At the 19th Conference, the Executive Committee of the City Party Committee (17th term) will meet to discuss and give opinions on: Supplementing and amending the Working Regulations of the Executive Committee of the City Party Committee, the Standing Committee of the City Party Committee, and the Standing Committee of the City Party Committee of the 17th term, and the Regulations on personnel management, decentralization of personnel management, and appointment and nomination of candidates; giving opinions on the first draft of the Political Report of the Executive Committee of the City Party Committee of the 17th term to be presented at the 18th City Party Congress; and personnel work.
Increase the proactive approach of the government in resolving issues.
In her opening remarks at the Conference, Hanoi Party Secretary Bui Thi Minh Hoai emphasized that regarding the proposed amendments and additions to the Working Regulations of the 17th Hanoi Party Committee and the Regulations on Cadre Management, Decentralization of Cadre Management, and Appointment and Nomination of Cadres, the Working Regulations of the Hanoi Party Committee were issued promptly after the successful conclusion of the 17th Hanoi Party Congress. The implementation of these regulations has been carried out seriously, effectively fulfilling the duties and powers of the Executive Committee, Standing Committee, and the Standing Board of the City Party Committee, as well as individual members of the Executive Committee, Standing Committee, the City Party Secretary, and the Deputy City Party Secretaries. Furthermore, it has effectively addressed the working relationships of the City Party Committee, Standing Committee, and Standing Board in leading and directing Party building, socio- economic development, national defense and security, and all aspects of social life in the city.
The working regulations of the City Party Committee's Executive Board are also regularly supplemented and amended to maximize efficiency and meet the requirements of the City Party Committee's tasks.
According to the City Party Secretary, at this meeting, the City Party Committee continued to discuss and decide on amendments and additions to several articles in the working regulations of the City Party Committee to include new content resulting from the decentralization and delegation of authority to Hanoi City by the Central Committee. This aims to ensure the promotion of decentralization and delegation of authority, increasing the proactive role of the government in resolving issues within its jurisdiction and according to the law; strengthening administrative reform within the Party, ensuring the principle of comprehensive Party leadership without interfering with, replacing, or neglecting leadership responsibilities.
At the same time, to ensure consistency between the City Party Committee's Regulations and Rules, the Standing Committee of the City Party Committee also proposed issuing a Decision to amend and supplement several articles and clauses of Regulation No. 12-QD/TU dated May 8, 2023, on personnel management, decentralization of personnel management, and appointment and nomination of candidates for positions, to conform with the amended and supplemented contents of the City Party Committee's Working Regulations.
Hanoi Party Secretary Bui Thi Minh Hoai requested that the City Party Committee carefully study and discuss democratically and frankly to contribute to, supplement, and finalize the working regulations of the City Party Committee, the regulations on cadre management, the decentralization of cadre management, and the appointment and nomination of candidates for positions. She also suggested that, based on practical experience in directing and implementing tasks, the comrades could add content beyond what the Standing Committee of the City Party Committee has already presented.
Provide feedback on the continuity and feasibility reflected in the targets set for the next term.
Regarding the first draft of the Political Report to be presented at the 18th Congress of the Hanoi City Party Committee, Hanoi Party Secretary Bui Thi Minh Hoai emphasized that the Political Report to be presented at the 18th Congress of the Hanoi City Party Committee is very important, embodying the wisdom of the Party Committee, and is the central report among the documents presented to the Party Congress. Therefore, it needs to be prepared thoroughly and early so that the City Party Committee can discuss it.
"The first draft of the Political Report presented to the City Party Committee today was prepared early by the Document Subcommittee, reporting and incorporating feedback from the Standing Committee of the City Party Committee. In a spirit of democracy and objectivity, and leveraging the wisdom and experience of the comrades in the City Party Committee, I request that you focus your discussions and continue to contribute your opinions to reach a consensus on the guiding principles and themes of the congress," the City Party Secretary emphasized.
Regarding the evaluation and review of the implementation of the goals and targets of the Resolution of the 17th City Party Congress, the City Party Secretary requested that the City Party Committee focus on discussing the assessment of the global, regional, national, and city situations that have impacted and influenced the results of implementing the Resolution of the 17th City Party Congress. They should assess the strengths, results, and achievements, as well as the shortcomings, limitations, weaknesses, difficulties, and bottlenecks related to the release of resources for socio-economic development; the causes and lessons learned, and whether these have been fully, comprehensively, and objectively presented in the draft report, and what content needs to be added or adjusted...
