This morning, June 13th, the Standing Committee of the Provincial Party Committee held its 17th meeting of the Provincial Party Committee's Executive Committee, 17th term, 2020-2025, to discuss and approve the conclusions on the socio-economic situation in the first six months of the year, tasks and solutions for the last six months of 2024, and to implement some contents related to the Party congresses at all levels for the 2025-2030 term. At the conference, based on an analysis of the causes of achievements, shortcomings, and limitations, as well as suggestions from Provincial Party Secretary Le Quang Tung, the delegates focused on discussing and agreeing with the report of the Party Committee of the Provincial People's Committee presented by Chairman of the Provincial People's Committee Vo Van Hung, and unanimously adopted the Socio-Economic Conclusion as the basis for implementation in the last six months of 2024.

Accordingly, in the first six months of 2024, the province's Gross Regional Domestic Product (GRDP) is estimated to increase by 5.02% compared to the same period last year. Total budget revenue in the province is estimated at VND 2,200 billion, reaching 56.4% of the local budget estimate and 56.5% of the central government budget estimate, an increase of 20% compared to 2023. Total social investment implemented in the province is estimated at VND 9,381.6 billion, an increase of 3.95% compared to the same period last year and reaching 35.4% of the annual plan.
Total retail sales of goods and consumer service revenue are estimated at VND 17,292.82 billion, an increase of 12.29% compared to the same period last year and reaching 50.9% of the annual plan. Import and export turnover through the province in the first six months of the year is estimated at USD 381 million, an increase of 27% compared to the same period last year, of which exports reached USD 133 million, an increase of 39%, and imports reached USD 248 million, an increase of 22%.
Since the beginning of the year, the province has attracted 13 investment projects with a registered capital of 2,134.94 billion VND, and has also maximized support from the Government and central ministries and agencies, focusing on directing and accelerating the progress of key and strategic projects of the province.
Tourism activities showed signs of improvement, with the total number of tourists visiting Quang Tri estimated at 1,433,000, an increase of 20.2% compared to the same period, and social revenue estimated at 1,062 billion VND, an increase of 27% compared to the same period in 2023.
Social, health, and educational tasks received due attention, ensuring that the set requirements were met. National defense and security were strengthened, ensuring political security, order, and social safety. The national target program for building new rural areas has resulted in 75 out of 101 communes achieving new rural area standards, and dossiers for two new rural districts, Vinh Linh and Trieu Phong, are currently being submitted to the Ministry of Agriculture and Rural Development for appraisal...
At the conference, delegates discussed and pointed out several shortcomings and limitations, such as low growth in the industrial, construction, trade, and service sectors, and low industrial production index compared to the same period last year. Public investment disbursement was low; land clearance work still faced many obstacles and difficulties, leading to delays in project progress, especially the land clearance for the Van Ninh - Cam Lo section of the expressway and some other important projects. The provincial competitiveness index has not improved significantly.

In response to the requirements, the Provincial Party Committee discussed 10 groups of tasks and solutions for socio-economic development in the last six months of 2024. Accordingly, the province will review the key tasks and priorities outlined in Conclusion No. 497 dated November 29, 2023, and the conclusions of the Provincial Party Standing Committee, the Provincial Steering Committee for Major Holidays, the Provincial Steering Committee for Key Projects, and the Provincial Steering Committee for Land Clearance related to the socio-economic tasks of sectors, localities, agencies, and units, focusing on directing their implementation...
At the conference, Phan Van Phung, Head of the Provincial Party Committee's Organization Department, reported on the draft proposal and decision to establish subcommittees for the 18th Provincial Party Congress, term 2025-2030, and some related issues concerning the implementation of party congresses at all levels.
In his concluding remarks at the conference, Provincial Party Secretary Le Quang Tung analyzed and highlighted the causes of existing limitations in each issue, thereby requesting that Party committees, governments, agencies, and units in the province closely adhere to the current practical situation as well as the new laws and documents from the central government that will begin implementation in July 2024, ensuring synchronous and effective implementation throughout the province. He also urged the prompt development and issuance of a plan to implement the Quang Tri Provincial Planning for the period 2021-2030, with a vision to 2050, and related plans for socio-economic development.
In addition, focus on leading and directing land clearance work, coordinating to promptly address difficulties and obstacles, and quickly handing over land to serve the implementation of key projects in the province.
Develop a specific plan to implement tasks and solutions to accelerate the disbursement of public investment funds, and resolutely address projects that are delayed or violate investment commitments. Continue to effectively carry out budget revenue and expenditure tasks, striving to complete the state budget revenue forecast for 2024, ensuring funding for the implementation of the new salary policy and social security policy.
On the other hand, effectively implementing programs and projects to improve the investment and business environment, enhance competitiveness, develop enterprises, and promote investment attraction for key projects in the province's economic zones, industrial parks, and tourism service zones in accordance with the planning is crucial.
Continue implementing tasks and solutions to improve and enhance the PCI index and strive to improve the provincial competitiveness index. Focus on developing industry and construction in accordance with the plan, linked to the provincial plan; implement solutions to promote growth in the industry and construction sector, determined to achieve the set growth targets.
In the cultural and social fields, focus will be placed on preparing well for the 2024-2025 school year, ensuring social welfare, religious and ethnic affairs, as well as successfully organizing a series of activities in the 2024 Peace Festival, the 2024 Vietnamese Ethnic Cultures Festival in Quang Tri, the 70th anniversary of the Vinh Linh District Traditional Day and the 70th anniversary of the establishment of the Vinh Linh Special Zone, and the 80th anniversary of the founding of the Vietnam People's Army. Care and implementation of policies and regulations for those who have rendered meritorious service to the nation will be prioritized. Solutions to consolidate and strengthen national defense and security will continue to be implemented, along with directing the successful completion of the 2024 district-level defense zone exercises and disaster prevention and search and rescue exercises.
The Executive Committee of the Provincial Party Committee, 17th term, unanimously agreed with the draft proposal and decision to establish subcommittees for the 18th Provincial Party Congress, and the plan to implement Directive No. 35 dated June 10, 2024, of the Politburo on party congresses at all levels in the province leading up to the 14th National Congress of the Party.
The Provincial Party Committee authorized the Standing Committee of the Provincial Party Committee to direct the compilation and incorporation of feedback, both direct and written, from the conference for consideration and signing, as a basis for implementing the next steps.
