Before implementing Resolution No. 72, Comrade Nong Tuan Phong - Director of the Department of Health quickly informed the results of the 20th Congress of Cao Bang Provincial Party Committee , term 2025 - 2030. With the spirit of concentration, democracy and responsibility, the Congress of Party Committees elected the 20th Provincial Party Committee Executive Committee, term 2025 - 2030, consisting of 55 comrades. The first conference of the Provincial Party Executive Committee, term XX, 2025 - 2030, elected the Provincial Party Standing Committee, term XX, consisting of 15 comrades, approved the Congress Resolution and the Report synthesizing comments on the draft documents to be submitted to the 14th National Congress of the Party, including many important goals on health.
At the same time, the Health sector has successfully completed the task of implementing medical work to ensure health and food safety for delegates before, during and after the Congress . The Director of the Department of Health acknowledged and commended the sense of responsibility, close coordination and initiative of the units, contributing to the success of the Congress.
At the Conference, Comrade Nong Tuan Phong - Director of the Department of Health deployed Resolution No. 72-NQ/TW dated September 9, 2025 of the Politburo on a number of breakthrough solutions to strengthen the protection, care and improvement of people's health. This is a Resolution of strategic, comprehensive, immediate and long-term significance, highly actionable, demonstrating the special attention and strong direction of our Party and State towards the work of protecting, caring for and improving people's health in the new era of development. Accordingly, the Resolution focuses on transforming medical thinking, from mainly focusing on treatment to proactively preventing diseases and improving health . Identifying 5 target groups by 2030 towards building a modern, fair, quality and effective health system; people have regular health check-ups, disease screening, comprehensive health care; increasing average life expectancy, number of healthy years; universal health insurance coverage ..., proposes 6 groups of tasks and solutions to create breakthroughs, resolve "bottlenecks" and major challenges for current health care work.
Along with Resolution 72, the Conference also deployed a number of important documents related to health work: Official Dispatch No. 1916-CV/TU dated September 11, 2025 of the Cao Bang Provincial Party Committee on implementing Conclusion No. 186-KL/TW dated August 29, 2025 of the Politburo and the Secretariat on the situation and performance results of the political system apparatus and local authorities at two levels; Resolution No. 282/NQ-CP dated September 15, 2025 of the Government on the Action Program to protect, care for and improve people's health; Resolution No. 188/2025/ND-CP dated July 1, 2025 of the Government detailing and guiding the implementation of a number of articles of the Law on Health Insurance; Official Dispatch No. 59-CV/BCĐ dated September 12, 2025 of the Central Steering Committee on the arrangement of public service units, state-owned enterprises and focal points within agencies and organizations in the political system; Official Dispatch No. 8798/VPCP-TCCV dated September 17, 2025 on the draft Decree of the Government regulating the organization of public service units...
Next, comrade Nong Tuan Phong - Director of the Department of Health thoroughly grasped the requirements for rotation, transfer, and mobilization of cadres (workers). officials and civil servants with medical professional degrees) to commune-level health stations established in Decision No. 1333/QD- Decision No. 11/8/2025 of the People's Committee of Cao Bang province to ensure uninterrupted operations of medical stations , providing Full range of professional and technical services to meet the organizational system model 02-level local government. Assign the Center for Disease Control to present the Draft Plan for sending health officials to support and carry out professional work on preventive medicine at new commune and ward health stations.
Comrade Be Thi Bach - Director of the Center for Disease Control spoke about the rotation, transfer and mobilization of medical professionals to support commune-level health stations established in Decision No. 1333/QD- Decision dated August 11, 2025 of the People's Committee of Cao Bang province .
The conference also discussed and resolved difficulties and obstacles of units and new commune and ward health stations in implementing tasks under the 2-level local government model; new health insurance policy; restructuring the Methadone treatment network...
Concluding the Conference, Comrade Nong Tuan Phong - Director of the Department of Health directed the units, the new Commune and Ward Health Stations to be more determined in quickly stabilizing the organization and management method according to the 2-level local government model , ensuring smooth, effective and efficient operations . He also emphasized that this is an important task to improve the quality of grassroots health services , meeting the requirements of caring for, protecting and improving people's health in the new period.

Previously, the Department of Health announced decisions on personnel work, including the transfer and appointment of leaders at a number of affiliated units, including: Deputy Head of the Food Safety and Hygiene Sub-Department; Deputy Director of Trung Khanh Hospital; Deputy Director of Bao Lam Medical Center; Deputy Director of Thach An Medical Center; Director and Deputy Director of the Center for Health Protection of Cadres of Cao Bang province. Cao Bang Provincial General Hospital is under the Cao Bang Provincial Department of Health, implementing the appointment process for leaders of professional departments under the Department.