Regarding the overall goals of the Hanoi Capital City Congress until 2030, with a vision to 2045, the draft political report closely adheres to the achievements of the 17th Party Congress of Hanoi City. The City Party Secretary emphasized the requirement to closely follow Resolution No. 15-NQ/TW of the Politburo to set out the overall goals and 23 specific targets for socio-economic development and Party building, as well as 6 tasks and 3 breakthroughs to achieve the goals and targets set for the 2025-2030 term.
The Secretary of the Hanoi City Party Committee requested that members of the City Party Committee provide feedback on the continuity and feasibility of the targets set for the next term, whether they can be achieved, and whether the proposed tasks, solutions, and breakthroughs are comprehensive enough, emphasizing and prioritizing which tasks should be emphasized.
Regarding personnel matters, according to Hanoi Party Secretary Bui Thi Minh Hoai, in order to complete and supplement the membership of the City Party Committee's Inspection Committee for the 2020-2025 term in accordance with the current vacancies, the Standing Committee of the City Party Committee is implementing the process in accordance with regulations. At this meeting, the City Party Committee will present to the City Party Committee Executive Committee the proposal to elect one additional member to the City Party Committee's Inspection Committee to ensure that the Committee operates according to regulations.
According to Hanoi Party Secretary Bui Thi Minh Hoai, in recent times, Hanoi, along with the rest of the country, has faced numerous difficulties and challenges, particularly the unpredictable natural disasters and climate change, which at times caused significant losses of life and property for the State and the people, such as the recent Typhoon Yagi (Typhoon No. 3). However, the City Party Committee and Party committees at all levels have closely followed the Central Committee's directives, focusing on leading, directing, and promptly and decisively implementing solutions to prevent and mitigate floods and storms, and overcome the consequences of Typhoons No. 2 and No. 3, ensuring the safety of the people and minimizing losses of life and property.
To suit the context of the capital and the whole country focusing on supporting people affected by storms and floods, demonstrating the responsibility of the capital and the spirit of "Hanoi for the whole country, together with the whole country," Hanoi has provided over 83 billion VND to provinces and cities severely affected by storms and floods. The city has successfully implemented many major events such as regional defense exercises; activities commemorating the 70th anniversary of the Liberation of the Capital were adjusted in scale, organized solemnly and economically with practical significance, arousing and fostering pride and a sense of responsibility among officials and people of the capital, determined to build Hanoi – the heart of the nation – into a cultured, civilized, and modern capital.
On behalf of the Hanoi City Party Committee, Hanoi Party Secretary Bui Thi Minh Hoai respectfully thanked the Politburo, the Secretariat, and the central agencies; she also expressed gratitude, commendation, and high appreciation for the efforts of all agencies, departments, and organizations of the city, and the support of the people of Hanoi, which have contributed to the city's successes in the recent past.
Hanoi Party Secretary Bui Thi Minh Hoai emphasized that the contents presented at this meeting of the City Party Committee are very important, contributing to the renewal of the Party Committee's leadership methods as well as setting major directions for the construction and development of the Capital in the coming years. The Party Secretary requested that delegates uphold a high sense of responsibility, promote democracy, focus on studying and discussing, and contribute many insightful and relevant opinions to finalize the Reports, Draft Resolutions, and Conclusions of the City Party Committee, for consideration and decision at the end of the meeting.
Proposed amendments to the Rules of Procedure of the City Party Committee.
Next, Standing Committee member of the City Party Committee, Head of the City Party Committee's Organization Department Vu Duc Bao presented the City Party Committee's report on: (1) Supplementing and amending the Working Regulations of the City Party Committee, the Standing Committee of the City Party Committee, and the Standing Committee of the City Party Committee of the 17th term; (2) Supplementing and amending Regulation No. 12-QD/TU dated May 8, 2023 of the Hanoi City Party Committee on "Management of cadres, decentralization of cadre management and appointment and nomination of candidates for cadres".
