According to Resolution 115, the Hanoi City People's Council has the authority to decide whether to allow districts to use district-level budgets to support disadvantaged districts in implementing the National Target Program for building new rural areas.
Resolution 115, first issued by the National Assembly , has helped Hanoi thoroughly resolve difficulties and obstacles related to district-level budget allocation to support rural development in accordance with the general spirit of the Hanoi City Party Committee; creating a legal framework and contributing to maximizing the mobilization of resources for the implementation of the National Target Program on rural development.
Following the expansion of the capital's administrative boundaries according to Resolution No. 15/NQ-TW of the 12th National Assembly, Hanoi has the second largest number of commune-level administrative units in the country. The new rural development program also faces many difficulties and challenges, especially since the city does not receive investment resources from the central government.

The challenges facing the capital city.
Recalling the early days of implementing the National Target Program for building new rural areas, former Head of the Hanoi Rural Development Sub-Department, Le Thiet Cuong, acknowledged that despite its status as the capital city, Hanoi's rural development efforts still faced many difficulties and challenges.
The reason is that after the expansion of the administrative boundaries of the capital city according to Resolution No. 15/NQ-TW of the 12th National Assembly, the number of commune-level administrative units implementing the new rural development program in Hanoi is very large. Furthermore, the rural area has expanded, and the topography of the population distribution has diversified, ranging from plains to midlands and mountainous regions.
In particular, Hanoi has 14 communes inhabited by ethnic minorities and mountainous areas that were formerly part of Ha Tay province and Luong Son district ( Hoa Binh province). These are localities with very limited socio-economic conditions; some areas in Ba Vi and My Duc districts are even still classified as "particularly disadvantaged villages and communes" nationwide.
Furthermore, agricultural land still accounts for a very large proportion of Hanoi's land area. The majority of the population lives in rural areas. Their economic livelihoods depend heavily on traditional farming, while the infrastructure supporting production remains limited and lacks comprehensive investment.
Along with the challenges of a limited starting point, Hanoi also faces certain limitations in investment resources. According to Tran Nhat Lam, Deputy Chief of the Central Office for New Rural Development Coordination, right from the beginning of the National Target Program for New Rural Development, Hanoi has been one of the localities that had to be self-reliant in terms of resources.
This means that for nearly 15 years, the central government has not provided Hanoi with funding to carry out the task of building new rural areas. According to Mr. Tran Nhat Lam, this is a very different characteristic, a difficulty for Hanoi compared to other localities nationwide in the process of building new rural areas.
Achievements and tasks set forth
The Hanoi Party Committee has always recognized that agriculture, farmers, and rural areas play a particularly important role in the development of the capital city. Developing agriculture, farmers, and rural areas, with a focus on building new rural areas, is considered by the city as a continuous task, with the spirit of "having a starting point but no end point."
Recognizing the significance and importance of agriculture, farmers, and rural areas, during the 15th and 16th terms of the Hanoi City Party Committee, the Hanoi City Party Committee issued Action Program No. 02/CTr-TU for the periods 2010-2015 and 2016-2020, identifying this as a major, central work program for the entire term to organize and implement the goals and tasks.
According to Nguyen Van Chi, Deputy Head of the Standing Office of the Hanoi New Rural Development Program Coordination Office, as of June 2020, Hanoi has 6 district-level administrative units recognized by the Prime Minister as meeting the new rural development standards: Dan Phuong, Dong Anh, Thanh Tri, Hoai Duc, Quoc Oai, and Gia Lam. In addition, 356 out of 382 communes have met the new rural development standards, and 18 communes have met the advanced new rural development standards. The entire city has not yet had any communes recognized as achieving the model new rural development standard.
"From 2016 to June 2020, Hanoi mobilized approximately 58,000 billion VND to implement the new rural development program. However, the resources for new rural development mainly came from the state budget; attracting social resources has not been significant," Mr. Nguyen Van Chi added.
With 356 communes achieving the new rural standard as of June 2020, Hanoi leads the country in the number of commune-level administrative units that have reached this goal. However, with 12 out of 18 district-level administrative units and 26 communes yet to achieve this goal, the task of building new rural areas for Hanoi remains extremely challenging.
The knot has been untied.
In the context of the urgent challenges posed by the task of building new rural areas, the Hanoi City Party Committee, 17th term, continued to issue Program No. 04-CTr/TU to further direct the implementation of the National Target Program for building new rural areas.
During the implementation process, Hanoi has adopted many innovative approaches to mobilize local resources in accordance with the directives of the Hanoi City Party Committee. Particularly noteworthy is the policy of "supporting suburban areas in building new rural areas" through "sister district" activities, mutual assistance, and support in building and improving infrastructure for suburban districts.
Hanoi's initiative has received significant attention and support from the National Assembly. Based on the city's proposal, on June 19, 2020, the 14th National Assembly issued Resolution No. 115/2020/QH14 on piloting a number of specific financial and budgetary mechanisms and policies for Hanoi (hereinafter referred to as Resolution 115).
One of the provisions of Resolution 115 is that the Hanoi City People's Council has the authority to decide and authorize districts to use district-level budgets to support disadvantaged districts in implementing the National Target Program for building new rural areas.
Resolution 115, first issued by the National Assembly, has helped Hanoi thoroughly resolve difficulties and obstacles related to district-level budget allocation to support districts in implementing the National Target Program for New Rural Development; creating a legal framework and favorable basis for districts to concretize the policy of supporting districts in building new rural areas in accordance with the general spirit of the Hanoi City Party Committee.
Hanoi's achievements in building new rural areas over the past years have affirmed the correctness and humane spirit of Resolution 115; deepened solidarity among districts and counties; and created an important impetus for the city to continue to develop its endogenous resources, aiming to achieve even more impressive results, worthy of being the "leading flag" in building new rural areas nationwide.
