(gialai.gov.vn) – On the afternoon of October 16, the Provincial People's Committee held a thematic conference on financial management, budget, and public investment at the commune level. The conference was held directly at the Provincial People's Committee headquarters and connected online to 135 bridge points of communes and wards in the province. Chairman of the Provincial People's Committee Pham Anh Tuan chaired the conference. Attending the conference at the Provincial People's Committee bridge point were Vice Chairmen of the Provincial People's Committee: Nguyen Tuan Thanh; Nguyen Tu Cong Hoang; Nguyen Huu Que. Together with representatives of leaders of relevant departments and branches.

According to the report of the Department of Finance on finance, budget and public investment, after the merger of the province and the two-level local government into operation, the Department of Finance reported to the Provincial People's Committee to submit to the Gia Lai Provincial People's Council to issue Resolutions on the state budget estimates for 2025 for new entities from July 1, 2025; coordinate with the State Treasury to organize funding for agencies, units and localities to operate immediately after the arrangement. To ensure the smooth operation of the government apparatus, without financial congestion, the financial agencies, Tax units and the State Treasury have coordinated to review, compare and synthesize to implement database conversion when the two-level government comes into operation.

At the same time, the Department of Finance has guided the Departments, branches, sectors, units and 135 communes and wards in the work of handing over finance - budget and organizing the implementation of the 2025 budget estimate; guided the administrative and public service units of communes and wards to apply the Accounting regime according to regulations; the work of preparing, implementing and finalizing the budget; managing investment finance; managing the budget... These are the first and basic tasks to carry out the general finance - budget work of communes and wards. Along with the guidance, the Department of Finance also organized inspections, urged and directly guided commune-level units in the work of finance and budget management.

Regarding the budget revenue and expenditure results, in the first 9 months of 2025, the total state budget revenue in the province reached more than 20,813 billion VND, reaching 86.4% of the estimate. Total local budget expenditure reached 28,177 billion VND, reaching 65.2% of the estimate. Disbursement of public investment by October 5, 2025 reached 54.05% compared to the plan assigned by the People's Council.

At the meeting, the leaders of the Department of Home Affairs reported on the organization of the Economic Department, the plan to arrange the staff and civil servants; the leaders of the State Treasury of Region XV reported on the arrangement and reorganization of transaction offices; the leaders of the Provincial Tax Department reported on the organization of tax collection.

Representatives of communes and wards also reported on the implementation of financial management, budget, and public investment at the grassroots level, and pointed out many difficulties and problems related to accounting and finance, public investment disbursement, organizational arrangement, establishment of commune-level project management boards, budget revenue and expenditure, site clearance, contractor management, etc.

Regarding the difficulties, problems and recommendations of the communes and wards, the provincial leaders and leaders of departments and branches directly discussed, answered and directed specific handling directions right at the conference.

Concluding the conference, Chairman of the Provincial People's Committee Pham Anh Tuan emphasized: After a period of operating the 2-level local government model, thanks to prior preparation, the implementation of financial and budgetary tasks has basically been smooth and effective. In the coming time, the Chairman of the Provincial People's Committee requested departments and branches to continue to provide professional guidance and implementation in the direction of "holding hands and showing work" (if necessary), or mobilize and second department and branch officials to the commune level to guide and improve the capacity of commune and ward officials. At the same time, advise the Provincial People's Committee on budget sources for localities, ensuring reasonableness, savings and no interruptions, especially regular expenditures.

The Chairman of the Provincial People's Committee assigned relevant departments and branches to study and advise the Provincial People's Committee to establish a Finance - Planning Department at the commune level. However, while waiting for the establishment, the Chairman of the Provincial People's Committee suggested that there should be a department in the Economic Department to take charge of finance and budget so that this task can be implemented smoothly and effectively.

For central units in the province such as the Treasury and Tax, the Chairman of the Provincial People's Committee suggested that they should increase their visits to the localities to support and grasp the actual situation to remove difficulties for the commune level. At the same time, focus on converting financial data after the merger.

For localities, the Chairman of the Provincial People's Committee emphasized that it is necessary to consider financial and planning work as important; commune-level leaders and officials working in finance must have a firm grasp of professional work, research documents to properly implement and apply legal regulations. In addition, localities need to pay attention to the work of arranging and assigning officials to do financial work, initially arranging internally, if there is a shortage of officials, it is possible to propose to the province to arrange and increase officials at the commune level. Focus on socio-economic development, speed up site clearance and commune planning. Resolve thoroughly and on time, especially regular expenditures on social security.

The Chairman of the Provincial People's Committee also requested commune-level leaders to uphold their sense of responsibility and public ethics, handle work thoroughly, in accordance with the law, and stand on the side of the legitimate interests of the people and businesses.
