Speaking at the opening of the Conference, Deputy Minister of Natural Resources and Environment Nguyen Thi Phuong Hoa affirmed that the conference to disseminate and train legal regulations on judicial appraisal in the field of natural resources and environment is very important and practical for judicial appraisal work in the field of natural resources and environment.
The training conference was attended by appraisers and forensic experts from units under the Ministry of Natural Resources and Environment and the Department of Natural Resources and Environment of Quang Ninh province. Previously, the Ministry of Natural Resources and Environment held a conference to disseminate and train legal regulations on forensic expertise in the field of natural resources and environment in Binh Dinh province for subjects who are forensic experts from the Department of Natural Resources and Environment of the provinces and the team of forensic experts and representatives of the Investigation Agency of the Public Security of provinces and cities across the country.
Deputy Minister Nguyen Thi Phuong Hoa stated that in recent years, the cases of requesting expert appraisals from the Ministry of Natural Resources and Environment have been receiving attention and tending to increase, with many cases being difficult and complicated. The expert conclusions of experts, organizations, and judicial experts under the Ministry of Natural Resources and Environment have become an important source of evidence, meeting the requirements of prosecution, investigation, prosecution, trial, and execution of criminal judgments in criminal proceedings, while contributing to protecting the legitimate rights and interests of relevant parties in order to create equality, transparency, and move towards building a democratic and civilized rule of law state.
However, in practice, the process of implementing judicial appraisal activities with a rapidly increasing number and the complexity of some judicial appraisal cases has led to a number of difficulties and obstacles in judicial appraisal in the field of natural resources and environment.
At the conference, Deputy Minister Nguyen Thi Phuong Hoa emphasized that in order to improve the effectiveness of appraisal work in the coming time and contribute to perfecting the legal system on judicial appraisal in the field of natural resources and environment, the conference needs to focus on the following contents: Thoroughly grasping and correctly understanding, unifying the provisions of law related to judicial appraisal (Criminal Procedure Code, Law on Judicial Appraisal and related legal documents); appraisal process; exchanging and clarifying professional matters in the work of receiving, refusing and performing judicial appraisal.
As well as identifying difficulties, obstacles and shortcomings in the process of implementing legal documents related to forensic examination, thereby making recommendations to improve the law on forensic work in general and the law on forensic work in the field of natural resources and environment in particular. Actively discuss and share practical experiences in performing forensic examination work of units and localities in the past time, point out difficulties and obstacles and propose solutions to overcome them.
At the conference, delegates listened to Ms. Nguyen Thi Thuy, Head of the Department of Inspection - Judicial Support and Judicial Expertise Management, Department of Judicial Support, Ministry of Justice introduce legal regulations on judicial expertise.
This is the first time that the Ministry of Natural Resources and Environment has organized a specialized training conference on forensic expertise in the industry, with the aim of evaluating and drawing experience through the achieved results, existing problems and limitations in forensic work in the recent past, focusing on assessing the existing problems, difficulties and solutions. At the same time, this is also an opportunity for units and officers working in forensic expertise to exchange, learn, strengthen and promote coordination in work.
The conference will run until August 11, 2023.
