Streamlining organizations within public service units

The Ministry of Culture, Sports and Tourism has issued Document No. 4888/BVHTTDL-TCCB to administrative agencies under the Ministry and public service units under the Ministry regarding the arrangement of public service units and focal points within public service units under the Ministry.

Accordingly, implementing Official Dispatch No. 59-CV/BCĐ dated September 12, 2025 of the Central Steering Committee on summarizing Resolution No. 18-NQ/TW on the arrangement of public service units, state-owned enterprises and focal points within agencies and organizations in the political system (hereinafter referred to as Official Dispatch No. 59-CV/BCĐ), Official Dispatch No. 8163/BNV-TCBC dated September 18, 2025 of the Ministry of Home Affairs on the arrangement of public service units according to Official Dispatch No. 59-CV/BCĐ of the Central Steering Committee on summarizing Resolution No. 18-NQ/TW (hereinafter referred to as Official Dispatch No. 8163/BNV-TCBC), the Ministry of Culture, Sports and Tourism requests administrative agencies and public service units under the Ministry to continue to disseminate, thoroughly grasp and effectively implement the resolutions and conclusions of the Central Executive Committee, the Politburo and the Secretariat; Purpose, requirements, scope, viewpoints, and orientations for arranging public service units, schools, medical facilities, and state-owned enterprises; streamlining organizations within agencies, units, and political system organizations to ensure effective, efficient, and efficient operations.

At the same time, continue to review the functions, tasks, powers, and organizational structure of agencies and units, especially those after mergers and acquisitions under the new model; propose and make reasonable adjustments (if necessary) to ensure clear people and tasks, no overlap, and no omission of functions and tasks.

  Guidance on arranging and reorganizing the network of public service units in the fields of culture, sports and tourism

Along with that, based on the arrangement orientation of the Central Steering Committee on summarizing Resolution No. 18-NQ/TW in Official Dispatch No. 59-CV/BCĐ and of the Ministry of Home Affairs in Official Dispatch No. 8163/BNV-TCBC, research and propose a plan to arrange public service units and focal points within public service units under the Ministry, specifically as follows:

For administrative agencies: Research and propose plans to arrange and reorganize public service units under the Ministry according to the assigned specialized fields of consultation and management.

For public service units: Research and propose plans to streamline internal organizations (departments, departments, faculties, affiliated units) to ensure efficiency, effectiveness, and efficiency, without duplication of functions and tasks.; Coordinate with administrative agencies to research and propose plans to rearrange and reorganize public service units under the Ministry according to the assigned specialized fields of consultation and management.

The Department of Planning and Finance advises the Ministry's leaders to complete the roadmap for calculating public service prices according to the provisions of the law on the financial autonomy mechanism of public service units, as a basis for ordering or bidding for the provision of public service services, implementing financial autonomy of public service units, reducing civil servants receiving salaries from the state budget; Promulgating or amending and supplementing economic -technical norms, cost norms (if any) in the sectors and fields under the Ministry's state management as a basis for promulgating prices of public service services using the state budget according to the provisions of the law on prices and provisions of other relevant laws as a basis for ordering or bidding for the provision of public service services, implementing financial autonomy of public service units; Review specific regulations on the list of criteria on scale and standards of socialized facilities in the sector and management field to propose timely amendments and supplements, especially the criteria on land use area and scale of operation to ensure compliance with specialized legal documents./.