The report clearly states the necessity of amending and supplementing the City Party Committee's working regulations No. 09-QC/TU; the principles and forms of amending and supplementing working regulations No. 09-QC/TU; and proposes specific amendments for the following areas: socio-economic affairs; planning; investment; and the duties and powers of the members of the City Party Committee's Standing Committee.
At the same time, the Proposal proposes the abolition of several provisions related to the working regulations, including: the Standing Committee of the City Party Committee deciding on study and work trips domestically and abroad for officials under the management of the Standing Committee of the City Party Committee (which has been delegated to the Deputy Secretaries of the City Party Committee as proposed in the Proposal).
In the Proposal to amend Regulation No. 12-QD/TU dated May 8, 2023, of the Hanoi City Party Committee on "Management of cadres, decentralization of cadre management, and appointment and nomination of candidates for positions," the Standing Committee of the City Party Committee also proposed amendments and additions to the following contents: Decentralization of cadre management for members of the Standing Committee of the City Party Committee; Procedures for requesting approval for cadre work for positions under the management of the Standing Committee of the City Party Committee; and the process of nominating personnel within the organization.
Finalizing the Draft Political Report to be submitted to the 18th Congress of the Hanoi City Party Committee.
At the Conference, Standing Committee member and Head of the Propaganda Department of the City Party Committee, Nguyen Doan Toan, presented the Standing Committee's report on the first draft of the Political Report of the 17th City Party Committee to be submitted to the 18th City Party Congress.
In the report, the Standing Committee of the City Party Committee reported and sought the opinion of the City Party Committee on the first draft of the Political Report to be presented at the 18th City Party Congress, including: incorporating and refining the theme and motto of the 18th City Party Congress; and the process of developing the first draft of the Political Report.
At the same time, the Standing Committee of the City Party Committee also sought the opinion of the City Party Committee on several key contents of the first draft of the Political Report, including: an assessment of the global, regional, national, and city situation (over the past five years and forecasts for the future); an assessment of the results and limitations in implementing the Resolution of the 17th City Party Congress; opinions on the overall goals of Hanoi Capital City by 2030, with a vision to 2045; the main targets for the city by 2030; the main tasks and breakthroughs for the 2025-2030 term; and key solutions for the five-year period from 2025-2030...
Moderating the discussion, Deputy Secretary of the Hanoi City Party Committee and Chairman of the Hanoi People's Committee Tran Sy Thanh suggested several points related to promoting decentralization and delegation of authority, and removing institutional bottlenecks to finalize the first draft of the Political Report of the 17th Hanoi City Party Committee to be presented at the 18th Hanoi City Party Congress.
At the Conference, delegates unanimously agreed on the "Supplementation and amendment of the Working Regulations of the City Party Committee, the Standing Committee of the City Party Committee, and the Executive Committee of the City Party Committee of the 17th term" and the supplementation and amendment of Regulation No. 12-QĐ/TU dated May 8, 2023, of the Hanoi City Party Committee on "Management of cadres, decentralization of cadre management, and appointment and nomination of candidates for positions".
At the same time, they contributed many opinions to the first draft of the Political Report of the Executive Committee of the City Party Committee, 17th term, presented to the 18th City Party Congress.
Following the discussion, Deputy Secretary of the City Party Committee Nguyen Van Phong, on behalf of the Standing Committee of the City Party Committee, reported on the acceptance and explanation of the opinions contributed by delegates on the contents presented at the conference.
Next, the Standing Deputy Secretary of the City Party Committee, Nguyen Thi Tuyen, presented the draft Resolution of the 19th Conference of the City Party Committee (17th term). 100% of the delegates unanimously approved the Resolution.
Accelerate the completion of the set targets and tasks.
In her closing remarks at the Conference, City Party Secretary Bui Thi Minh Hoai emphasized several major and important issues and summarized the main results achieved by the Conference.
Regarding the amendments and additions to the Working Regulations of the 17th City Party Committee and the Regulations on personnel management, decentralization of personnel management, and appointment and nomination of candidates, the City Party Committee unanimously agreed on the proposed amendments and additions to the Working Regulations of the Executive Committee presented by the Standing Committee of the City Party Committee at the Conference, as well as some valuable contributions and suggestions from delegates.
