The local authorities consider accelerating the progress of the clean water supply project for the floodplain area a top priority and are giving it strong direction.
People's aspirations
Mr. Ta Van Ha (Kim Lu village, Thuong Coc commune), nearly 70 years old, has never had the opportunity to use clean water from a centralized source. To obtain water for daily use, his family hired someone to drill a well 30 meters deep. However, the water quality is not yet satisfactory. Concerned about the health of his family, Mr. Ha invested in installing a water filtration system; but due to the limited capacity of the equipment, the water supply is only sufficient for cooking and drinking. For other activities such as bathing and washing clothes, his family still has to use water from the drilled well.

Not far from Thuong Coc commune, hundreds of households in Van Phuc commune are also eagerly awaiting the arrival of a centralized clean water supply. Ms. Dang Thi Dan (village 6, Van Phuc commune) said that her family currently uses filtered well water. However, even after filtration, the water still has a fishy smell. To ensure health safety, Ms. Dan's family bought a rainwater storage tank. Ironically, during the dry season (from October to May of the following year), the low rainfall means that the stored water is insufficient for use.
“For many years, our family, like many other households in Hamlet 6 and Van Phuc Commune, has had to spend money buying clean water for use. Our economic situation isn't very good, and the cost of buying water is very painful…” added Mrs. Dan.
Not only in Thuong Coc and Van Phuc communes, but thousands of households in seven other communes in the Red River floodplain area of Phuc Tho district also lack access to centralized clean water sources. Specifically, these communes include: Xuan Dinh, Van Nam, Long Xuyen, Hat Mon, Tam Thuan, Van Ha, and Thanh Da.
Complete the water supply network by 2025.
According to Mr. Can Van Hong, Head of the Economic Department of Phuc Tho District, currently 12 communes and towns in the district have access to clean water from a centralized supply source. The total number of households using clean water has reached nearly 23,000 families, accounting for approximately 46% of the total number of households in the district. To achieve the goal of 100% of households in the district having access to clean water by 2025, Phuc Tho District has proactively proposed to the Hanoi People's Committee to invite businesses to invest in providing clean water to residents in 9 communes in the floodplain area.
Accordingly, the joint venture between Ba Vi Water Supply and Environmental Construction Investment Joint Stock Company and Ao Vua Joint Stock Company has been approved by Hanoi City as the investor for the project to build a clean water supply network for 9 floodplain communes in Phuc Tho district. Ms. Nguyen Thi Minh Phuong, Chairwoman of the Board of Directors of Ba Vi Water Supply and Environmental Construction Investment Joint Stock Company, stated that the company is currently actively coordinating with the local authorities to implement the investment and construction of the water supply network for the 9 floodplain communes along the Red River.
“The company is committed to implementing the project ensuring three criteria: on schedule, uniform pipeline infrastructure and connection with existing technical infrastructure; and ensuring the supply of water that meets the standards of the Ministry of Health to the people…” - added Ms. Nguyen Thi Minh Phuong.
Regarding the project's progress, the investor's representative stated that they are currently focusing maximum resources on investing in and constructing the clean water supply network in the communes of Xuan Dinh, Van Phuc, Thanh Da, Hat Mon, and Thuong Coc. For the remaining communes, the entire system is expected to be completed and put into operation in the second quarter of 2025.
We need the support of the people.
In fact, to expedite the provision of clean water, the community factor is extremely important. According to Nguyen Van Thang, Vice Chairman of the People's Committee of Vong Xuyen commune, while people in many other communes desire access to clean water, a segment of the population in his commune is not very enthusiastic about it.
"The company has installed the main pipeline and branch pipes to the villages of the commune. However, many households do not want to connect to the system because they are used to using filtered well water and do not want to incur additional monthly costs to buy clean water..." - Mr. Nguyen Van Thang shared.
Regarding the above situation, the Chairman of the People's Committee of Phuc Tho District, Nguyen Dinh Son, said that currently in some communes, there is a situation where there is a centralized clean water supply but people are not using it. This could lead to a waste of investment resources.
"The district requests that local Party committees and authorities continue to promote information and propaganda about the meaning and importance of using clean water, and encourage people to know and trust in using it..." - Mr. Nguyen Dinh Son emphasized.
Representatives from the People's Committee of Phuc Tho district further informed that, in recent years, the locality has regularly coordinated with the Hanoi Department of Agriculture and Rural Development to organize training courses and propaganda to raise awareness among all segments of the population about the meaning, role, and importance of using clean water for health safety. While awareness among the majority of the population has improved significantly, it is still not uniform.
Currently, the People's Committee of Phuc Tho district is continuing to encourage officials and Party members to set an example and take the lead in using clean water. Educational and training institutions, organizations, businesses, agencies, and units located in the district are required to register for the use of clean water when a supply source is available. The quality of the water supply is also a top priority for Phuc Tho district.
Accordingly, the local authorities regularly coordinate with investors to collect water samples for testing, ensuring that the water supplied to the people meets the quality standards of QCVN 01:2009/BYT of the Ministry of Health. At the same time, information is widely disseminated through the local broadcasting system so that people are aware of and trust the product.
The project to build a clean water supply system for 9 communes in the floodplain area not only meets the essential needs of thousands of households in Phuc Tho district, but also makes a significant contribution to achieving Hanoi's clean water supply network development goals for the 2021-2025 period. Given its significance and importance, I propose that the consortium of investors focus its resources to ensure the project is implemented as quickly as possible; striving for completion and the ability to provide stable water supply to the people from May 2025.
