same level to allocate capital in a manner appropriate to the local situation.

In addition, the unit closely coordinates with local Party committees, authorities, and entrusted socio-political organizations to review the loan needs of households; organizes public and fair assessments to ensure timely disbursement, creating favorable conditions for poor households to build new houses or repair existing ones. Regular and strict inspection and monitoring of loan utilization are carried out to ensure that borrowers use the funds for the intended purpose and fulfill their obligations to repay principal and interest as stipulated.

The Vinh Tuong branch of the Social Policy Bank disburses policy funds, including loans for building new houses and repairing existing ones for poor and near-poor households.

At the Vinh Tuong branch of the Social Policy Bank, the credit program supporting poor households in building houses has helped many families in the communes of Vinh Tuong, Vinh Phu, Vinh Hung, Vinh Thanh, Vinh An, and Tho Tang gradually stabilize their lives. The spacious house worth over 800 million VND belonging to Mr. Nguyen Duy Hung's family in Cam Gia village, Vinh Phu commune, is clear evidence of the effectiveness of policy credit funds.

Mr. Hung shared: "Previously, my family lived in a dilapidated house, and every time the rainy season came, we were always worried about our safety. Thanks to access to preferential housing loans for poor households from the Social Policy Bank, along with savings and additional loans from relatives, my family has built a new, spacious, and sturdy house. Since having the new house, my family has more motivation to improve our lives, work and produce with peace of mind, develop the economy , and repay the bank loan on time.”

Not only Hung's family, but many other poor households in the area have also received support from the housing credit program. This has helped these households secure stable housing, allowing them to work and produce with peace of mind, increase their income, and gradually escape poverty sustainably.

Comrade Dao Duc Luan - Director of the Vinh Tuong Branch of the Social Policy Bank, said: “The housing credit program has always been a priority for our unit, implemented alongside other policy credit programs to support poor and near-poor households in settling down and stabilizing their lives. From 2020 to the present, the unit has disbursed loans to 130 customers for building new houses or repairing existing ones, with a total outstanding loan balance of approximately 50 billion VND. Currently, there are 65 customers with outstanding housing loans totaling over 24 billion VND.”

In practice, policy credit funds have actively contributed to supporting poor households and other policy beneficiaries in improving their housing conditions and enhancing their quality of life. Currently, the Provincial Branch of the Social Policy Bank is providing housing loans to over 2,000 households with a total outstanding balance of over 810 billion VND. In the first five months of 2026 alone, 192 customers received loans. Not only does the program help people have stable housing, but it also contributes to effectively achieving the goal of sustainable poverty reduction, ensuring social security, and fulfilling the housing criteria for residents in the new rural development program in the locality.

To further enhance the effectiveness of the program in the future, the Provincial Social Policy Bank has determined to continue closely following the directives of the Government, the Vietnam Social Policy Bank, and local Party committees and authorities in implementing policy credit programs on housing. At the same time, it will proactively coordinate with relevant departments and organizations to accurately identify eligible beneficiaries, prioritizing poor and near-poor households and policy-beneficiary families facing housing difficulties.

In addition, the Social Policy Bank is strengthening its efforts to mobilize capital from the central and local governments to meet the growing borrowing needs of the people. It is also stepping up its communication efforts to ensure people understand the policies and have easy access to capital; improving the quality of inspection and supervision to ensure that loan capital is used for its intended purpose and effectively.

With the involvement of the entire political system and the support of the Social Policy Bank, the credit program to support poor households in building houses continues to spread its profound humanitarian significance, helping many families realize their dream of having a place to live, stabilizing their lives, creating a solid foundation for economic development and achieving sustainable poverty alleviation.