The Party Secretary emphasized that the proposed amendments to the Working Regulations ensure the principle of comprehensive Party leadership without interfering with or replacing the government, adhering to Party regulations and State laws in the spirit of promoting reasonable decentralization and delegation, clearly defining the tasks, powers, and authority of each level; and fully updating the regulations in new Party and State documents regarding related contents...
The Secretary of the City Party Committee instructed the City Party Committee's Organization Department and the City Party Committee Office to synthesize and incorporate as many suggestions as possible from the members of the City Party Committee's Executive Committee; finalize the document, and submit it to the Standing Committee of the City Party Committee for consideration and promulgation in October 2024 for unified implementation throughout the entire Party organization.
Regarding the first draft of the Political Report to be presented at the 18th Congress of the Ho Chi Minh City Party Committee, the City Party Secretary affirmed that the City Party Committee highly appreciates the responsibility of the Document Subcommittee and the Standing Committee of the City Party Committee in preparing the draft Political Report for this Congress. The draft Political Report was meticulously and seriously prepared, closely adhering to the detailed outline approved by the City Party Committee at its 18th meeting and inheriting the report-making approach of the previous term...
Party Secretary Bui Thi Minh Hoai particularly noted that, in recent times, General Secretary To Lam has written many articles with the spirit of directing the continued strong innovation of the Party's leadership and governance methods; on digital transformation, and on combating waste. These new guiding principles are also being updated and added to the draft documents of the 14th Party Congress by the Central Document Subcommittee.
“Immediately after this Conference, I request that the Standing Committee of the City Party Committee and the Document Subcommittee continue to uphold a high sense of responsibility, proactively, urgently, and seriously incorporate the opinions of the conference to finalize the second draft of the Political Report to be submitted to the City Party Committee for comments at the 21st Conference (to be held in January 2025) according to the set plan,” said the Secretary of the Hanoi City Party Committee.
Hanoi Party Secretary Bui Thi Minh Hoai emphasized that only one year remains until the 18th Congress of the Hanoi Party Committee; time is running out, but the workload is immense. She urged the Hanoi Party Committee to focus its leadership on accelerating progress and ensuring the completion of targets set by the 17th Congress; to concentrate on leading and directing the disbursement of public investment; to decisively address difficulties and obstacles in serving key national and city programs; and to uphold the responsibility of serving the people and businesses.
The Secretary of the Hanoi City Party Committee requested that the comrades in the Document Subcommittee and supporting departments dedicate their time, effort, and scientific working methods to complete the work ensuring quality and progress. He urged City Party Committee members and heads of Party committees and government at all levels to uphold a high sense of responsibility and focus intensely on leading and directing efforts to achieve the highest possible level of fulfillment of the goals, targets, and tasks set forth by the 17th Hanoi City Party Congress and Party Congresses at all levels, and to prepare well for the successful organization of Party Congresses at all levels, leading up to the 18th Hanoi City Party Congress.
The Secretary of the City Party Committee requested the Party Committee of the City People's Committee to promptly direct the evaluation, commendation, and rewarding of organizations and individuals with outstanding achievements in flood and storm prevention and control, and to organize activities commemorating the 70th anniversary of the Liberation of Hanoi.
The Standing Deputy Secretary of the Thanh Tri District Party Committee was elected as a member of the Hanoi City Party Committee's Inspection Committee.
On the morning of October 23, at the 19th meeting, the Executive Committee of the Hanoi City Party Committee elected Comrade Nguyen Viet Phuong, Permanent Deputy Secretary of the Thanh Tri District Party Committee, as a member of the City Party Committee's Inspection Committee (17th term).
Comrade Nguyen Viet Phuong, born in 1977, was formerly the Deputy Director of the Department of Transport. In December 2016, he was transferred to the Executive Committee and Standing Committee, holding the position of Deputy Secretary of the Thanh Tri District Party Committee, 23rd term, 2015-2020. At the 24th Congress of the Thanh Tri District Party Committee, 2020-2025 term, Comrade Nguyen Viet Phuong was re-elected to the Thanh Tri District Party Committee Executive Committee and was entrusted with the position of Permanent Deputy Secretary of the District Party Committee.
