The conference was held in a combination of in-person and online formats to more than 37,000 locations nationwide. Attending the conference at the Hanoi location were: General Secretary To Lam; President Luong Cuong; Prime Minister Pham Minh Chinh; National Assembly Chairman Tran Thanh Man; and other leaders and former leaders of the Party, State, National Assembly, Government, Central Committee of the Vietnam Fatherland Front, central departments, ministries and branches.
At the Quang Tri provincial bridge, the conference was attended by: Standing Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council Nguyen Dang Quang; Acting Chairman of the Provincial People's Committee Hoang Nam; members of the Provincial Party Committee Standing Committee, Provincial Party Executive Committee; leaders of departments, branches, agencies, units, localities and enterprises in the area.
At the conference, Prime Minister Pham Minh Chinh presented the topic "Key and core contents of Resolution No. 68-NQ/TW and implementation plan". The Prime Minister emphasized: The issuance of Resolution No. 68-NQ/TW clearly demonstrates the Party's consistent strategic orientation on the role and position of the private economy in the cause of national development. The Resolution identifies the private economy as one of the important driving forces for the development of an independent, self-reliant, deeply integrated, effective and sustainable economy.
The main content of the Resolution focuses on building an open, fair and transparent business investment environment; perfecting the socialist-oriented market economy institution; synchronously developing all types of markets; innovating management thinking; promoting administrative reform; supporting creative startups and promoting strong private enterprises to compete fairly in the region and internationally.
The resolution sets out six main groups of tasks and solutions, including: perfecting institutions and policies to encourage and protect the private economy; improving the quality of human resources; developing infrastructure; promoting science, technology and innovation; strongly reforming administrative procedures; strengthening inspection and supervision to ensure a transparent and healthy business environment.
Next, National Assembly Chairman Tran Thanh Man presented the topic "Key and core contents of Resolution No. 66-NQ/TW and implementation plan". The National Assembly Chairman emphasized: The work of building and perfecting the legal system and organizing law enforcement plays a fundamental role in national governance, regulating social relations, promoting progress, fairness, stability and sustainable development of the country.
Resolution No. 66 sets out five guiding viewpoints throughout, in which the most prominent is the requirement to continue to innovate thinking about law-making, strongly shifting from "management" thinking to "development creation" thinking; from administrative-oriented law to law regulating a variety of socio-economic relations in new conditions.
Seven key tasks were identified, including: improving the quality of the legislative process; ensuring the consistency and unity of the legal system; overcoming overlapping and legal conflicts; innovating the coordination mechanism between agencies in law-making and law enforcement; strengthening the role of social supervision and criticism; building a team of legal staff with good qualities, capacity and courage; promoting the application of information technology and digitalization of law-making and law enforcement activities.

Speaking at the conference, General Secretary To Lam emphasized: Resolutions No. 66 and 68 are the crystallization of a thorough and in-depth research process, with the broad participation of all levels, sectors, scientists, experts and rich practices from the grassroots. These are strategic documents, paving the way for breakthroughs in national governance and socio-economic development in the new era.
Innovation in thinking, methods and organization of law-making and law enforcement is an urgent requirement. Laws must go one step ahead, truly becoming a sharp tool to concretize the Party's guidelines, protect the legitimate and legal interests of the people, create conditions for the development of productive forces, and strengthen social trust.
Regarding the private economy, the General Secretary affirmed that our Party has had an increasingly complete, correct and consistent awareness of the role of the private economic sector. Resolution No. 68 is a new step forward in awareness and action, demonstrating the Party's high political determination in mobilizing all potentials and resources from the private sector to jointly develop the country, maintain independence and autonomy, ensure social security and effectively integrate into the international community.
The General Secretary requested Party committees, Party organizations, authorities, the Fatherland Front and socio-political organizations from central to local levels to organize well the study and dissemination of the two resolutions; promptly develop action plans, clearly assign responsibilities, determine specific deadlines and inspection and supervision mechanisms in the implementation.
The General Secretary believes that with high political determination, the synchronous and serious participation of the entire political system and the consensus of the people, the implementation of the two resolutions will create strong, comprehensive and profound changes in national governance and socio-economic development, contributing to bringing our country into a new period of development with a new position, stature and aspiration to reach higher and further in the new era.
