The Conference was connected online from the main bridge of Dien Hong Meeting Room - National Assembly House to the bridges of departments, ministries, branches, localities and units nationwide with over 1.2 million delegates attending the Conference at the bridges.
Attending the Conference at the Cao Bang Department of Health bridge point were comrades of the Party Executive Committee of the Department of Health, representatives of the Party Executive Committee of the Department, Secretaries, Deputy Secretaries of Party cells under the Party Committee of the Department of Health, Party cells of the Department and all Party members, officials and employees of Party Cell 1 - Department of Health Agency, Party Cell 02 - Department of Health Agency, Party Cell of the Department of Population - Food Safety and Hygiene, Party Cell of the Center for Forensic Medicine and Testing. Comrade Nong Van Thanh - Deputy Secretary of the Party Committee of the Department of Health chaired the Conference at the Department of Health bridge point.
At the Disease Control Center's bridge point, there were comrades of the Party Executive Committee of the department and all Party members of the Party Cells under the Disease Control Center's Party Committee.

At the Conference, delegates listened to Prime Minister Pham Minh Chinh present the topic: "The core content of Resolution No. 71-NQ/TW dated August 22, 2025 of the Politburo on breakthrough in education and training development and the Action Program to implement Resolution No. 71-NQ/TW."
Deputy Prime Minister Le Thanh Long informed the topic "Key and core contents of Resolution No. 72-NQ/TW dated September 8, 2025 of the Politburo on a number of breakthrough solutions to strengthen the protection, care and improvement of people's health and the Action Program to implement Resolution No. 72-NQ/TW".
Resolution No. 72-NQ/TW is of special importance, continuing to demonstrate the Party's deep concern for the health of each citizen to aim at building a healthy Vietnam, where all people receive health care, live long, live healthy, live healthily, improve their physical fitness, raise awareness of health protection and proactively prevent diseases in the whole society, contributing significantly to promoting the development of a rich, civilized and prosperous country in the new era. This is a resolution of strategic, comprehensive and long-term significance, of an action nature, a "Resolution to implement the Resolution" with many policies to supplement, strengthen and concretize previous policies and guidelines, proposing "breakthrough" tasks and solutions to remove and clear "bottlenecks", "knots", difficulties and obstacles from practice to meet the requirements of sustainable development of the country and the expectations of the people, towards the two strategic goals of 100 years of Party founding in 2030 and 100 years of national independence in 2045.
The Resolution identifies 5 viewpoints, 5 specific target groups until 2030, vision to 2045, 6 groups of tasks, breakthrough solutions and responsibilities in implementation. The Resolution is built on the principle of not replacing the Resolutions and Directives of the Party that have been issued, but only mentioning new, important issues with great influence, the main "bottlenecks" and "knots", creating breakthroughs in protecting, caring for and improving people's health to complete the set strategic goals, close to practical requirements, effective and feasible.
One of the important highlights of Resolution No. 72-NQ/TW is to shift the focus from "treatment" to "prevention", taking preventive medicine and grassroots health care as the foundation and people will have access to quality health services and comprehensive health management right at the commune-level health stations.

Next, Acting Minister of Foreign Affairs Le Hoai Trung informed the topic "Key and core contents of Resolution No. 59-NQ/TW dated January 24, 2025 of the Politburo on international integration in the new situation and the Action Program to implement Resolution No. 59-NQ/TW";
Head of the Central Policy and Strategy Committee Nguyen Thanh Nghi deployed the topic "Key and core contents of Resolution No. 70-NQ/TW dated August 20, 2025 of the Politburo on ensuring national energy security to 2030, with a vision to 2045 and the Action Program to implement Resolution No. 70-NQ/TW."
The conference was held to thoroughly grasp and seriously implement the 4 Resolutions of the Politburo to the central committees, ministries, branches, provincial and municipal party committees, party committees directly under the Central Committee; party committees, party organizations, agencies, organizations, cadres, party members and teams working in foreign affairs, energy, education and training, and health. At the same time, raise awareness, responsibility, political determination, self-awareness, and exemplary spirit of party committees, party organizations, agencies, organizations, cadres, party members and teams working in foreign affairs, energy, education and training, and health to effectively implement the 4 Resolutions of the Politburo, in accordance with the functions, tasks, and practical situation in localities, agencies, and units.
Speaking at the Conference, General Secretary To Lam emphasized the special importance of the Conference and affirmed that these resolutions are a strong continuation and supplement to the strategic "Quad Resolutions", creating a unified whole, creating a breakthrough to realize the two 100-year goals of building a strong, prosperous, everlasting and sustainable Vietnam.
In the coming time, the General Secretary requested ministries, branches, localities, each unit, each cadre and party member to immediately get to work with the spirit of "saying goes hand in hand with doing", "do not leave today's work for tomorrow". The spirit is that the leader must take responsibility for the results, not push the issue or avoid it. Every quarter and every year, conduct serious, public and transparent reviews, reward those who dare to think, dare to do, dare to take responsibility for the common good; at the same time, strictly handle violations and negativity.
The General Secretary emphasized: "I call on the entire political system, Party committees, authorities, the Fatherland Front and organizations; call on the business community, diplomats, intellectuals, teachers, doctors, workers, farmers and youth nationwide to unite, join hands and work together. Each person has a specific task, each day has a specific result, be persistent, tenacious, methodical, disciplined and creative. Let's make the spirit of the resolutions implemented today permeate all levels, all sectors, all social components, to every ward, commune, village, hamlet, to every classroom, every workshop, every field, every house, every person; turn aspirations into actions, turn actions into results, turn results into new beliefs".
